4. PURPOSE
This paper describes the participatory
approach to the design and development
process of developing reusable learning
objects (RLO) to digitize healthcare curricular
in Malaysia, a project co-funded by the
Erasmus+ Programme of the European Union
with partner universities from UK, Europe and
Malaysia. This participatory approach will be
based on the ASPIRE framework developed
by one of the project partners (University of
Nottingham).
5. METHODOLOGY
This project is methodologically inspired by
Design and Development Research, which
aims to use a conceptual framework (ASPIRE-
Aims, Storyboarding, Population,
Implementation, Release, and Evaluation) to
develop practical tools (RLOs). Using the
ASPIRE process, stakeholders such as the
subject matter experts (SME) and students
are involved at the onset of the development
process.

FINDINGS
This study identified opportunities for
stakeholder participation and collaboration
throughout the ASPIRE process. By applying
the ASPIRE instructional model as the
project’s research framework, the process of
design and development involved
stakeholder participation in a storyboarding
workshop and specification ideation. Future
phases of review- develop- review- use-
evaluation are required before the RLOs are
finally packaged and distributed in an open
repository (HELM Open). Future research
shall further analyze student’s perception of
the effectiveness of the RLOs. .
7. SIGNIFICANCE
This research contributes to the field of design
and development research by empirically
documenting the series of approaches to the
design and development of the RLOs using
the ASPIRE model to digitize healthcare
curricular in Malaysia.
