Agency for Sustainable Development and European Integration Soroca, "ADDIE", operates in accordance with
regulations approved by the district council decision nr. 23/4 on February 23, 2006, as amended by the district
council decision No. 3 / 6 on August 18, 2011 and in accordance with policies approved by the District Council
Soroca Decision No. 9 / 1 on December 27, 2011: strengthening local partnerships and collaboration
regional, cross-border, transnational.
Both regulations were developed with the support of consulting firms and experts. In developing their models the
regulations of the current member states of the European Union were taken into account.
The current regulations were created on a long-term perspective and to achieve the proposed activities as needed
due to external budget sources from Soroca District Council being incapable of carrying out what is proposed in
the regulations.
ADDIE's major activities organized by requiring financial coverage are organized with the support of external
donors in the various projects in which Soroca District Council has the status of applicant or partner.
The basic objective of ADDIE remains to be outside sources of funding, the development and implementation of
priority projects eligible under government program.
During 2011 Agency for Sustainable Development and European Integration has achieved the following
performance indicators:
 Joint project portfolio of cross-border partners for the first call for project proposals, the Joint Operational
Program Romania-Ukraine-Moldova 2007-2013.
 In the second call for project proposals the Joint Operational Program Romania-Ukraine-Moldova 2007-
2013, assistance was provided by the Soroca District Council Declarations Agreement and collaboration
within 19 projects.
Within 4 projects Soroca District Council was able to partner with Iaşi County Council (Romania), Botosani
County Council (Romania) and Vinnitsa Regional Council (Ukraine).

The other 15 projects Soroca District Council were requested as a partner are the following:
 Vinnytsia Regional Council (Ukraine - 2 projects)
 Iampol Hall (Ukraine)
 District Council Făleşti
 Iaşi County Council (Romania
 Botosani County Council (Romania)
 EURONEST Intercommunity Development Association (Romania - 7 projects) - Association includes
six counties in Romania)
 Vasile Pîrvan Museum, Botosani (Romania)
 B-Right Media Association, Botosani (Romania)
 One project evaluation stage located at the border, sent to request clarification on the project financiers
application for funding "Hotin Medieval Jewelry-Soroca-Suceava", were developed and sent various
documents from both the applicant and the partners. It established a collaboration with Romanian and
Ukrainian partners both at the project preparation stage and the stage of technical and financial evaluation
 Border project under implementation, coordinated the implementation of the project "Efficient
management and administrative efficiency" Priority 3. People to people, funded under the ENPI CBC
Romania-Ukraine-Moldova 2007-2013
In the list of 62 approved projects, funding by the Joint Community Management (Romania) was recovered. The
project was implemented in partnership with the Iaşi County Council and Business Consulting Institute.
Overall objective: Improve the administrative capacity of local authorities
Specific objectives:
1. The development of public services provided by the District Council Soroca
2. Enhance the efficient use of human resources within local government.
The project implementation period was 12 months, March 31-2011 - March 30, 2012
The total project cost was 148,750 Euro
EU contribution 133,785.75 Euro
Contribution Soroca District Council (PL) - 13,964.25 Euro
Contribution Business Consulting Institute (P1) - 1,000.00 Euro
Iaşi County Council - no contribution
Project launched transnational in Southeastern Europe, SAGITTARIUS, with an implementation period of three
years, 2011-2014. District Council Soroca partnered with Aegean University of Athens, Greece. Agency for
Sustainable Development and European Integration Soroca coordinated the preparation, submission and project
implementation.
The partnership was made up of 20 institutions from 8 countries (Greece, Italy, Romania, Bulgaria, Slovenia,
Hungary, Croatia and Moldova), project leader of the Aegean University of Athens, Greece.

The vision of the project involved the mobilization of efforts for cultural heritage, promoting cultural activities in
the area of South East Europe Transnational.
The goal was to stimulate cultural potential use of socio-economic development by addressing marketing
management or encouraging entrepreneurship by establishing standards and best practices for capitalizing on
heritage.
Project launched cross-border project "IT Cooperation Network of Euroregion Siret-Prut-Nistru."
In this project ADDIE ensured collaboration between the Siret-Prut-Nistru and Soroca District Council who had
a partner in this project. Association Euroregion Siret-Prut-Nistu, in partnership with Business Consulting
Institute and 20 Moldovan districts and 3 counties in Romania launched the project "IT Cooperation Network of
Euroregion Siret-Prut-Nistru", financed by the European Union.
The specific objective is to establish an effective communication to develop joint programs in a unique virtual
space, and capacity building of members Siret-Prut-Nistru to develop joint projects.
 Regional project developed and submitted under the first call for projects, funded by the National
Regional Development Fund (NRDF), the project "Rehabilitation of the road district Pîrliţa -
Dumbrăveni -Vădeni - Floresta, in length of 13.3 km"
This project was included in the list of priority projects of regional development in Single Program Document for
2010-2012.
The total amount of the project: 77,507,115 lei
Overall objective: To improve access of people, goods and services in Soroca and Floresti regional market in
order to stimulate sustainable economic development through the provision of quality transport infrastructure that
will make the connection to the national road network.
Specific objectives:
 Improve the technical condition of the local road infrastructure to the public road (L186) Pîrliţa-
Dumbrăveni-Vădeni-Floreşti (13.3 km) in order to reduce costs and increase efficiency of freight and
people, increasing road safety for the population in 13 localities in Soroca and 6 locations in Floreşti,
L186 local public road users.
 Removing the isolation and enhancing the economic attraction of rural areas in Soroca, ensuring
connection to public roads R13, R18, Line 2 rail network Cotovsc Balti-Floreşti-or-Ukraine and airports.
Mărculeşti Balti village and rural communities in Floreşti, ensuring connection and Line 2 R7 republican
road connecting two districts of the neighboring state, Ukraine.
 Improve access of people in rural areas transited by road Pîrliţa-Dumbrăveni district-Vădeni-Floreşti jobs,
goods and services existing in the five urban centers (Soroca, Floresti, Drochia, Balti).
During 2012 Agency for Sustainable Development and European Integration has achieved the following
performance indicators:
 One transnational project under implementation, project South - East Europe SAGITTARIUS.
For proper implementation of the Project for South East Europe Transnational Cooperation -
SAGITTARIUS Agency for Sustainable Development and European Integration Soroca maintained

relationships with Aegean. University of Athens, Greece, representing District Council Soroca as the partner
role. ADDIE contributed to the implementation of activities under the action plan of the project.
 Regional project under implementation, project "Rehabilitation of the road Pîrliţa -Dumbrăveni -Vădeni-
Floreşti district in length of 13.3 km".
According to general estimate of the project, the amount of work in the project is 74 935.80 Lei. For CR project
implementation Soroca identified other sources of funding such as the Road Fund in Moldova.
 Renovation of 2.5km road - sources Road Fund, amounting to 13,855 (the stretch of road from PC 227 +
252 + 46 till 46) by LLC "Nistru River"
 In 2012, the Road Funds have been allocated to this project in the amount of 20,000 to 4.5 km Pîrliţa -
Dumbraveni (for the next stretch of road, the PC 182 + 227 + 46 until 46) by LLC "Nistru River"
National Regional Development Fund (NRDF), as decided by the National Council for Regional Development
Coordination (NCCRD) of February 23, 2012, this project was approved in 2012 for 10,000, used to renovate the
portion covered by to picket (166 + 182 + 46 up to 46) on a stretch of 1.6 km of road (Dumbrăveni - Vădeni).
The works were performed by LLC "NOUCOST".
 Border project successfully completed "Efficient management and administrative efficiency"
Priority 3. People to people, funded under the ENPI CBC Romania-Ukraine-Moldova 2007-2013.
Technical and financial reports were developed and presented to the financial donor. The results have been
provided to financial donor for the last phase of the project.
Project results:
 Study of functional and organizational analysis of the approved Institutional Development Plan for 2011-
2015
 Two services created within Soroca District Council (internal audit, human resources) and the ADDIE
Soroca developed / extended
 Furnishings created necessary services, equipment and computers
 3 training courses organized for councilors and civil servants
 4 training seminars in Iaşi Council for 15 people on human resources management, project development,
internal audit
 60 councilors and civil servants in the districts of Soroca, Drochia, Iaşi were trained (internal audit,
human resources, fundraising)
 Develop promotional materials - published and distributed
 Share information about the activities and results achieved in the project
 Assessments carried out by experts, launching and closing conference project
Border project launched in May of 2012, signed the grant on the project "Medieval Jewelry Suceava-Hotin-
Soroca", funded under the ENPI CBC Romania-Ukraine-Moldova 2007-2013, the project Soroca District
Council along with partners in Romania and Ukraine aims to develop the tourism potential in the cross-border
region Soroca-Suceava-Hotin.
The total amount of the budget - 3,003,220.82 euros, of which:

 Contribution of the European Union - 2,701,997.77 Euro
 The total budget of the Lead Partner (District Council Soroca) - 2,134,859.52 Euro, of which the
contribution of the Lead Partner is 149,260.07 Euro
 The total budget of Partner 1 (City of Soroca) - 10,712.4 Euro, of which one partner is contributing
59,764.10 Euro
 Budget of Partner 2 (Suceava) - 118,000 Euro, of which two partners' contribution is 18,019.33 Euro
 The total budget of Partner 3 (State Reserve of History and Architecture - Hotin) - 739,648.9 Euro, of
which three partners' contribution is 74,179.55 Euro
In 2012 the project were capitalized funds worth 812,300 lei.
 Border project completed, the project "IT Cooperation Network of Euroregion Siret-Prut-Nistru".
The project:
 A web portal was developed to strengthen the logistics infrastructure Siret-Prut-Dniester and developing
capacities for preparation and implementation of cross-border projects
 All districts have been equipped with specific technical and trained staff for maintaining the system
 Border project successfully completed project "Efficient management and administrative efficiency"
Priority
People to people, funded under the ENPI CBC Romania-Ukraine-Moldova 2007-2013. Developed and presented

During the years 2011-2012 ADDIE assisted Soroca District Council at the end of July, partnership and
cooperation agreements in joint projects with Romanian and Ukrainian partners such as:
 Agreement between CRS and Suceava (Romania)
 Agreement between CRS and the State Reserve of History and Architecture - Hotin (Ukraine)

 Agreement between CRS, Floresti District Council, City Hall and scorched Vadeni
 Agreement between CRS and Euroregion "Siret-Prut-Nistru"
 Agreement between CRS and the Assembly of European Regions
 Agreement between CRS and S. Colinchivţî district Hotin, Ukraine
 Agreement between CRS and Northern Regional Development Agency
During the years 2011- 2012 and other actions were taken in order to achieve the objectives of the ADDIE:
 ADDIE launches organized by grants with potential funders such as the launch of the second call for
proposals in the Joint Operational Program 2007-2013, scholarships and grants offered release by the
International Visegrad Foundation with representatives of Soroca District Council and representatives of
civil society in Soroca.
 Assistance was provided on the development of two projects funded by the National Endowment such as
the business center Bădiceni and creating conditions for water supply and sanitation of the villages in
Parcani village, and Redi Ocolina-Ceresnovăţ
 ADDIE has facilitated the opening of visas for CRS representatives and other community stakeholders to
travel to Romanian territory for their participation in activities organized by partners from Romania
 Distributed, upon request, NGO representatives from city and district information about the recent launch
of grants, assistance and advice on drafting projects and completing forms and supporting documents as
required by active programs of grants.
 ADDIE facilitated the activities of the projects implemented by the District Council Soroca transnational
impact, cross-border, regional and local level
 For fiscal year 2011- 2012 funds have been allocated in the amount of 250,900 lei. Overspending on
actual expenditures for the reporting period have not been fully accepted.
 During 2012, implemented three major projects for the sum total of 124,660,445 lei
During 2013, ADDIE has achieved the following performance indicators:
Transnational project under implementation, project in Southeastern Europe SAGITTARIUS.
During 2013 to assist in developing the project website: www.see-tcp-project-sagittarius.eu/index.php.si., Is
shipped to request materials aimed sights of Soroca. Also visiting the project website can be accessed Soroca
District Council website. The project SAGITARIUS were disseminated promotional materials: envelopes, pens,
paper, canvas bags and leaflets.
Border project under implementation, "Medieval Jewelry Suceava-Hotin-Soroca". During 2013 were
realized the following project activities:
 Public debate organized for the presentation of the project "Restoration of Soroca Fortress" associated
with spatial planning and access routes was held on April 19, 2013. Attended by civil society
representatives, heads of departments and directorates of Soroca District Council
 Civil society involved in the development of marketing strategy in cross-border project "Medieval
Jewelry: Hotin, Soroca, Suceava" which contains the list of priority projects. Priority issues were

identified through a participatory process of civil society and economic operators. Thus ADDIE has
developed, distributed and analyzed questionnaires completed by businesses and citizens of the city and
Soroca
 Two visits to assess and monitor cross-border project under implementation on April 4, 2013 and
December 4, 2013, organized by CBC Iaşi representatives
 Five external experts in the Romania cities of Iaşi, Suceava and Barlad contracted for the scientific work
and the sharing of best practices at the international conference organized within the project "Medieval
Jewelry: Hotin-Soroca-Suceava" on February 15, 2013 in Soroca
 Executed archaeological research on Soroca Fortress and adjacent area
 Partially executed restoration of Fortress Soroca
 Held press conferences on July 16, 2013 and November, 14 2013 - 40 people were in attendance - CRS
representatives and members of civil society, partners and beneficiaries, local and national media. The
press conferences were widely publicized within the project activities
 Participation of Soroca President, Mr. Victor and his team members in project implementation Medieval
Festival held in Suceava (Romania), August 15-17, 2013
 Training session organized for travel agencies and local government representatives in the target region
of Soroca (November 14-15, 2013). Session was attended by 40 people from local government,
businesses, travel agents.
 Procured equipment for the Center for Information and Promotion of Tourism which will be inaugurated
in 2014 at Soroca Fortress
 Promotional materials developed 5 banners, 100 leaflets, 200 computer files, 200 pens
 5 press releases and 12 articles published in newspapers "Reality Plus" and "Northern Observatory".
A number of opinions and articles have been published on the website about Soroca.
 5 local television station interviews offered SOR-TV aired during "Week event" on project
implementation
 18 workgroup sessions and 18 processes respectively developed for the proper implementation of the
project
o Four technical meetings organized - February 14, 2013, May 6, 2013, September 6, 2013,

 Agency representatives attended the meeting with Prime Minister of Moldova, Iurie Leanca, on August
22, 2013. Presented Fortress Soroca border project implementation and prepared an exhibition to
promote the project.
 ADDIE organized travel for President of Soroca and Soroca District Council representatives for
participation in the Medieval Art Festival "Stefan cel Mare" Suceava August 15-17, 2013 held in order to
exchange experience in the field of cultural heritage and adopting the good practices across borders
 On August 16, 2013 the representatives were organized by ADDIE for an official visit of President
Soroca, Victor Sau and Suceava Mayor Ion Lungu, for the purpose of extending cooperation between
Suceava and Soroca, subsequent signing of a Multilateral Agreement on Partnership and Collaboration

During the year 2013 under the cross-border project "Medieval Jewelry Suceava-Hotin-Soroca", funds used -
7,653,600 lei.
 Regional project under implementation, project "Rehabilitation of the road district Pîrliţa - Floreşti -
Vădeni- Dumbrăveni in length of 13.3 km", recovered 24,000 lei, sourced Road Fund until 2013.
 In 2013, according to the technical project, constructed 4280 km (Vădeni - Floresta), recovered 24
million lei for the rehabilitation of this stretch of road. The project continued in 2014.
During 2013, other actions were taken in order to achieve the objectives of the ADDIE:
 Active participation in the consultative process ENI CBC Program Romania-Moldova 2014-2020 and
Eastern Partnership Territorial Cooperation Program Moldova-Ukraine 2014-2016. With the launch of
the Eastern Partnership Program for Territorial Cooperation 2014-2016 Moldova-Ukraine 2015 will
present several concepts of ADDIE projects
 Participation in public consultations vis-a-vis the ENPI CBC Program Romania - Moldova 2014-2020,
completed questionnaires regarding the selection of project ideas
 Conducting interviews for the selection of project ideas under ENI CBC Program Romania-Moldova
2014-2020
 Conducting interviews on identifying potential partners and project ideas in the Eastern Partnership
Program for Territorial Cooperation Moldova-Ukraine 2014-2016;
 Organizing and ensuring the presence of representatives from local administrations and associations on
information sessions on Territorial Cooperation Program (EaP 2014-2016) held 7/11/2013 in Soroca
 With the release of ENPI CBC Program Romania - Moldova 2014-2020 and Eastern Partnership
Territorial Cooperation Program Moldova-Ukraine 2014-2016 the following projects will be submitted:
"Revitalizing crafts - part of the economic development of Soroca, Moldova - Botosani, Romania"
o "Enhancing collaboration skills of local authorities and civil society, exchange of experience,
identifying and promoting best practices Moldova, Soroca - Romania, Vaslui county, Botosani
County"
o "Diversification of tourism in the border area and Soroca Soroca-Vinnitsa"
o "Warning and monitoring system on hail in the border area Moldova - Ukraine"
o "Resource center training and consulting in social assistance"
o "Integrated management of emergency situations"
During November 19-21, 2013 in Soroca workers visited experts in Brussels on deployment mission ROM by the
European Commission.
 The visit provided organization assistance to target groups identified dialogues with experts in advance
Mission ROM
 ADDIE representatives participated in activities within the Euroregion "Nistru"
 June 14, 2013 - Soroca, specialist from ADDIE attended the press conference along with representatives
of the Euroregion "Nistru". A presentation was made about the work of Soroca District Council and
ADDIE experiences in attracting funding

 July 3, 2013 and October 15, 2013 - Soroca ADDIE specialist participated in study of delegations
Euroregion "Nistru" at the invitation of the Euroregion "Nistru" organized for capacity building and
developing Euro-regions
 November 13, 2013 at Gribovka (Ukraine) - ADDIE specialist participated in the workshop on the
implementation of the action plan - an interim evaluation organized by the Nistru Euroregion in
cooperation with the EUBAM;
 November 13, 2013 - specialist from Soroca ADDIE attended the Regional Conference on Territorial
Cooperation Program Moldova-Ukraine
ADDIE facilitated visas to 15 representatives of Soroca District Council and other community stakeholders in
collaboration with the Association "Siret-Prut-Nistru" for the purpose of organizing travel in Romania and their
participation in activities organized under the projects during implementation.
A representative from ADDIE attended the training sessions "Project Manager" under the "Projects to promote
traditional values" during 26-30.08.2013 in Iaşi (Romania).
During 2013 ADDIE participated in some activities organized by the Northern Regional Development
Agency:
 Workshop #2 and #3 on solid waste management organized on April 19, 2013 and June 2, 2013 in the
project "Modernization of Local Public Services", managed by the German International Cooperation
Agency GIZ supported GOPA international consulting team
 Training on monitoring and evaluation of development projects
 Seminars in project management and monitoring and evaluation procedures - July 26, 2013
 Project management training and procedures for monitoring and evaluation of the workshop - July 26,

 EU Regional Policy and its impact on regional development in Moldova - September 17, 2013
 Regional Planning Workshop on Energy Efficiency sectors in public buildings and solid waste
management - November 29, 2013
 Following discussion at the workshops Regional Programs were developed in the areas of energy
efficiency (EE) and solid waste management (MDS). Also, profiles were created for the Regional
Program EE in public buildings and regional programs in MDS
 ADDIE has ensured the presence of representatives from local government and public associations on
participation in training organized by RDA North "project management and monitoring procedures and
their evaluation" - July 26, 2013
In 2013 ADDIE has collaborated with the State Chancellery of the Republic of Moldova (JTS Chisinau) :
 Participation in the workshop on the organization and running of the CBC program development funded
under the European Neighborhood Instrument in 2014-2020, organized on September 13, 2013
 Participation in public consultations vis-a-vis ENI CBC Program Romania - Moldova 2014-2020 where
questionnaires were completed on the selection of project ideas
 Several projects that took place in Chisinau on September 20, 2013- prepared and exposed stalls with
information about the results of implemented and ongoing projects, disseminated information and
promotional materials about the projects implemented by District Council Soroca, financed by the
European Union, promoting the image of Soroca District Counsel
 Participation in the International Forum "Funds for LPAs" - October 22, 2013

 Representatives from the district attended the information session on Territorial Cooperation Program of
the Eastern Partnership - November 7, 2013
 Participated in the meeting with experts from Italy to discuss new project ideas.
 Attended Regional Territorial Cooperation Program Moldova-Ukraine - November 13, 2013
ADDIE attended the meeting with experts from Italy and Lithuania where new ideas were discussed for
joint projects:
Soroca District Council has allocated to the Agency for Sustainable Development and European Integration
funds in the amount of 247,700 lei for fiscal year 2013. Various projects during 2013 were made by ADDIE,
several major activities which summed 316,658 lei.
During 2014 the following activities based on the goals in regulation of activity of ADDIE:
 Transnational project completed; Transnational project in South - Eastern Europe SAGITTARIUS
with implementation period of three years: from 2011 to 2014 in which the District Council Soroca
partnered with Aegean University of Athens, Greece. ADDIE coordinated the preparation, submission
and project implementation.
Project results:
 Establishing a network of national and transnational cooperation with members of civil society and
relevant stakeholders in the promotion of cultural heritage, tourism potential
 Methodologies for specific tourism market activists to promote and support the development of tourism
 Identification / implementation experience / best practices from project partner countries
Border project under implementation, "Medieval Jewelry Suceava-Hotin-Soroca". During 2014 were
realized the following project activities:
 From April 23, 2011 - November 11, 2014 special visits to Soroca were organized for representatives
from CBC Iaşi on monitoring border project under implementation and on July 16, 2014 a visit of
representatives from the Joint Managing Authority (Bucharest) was organized on the evaluation of works
of restoration of Fortress Soroca, associated landscaping and repair of access roads.
 During 2014 several meetings were held with representatives from the Ministry of Culture of the
Republic of Moldova (Ciocanu, Nesterova, Bazgu) to discuss certain aspects of the restoration of the
medieval fortress - May 6, 2014, June 18, 2014, August 21, 2014, August 27, 2014, September 5, 2014
 A press conference was held with the participation of civil society, local government representatives and
representatives of NGOs. At this conference we presented the results after 24 months of implementation
of the project and 40 people attended. It was held on November 7, 2014 in Soroca.
 Coordinated the cooperation of District Council Soroca SC IAŞI CON SA in Romania, which carried out
the restoration of the Fortress Soroca and design firm ABRAL ART PRODUCT SRL in Romania, which
during 2014 participated in technical meetings, meetings clarification and implementation team members
have drafted and drawings on Soroca Fortress restoration, and reparation for the space and access roads.
 Developed audio-visual materials: advertising spot that will be carried on national television February-
May 2015 and the website on the new tourist route Soroca-Suceava-Hotin. A press release was published
and 9 articles in newspapers "Plus Reality," "Northern Observatory" and "Our Newspaper". A number of

opinions and articles have been published on the website about Soroca. Several local interviews were
given - television station SOR-TV, national channels and PUBLICA.TV Moldova1
 At the request of the Regional Office for CBC Iaşi documentary was filmed on the projects to be
implemented under the Joint Operational Program Romania-Ukraine-Moldova 2007-2013 financed by
the European Union. The film was shot on May 8, 2014 at Soroca Fortress where team members gave
interviews to broadcast videos firm SC Malno SRL (Romania)
 At the request of the Department of Culture and Tourism Soroca District Council, representatives
ADDIE have sent information and photos on sightseeing in Soroca and information on accommodation
and catering services in Soroca
 Press conference was held on November 7, 2014 on the results achieved after 24 months of
implementation of the project and promotional materials were distributed. 40 people were in attendance.

 Completed Soroca fortress and archaeological research in the adjacent area - July 20, 2014 - October 8,
2014
 Organized the auction, signed contract and completed restoration of three circular towers of Soroca
Fortress.
 Completed adjacent landscaping, completed construction of booths, partly landscaped square and park
near the medieval city, "black earth" will be planted in the park, trees and shrubs, paved alleys,
streetlights installed in the park and plaza, and garbage bins
 Execution of repair of access roads to the Fortress Soroca (50%)
 Held a press conference on July, 11 2014 at Soroca to present the results after 24 months of project
implementation. The press conference was attended by 40 people - Soroca District Council
representatives and members of civil society, partners and beneficiaries, local and national media.
Promotional materials were disseminated.
 Developed audio-visual materials: advertising spot that will be carried on national television from
February to May 2015 and the website on the new tourist route Soroca-Suceava-Hotin. The website has
information and photos on tourist destinations, accommodation and catering services in Soroca, Suceava,
Hotin.
 Currently being developed: guides for visitors, tourist maps, wall calendars, pocket office and
promotional materials that will guide tourists and visitors from our country and abroad while visiting the
new tourist route Soroca-Suceava- Hotin.
 Conducted partial restoration of Fortress Soroca;
Under this during 2014 funds were capitalized, 24,066,200 lei. In total up to the moment (2011-2014) were
capitalized 32,532,100 lei. The project will complete May 18, 2015.
During 2014 other actions were taken in order to achieve the objectives of ADDIE:

 ADDIE actively participated in the consultative process ENI CBC Programme Romania-Moldova 2014-
2020 and Eastern Partnership Territorial Cooperation Program Moldova-Ukraine 2014-2016. These
programs were completed and presented: a project idea in partnership with the Suceava (Romania) and
the second project idea in partnership with the State Reserve of History and Architecture - Hotin
(Ukraine)
 February 13, 2014 - ADDIE Director attended the forum "Territorial Cooperation Program within the
Eastern Partnership Moldova-Ukraine 2014-2016" in Balti, and also participated in the conference on
July 4, 2014 - Launch programs referred to Tbilisi (Georgia)
 October 31, 2014 - ADDIE representatives attended the International Conference on the Launch of
Territorial Cooperation Program financed by the European Union and organized by the State Chancellery
of the Republic of Moldova in Chisinau
 February 21, 2014 at Soroca, specialist ADDIE participated in the training workshop "Capacity APL in
writing externally financed projects", which was presented during Tourism Development Strategy 2020
 March 20, 2014 - ADDIE representatives attended the conference "Opportunities for small grants APL"
 October 13, 2014 - Leading specialist from ADDIE attended the presentation of the project
"Development of the economic potential of the Euroregion Nistru" held in Soroca
 February 27, 2014 - Specialist from ADDIE participated in the seminar organized within the project
"concept of sustainability in integrated territorial development in border urban settlements" in Drochia
 February 21, 2014 at Soroca, attended a regional seminar for accessing funds from projects
 September 26, 2014 - Representatives from ADDIE participated in Cultural Heritage Day with the Soroca
border project "Medieval Jewelry Suceava-Hotin-Soroca", exhibition border projects financed by the
European Union and implemented by the District Council Soroca. The ceremony took place at the
Fortress Soroca.
 Information sessions and development Project on Sustainable Energy Development with the participation
of ADDIE held on March 14, 2014
 At the request of the representative of the Moldovan Government, information was distributed to the
heads of departments of Soroca District Council, the district municipalities and NGOs information on
how the exchange program was funded by the Italian Government - February 6, 2014
 Representatives of ADDIE distributed general information and education to municipalities in the district
Soroca regarding studies in the US for one academic year for students in the FLEX Program - August 9,
2014
 A draft of the site was developed by ADDIE, with information on the agency and the projects
implemented
 February 21, 2014 - Soroca ADDIE specialists participated in the training workshop "Capacity APL in

 September 26, 2014 specialists ADDIE organized exhibition under the European Cooperation Days
(Festival Mărului) in Soroca
 Director ADDIE attended the Fair Days of Cooperation projects with Europe. The event was held in Iaşi
on September 27, 2014 with a booth for information about the results of EU-funded cross-border projects
already implemented and under implementation. Information and promotional materials were distributed
about the projects implemented by the District Council Soroca, funded by the European Union,
promoting the image of Soroca District Council.

Stefan cel Mare 5 bir. 2:21 Tel (230) 2-35-62, fax 2-65-76 Email: al@mtc-sr.md Nr. ___ ___ Din____________2015 Mr. Victor His President Soroca Agency for Sustainable Development and European Integration Soroca, "ADDIE", operates in accordance with regulations approved by the district council decision nr. 23/4 on February 23, 2006, as amended by the district council decision No. 3 / 6 on August 18, 2011 and in accordance with policies approved by the District Council Soroca Decision No. 9 / 1 on December 27, 2011: strengthening local partnerships and collaboration regional, cross-border, transnational. Both regulations were developed with the support of consulting firms and experts. In developing their models the regulations of the current member states of the European Union were taken into account. The current regulations were created on a long-term perspective and to achieve the proposed activities as needed due to external budget sources from Soroca District Council being incapable of carrying out what is proposed in the regulations. ADDIE's major activities organized by requiring financial coverage are organized with the support of external donors in the various projects in which Soroca District Council has the status of applicant or partner. The basic objective of ADDIE remains to be outside sources of funding, the development and implementation of priority projects eligible under government program. During 2011 Agency for Sustainable Development and European Integration has achieved the following performance indicators:  Joint project portfolio of cross-border partners for the first call for project proposals, the Joint Operational Program Romania-Ukraine-Moldova 2007-2013.  In the second call for project proposals the Joint Operational Program Romania-Ukraine-Moldova 2007- 2013, assistance was provided by the Soroca District Council Declarations Agreement and collaboration within 19 projects. Within 4 projects Soroca District Council was able to partner with Iaşi County Council (Romania), Botosani County Council (Romania) and Vinnitsa Regional Council (Ukraine).
  • 2. 2 The other 15 projects Soroca District Council were requested as a partner are the following:  Vinnytsia Regional Council (Ukraine - 2 projects)  Iampol Hall (Ukraine)  District Council Făleşti  Iaşi County Council (Romania  Botosani County Council (Romania)  EURONEST Intercommunity Development Association (Romania - 7 projects) - Association includes six counties in Romania)  Vasile Pîrvan Museum, Botosani (Romania)  B-Right Media Association, Botosani (Romania)  One project evaluation stage located at the border, sent to request clarification on the project financiers application for funding "Hotin Medieval Jewelry-Soroca-Suceava", were developed and sent various documents from both the applicant and the partners. It established a collaboration with Romanian and Ukrainian partners both at the project preparation stage and the stage of technical and financial evaluation  Border project under implementation, coordinated the implementation of the project "Efficient management and administrative efficiency" Priority 3. People to people, funded under the ENPI CBC Romania-Ukraine-Moldova 2007-2013 In the list of 62 approved projects, funding by the Joint Community Management (Romania) was recovered. The project was implemented in partnership with the Iaşi County Council and Business Consulting Institute. Overall objective: Improve the administrative capacity of local authorities Specific objectives: 1. The development of public services provided by the District Council Soroca 2. Enhance the efficient use of human resources within local government. The project implementation period was 12 months, March 31-2011 - March 30, 2012 The total project cost was 148,750 Euro EU contribution 133,785.75 Euro Contribution Soroca District Council (PL) - 13,964.25 Euro Contribution Business Consulting Institute (P1) - 1,000.00 Euro Iaşi County Council - no contribution Project launched transnational in Southeastern Europe, SAGITTARIUS, with an implementation period of three years, 2011-2014. District Council Soroca partnered with Aegean University of Athens, Greece. Agency for Sustainable Development and European Integration Soroca coordinated the preparation, submission and project implementation. The partnership was made up of 20 institutions from 8 countries (Greece, Italy, Romania, Bulgaria, Slovenia, Hungary, Croatia and Moldova), project leader of the Aegean University of Athens, Greece.
  • 3. 3 The vision of the project involved the mobilization of efforts for cultural heritage, promoting cultural activities in the area of South East Europe Transnational. The goal was to stimulate cultural potential use of socio-economic development by addressing marketing management or encouraging entrepreneurship by establishing standards and best practices for capitalizing on heritage. Project launched cross-border project "IT Cooperation Network of Euroregion Siret-Prut-Nistru." In this project ADDIE ensured collaboration between the Siret-Prut-Nistru and Soroca District Council who had a partner in this project. Association Euroregion Siret-Prut-Nistu, in partnership with Business Consulting Institute and 20 Moldovan districts and 3 counties in Romania launched the project "IT Cooperation Network of Euroregion Siret-Prut-Nistru", financed by the European Union. The specific objective is to establish an effective communication to develop joint programs in a unique virtual space, and capacity building of members Siret-Prut-Nistru to develop joint projects.  Regional project developed and submitted under the first call for projects, funded by the National Regional Development Fund (NRDF), the project "Rehabilitation of the road district Pîrliţa - Dumbrăveni -Vădeni - Floresta, in length of 13.3 km" This project was included in the list of priority projects of regional development in Single Program Document for 2010-2012. The total amount of the project: 77,507,115 lei Overall objective: To improve access of people, goods and services in Soroca and Floresti regional market in order to stimulate sustainable economic development through the provision of quality transport infrastructure that will make the connection to the national road network. Specific objectives:  Improve the technical condition of the local road infrastructure to the public road (L186) Pîrliţa- Dumbrăveni-Vădeni-Floreşti (13.3 km) in order to reduce costs and increase efficiency of freight and people, increasing road safety for the population in 13 localities in Soroca and 6 locations in Floreşti, L186 local public road users.  Removing the isolation and enhancing the economic attraction of rural areas in Soroca, ensuring connection to public roads R13, R18, Line 2 rail network Cotovsc Balti-Floreşti-or-Ukraine and airports. Mărculeşti Balti village and rural communities in Floreşti, ensuring connection and Line 2 R7 republican road connecting two districts of the neighboring state, Ukraine.  Improve access of people in rural areas transited by road Pîrliţa-Dumbrăveni district-Vădeni-Floreşti jobs, goods and services existing in the five urban centers (Soroca, Floresti, Drochia, Balti). During 2012 Agency for Sustainable Development and European Integration has achieved the following performance indicators:  One transnational project under implementation, project South - East Europe SAGITTARIUS. For proper implementation of the Project for South East Europe Transnational Cooperation - SAGITTARIUS Agency for Sustainable Development and European Integration Soroca maintained
  • 4. 4 relationships with Aegean. University of Athens, Greece, representing District Council Soroca as the partner role. ADDIE contributed to the implementation of activities under the action plan of the project.  Regional project under implementation, project "Rehabilitation of the road Pîrliţa -Dumbrăveni -Vădeni- Floreşti district in length of 13.3 km". According to general estimate of the project, the amount of work in the project is 74 935.80 Lei. For CR project implementation Soroca identified other sources of funding such as the Road Fund in Moldova.  Renovation of 2.5km road - sources Road Fund, amounting to 13,855 (the stretch of road from PC 227 + 252 + 46 till 46) by LLC "Nistru River"  In 2012, the Road Funds have been allocated to this project in the amount of 20,000 to 4.5 km Pîrliţa - Dumbraveni (for the next stretch of road, the PC 182 + 227 + 46 until 46) by LLC "Nistru River" National Regional Development Fund (NRDF), as decided by the National Council for Regional Development Coordination (NCCRD) of February 23, 2012, this project was approved in 2012 for 10,000, used to renovate the portion covered by to picket (166 + 182 + 46 up to 46) on a stretch of 1.6 km of road (Dumbrăveni - Vădeni). The works were performed by LLC "NOUCOST".  Border project successfully completed "Efficient management and administrative efficiency" Priority 3. People to people, funded under the ENPI CBC Romania-Ukraine-Moldova 2007-2013. Technical and financial reports were developed and presented to the financial donor. The results have been provided to financial donor for the last phase of the project. Project results:  Study of functional and organizational analysis of the approved Institutional Development Plan for 2011- 2015  Two services created within Soroca District Council (internal audit, human resources) and the ADDIE Soroca developed / extended  Furnishings created necessary services, equipment and computers  3 training courses organized for councilors and civil servants  4 training seminars in Iaşi Council for 15 people on human resources management, project development, internal audit  60 councilors and civil servants in the districts of Soroca, Drochia, Iaşi were trained (internal audit, human resources, fundraising)  Develop promotional materials - published and distributed  Share information about the activities and results achieved in the project  Assessments carried out by experts, launching and closing conference project Border project launched in May of 2012, signed the grant on the project "Medieval Jewelry Suceava-Hotin- Soroca", funded under the ENPI CBC Romania-Ukraine-Moldova 2007-2013, the project Soroca District Council along with partners in Romania and Ukraine aims to develop the tourism potential in the cross-border region Soroca-Suceava-Hotin. The total amount of the budget - 3,003,220.82 euros, of which:
  • 5. 5  Contribution of the European Union - 2,701,997.77 Euro  The total budget of the Lead Partner (District Council Soroca) - 2,134,859.52 Euro, of which the contribution of the Lead Partner is 149,260.07 Euro  The total budget of Partner 1 (City of Soroca) - 10,712.4 Euro, of which one partner is contributing 59,764.10 Euro  Budget of Partner 2 (Suceava) - 118,000 Euro, of which two partners' contribution is 18,019.33 Euro  The total budget of Partner 3 (State Reserve of History and Architecture - Hotin) - 739,648.9 Euro, of which three partners' contribution is 74,179.55 Euro In 2012 the project were capitalized funds worth 812,300 lei.  Border project completed, the project "IT Cooperation Network of Euroregion Siret-Prut-Nistru". The project:  A web portal was developed to strengthen the logistics infrastructure Siret-Prut-Dniester and developing capacities for preparation and implementation of cross-border projects  All districts have been equipped with specific technical and trained staff for maintaining the system  Border project successfully completed project "Efficient management and administrative efficiency" Priority People to people, funded under the ENPI CBC Romania-Ukraine-Moldova 2007-2013.   • 6. 6  Agreement between CRS, Floresti District Council, City Hall and scorched Vadeni  Agreement between CRS and Euroregion "Siret-Prut-Nistru"  Agreement between CRS and the Assembly of European Regions  Agreement between CRS and S. Colinchivţî district Hotin, Ukraine  Agreement between CRS and Northern Regional Development Agency During the years 2011- 2012 and other actions were taken in order to achieve the objectives of the ADDIE:  ADDIE launches organized by grants with potential funders such as the launch of the second call for proposals in the Joint Operational Program 2007-2013, scholarships and grants offered release by the International Visegrad Foundation with representatives of Soroca District Council and representatives of civil society in Soroca.  Assistance was provided on the development of two projects funded by the National Endowment such as the business center Bădiceni and creating conditions for water supply and sanitation of the villages in Parcani village, and Redi Ocolina-Ceresnovăţ  ADDIE has facilitated the opening of visas for CRS representatives and other community stakeholders to travel to Romanian territory for their participation in activities organized by partners from Romania  Distributed, upon request, NGO representatives from city and district information about the recent launch of grants, assistance and advice on drafting projects and completing forms and supporting documents as required by active programs of grants.  ADDIE facilitated the activities of the projects implemented by the District Council Soroca transnational impact, cross-border, regional and local level  For fiscal year 2011- 2012 funds have been allocated in the amount of 250,900 lei. Overspending on actual expenditures for the reporting period have not been fully accepted.  During 2012, implemented three major projects for the sum total of 124,660,445 lei During 2013, ADDIE has achieved the following performance indicators: Transnational project under implementation, project in Southeastern Europe SAGITTARIUS. During 2013 to assist in developing the project website: www.see-tcp-project-sagittarius.eu/index.php.si., Is shipped to request materials aimed sights of Soroca. Also visiting the project website can be accessed Soroca District Council website. The project SAGITARIUS were disseminated promotional materials: envelopes, pens, paper, canvas bags and leaflets. Border project under implementation, "Medieval Jewelry Suceava-Hotin-Soroca". During 2013 were realized the following project activities:  Public debate organized for the presentation of the project "Restoration of Soroca Fortress" associated with spatial planning and access routes was held on April 19, 2013. Attended by civil society representatives, heads of departments and directorates of Soroca District Council  Civil society involved in the development of marketing strategy in cross-border project "Medieval Jewelry: Hotin, Soroca, Suceava" which contains the list of priority projects. Priority issues were
  • 7. 7 identified through a participatory process of civil society and economic operators. Thus ADDIE has developed, distributed and analyzed questionnaires completed by businesses and citizens of the city and Soroca  Two visits to assess and monitor cross-border project under implementation on April 4, 2013 and December 4, 2013, organized by CBC Iaşi representatives  Five external experts in the Romania cities of Iaşi, Suceava and Barlad contracted for the scientific work and the sharing of best practices at the international conference organized within the project "Medieval Jewelry: Hotin-Soroca-Suceava" on February 15, 2013 in Soroca  Executed archaeological research on Soroca Fortress and adjacent area  Partially executed restoration of Fortress Soroca  Held press conferences on July 16, 2013 and November, 14 2013 - 40 people were in attendance - CRS representatives and members of civil society, partners and beneficiaries, local and national media. The press conferences were widely publicized within the project activities  Participation of Soroca President, Mr. Victor and his team members in project implementation Medieval Festival held in Suceava (Romania), August 15-17, 2013  Training session organized for travel agencies and local government representatives in the target region of Soroca (November 14-15, 2013). Session was attended by 40 people from local government, businesses, travel agents.  Procured equipment for the Center for Information and Promotion of Tourism which will be inaugurated in 2014 at Soroca Fortress  Promotional materials developed 5 banners, 100 leaflets, 200 computer files, 200 pens  5 press releases and 12 articles published in newspapers "Reality Plus" and "Northern Observatory". A number of opinions and articles have been published on the website about Soroca.  5 local television station interviews offered SOR-TV aired during "Week event" on project implementation  18 workgroup sessions and 18 processes respectively developed for the proper implementation of the project o Four technical meetings organized - February 14, 2013, May 6, 2013, September 6, 2013, December 16, 2013 o 3 meetings of the Steering Committee organized - February 15, 2013, July 16, 2013, December 18, 2013 o 11 work meetings - January 3, 2013, March 1, 2013, March 14, 2013, April 2, 2013, April 19, 2013, April 22, 2013, June 24, 2013, September 11, 2013, September 13, 2013, October 8, 2013, October 10 2013  Agency representatives attended the meeting with Prime Minister of Moldova, Iurie Leanca, on August 22, 2013. Presented Fortress Soroca border project implementation and prepared an exhibition to promote the project.  ADDIE organized travel for President of Soroca and Soroca District Council representatives for participation in the Medieval Art Festival "Stefan cel Mare" Suceava August 15-17, 2013 held in order to exchange experience in the field of cultural heritage and adopting the good practices across borders  On August 16, 2013 the representatives were organized by ADDIE for an official visit of President Soroca, Victor Sau and Suceava Mayor Ion Lungu, for the purpose of extending cooperation between Suceava and Soroca, subsequent signing of a Multilateral Agreement on Partnership and Collaboration
  • 8. 8 During the year 2013 under the cross-border project "Medieval Jewelry Suceava-Hotin-Soroca", funds used - 7,653,600 lei.  Regional project under implementation, project "Rehabilitation of the road district Pîrliţa - Floreşti - Vădeni- Dumbrăveni in length of 13.3 km", recovered 24,000 lei, sourced Road Fund until 2013.  In 2013, according to the technical project, constructed 4280 km (Vădeni - Floresta), recovered 24 million lei for the rehabilitation of this stretch of road. The project continued in 2014. During 2013, other actions were taken in order to achieve the objectives of the ADDIE:  Active participation in the consultative process ENI CBC Program Romania-Moldova 2014-2020 and Eastern Partnership Territorial Cooperation Program Moldova-Ukraine 2014-2016. With the launch of the Eastern Partnership Program for Territorial Cooperation 2014-2016 Moldova-Ukraine 2015 will present several concepts of ADDIE projects  Participation in public consultations vis-a-vis the ENPI CBC Program Romania - Moldova 2014-2020, completed questionnaires regarding the selection of project ideas  Conducting interviews for the selection of project ideas under ENI CBC Program Romania-Moldova 2014-2020  Conducting interviews on identifying potential partners and project ideas in the Eastern Partnership Program for Territorial Cooperation Moldova-Ukraine 2014-2016;  Organizing and ensuring the presence of representatives from local administrations and associations on information sessions on Territorial Cooperation Program (EaP 2014-2016) held 7/11/2013 in Soroca  With the release of ENPI CBC Program Romania - Moldova 2014-2020 and Eastern Partnership Territorial Cooperation Program Moldova-Ukraine 2014-2016 the following projects will be submitted: "Revitalizing crafts - part of the economic development of Soroca, Moldova - Botosani, Romania" o "Enhancing collaboration skills of local authorities and civil society, exchange of experience, identifying and promoting best practices Moldova, Soroca - Romania, Vaslui county, Botosani County" o "Diversification of tourism in the border area and Soroca Soroca-Vinnitsa" o "Warning and monitoring system on hail in the border area Moldova - Ukraine" o "Resource center training and consulting in social assistance" o "Integrated management of emergency situations" During November 19-21, 2013 in Soroca workers visited experts in Brussels on deployment mission ROM by the European Commission.  The visit provided organization assistance to target groups identified dialogues with experts in advance Mission ROM  ADDIE representatives participated in activities within the Euroregion "Nistru"  June 14, 2013 - Soroca, specialist from ADDIE attended the press conference along with representatives of the Euroregion "Nistru". A presentation was made about the work of Soroca District Council and ADDIE experiences in attracting funding
  • 9. 9  July 3, 2013 and October 15, 2013 - Soroca ADDIE specialist participated in study of delegations Euroregion "Nistru" at the invitation of the Euroregion "Nistru" organized for capacity building and developing Euro-regions  November 13, 2013 at Gribovka (Ukraine) - ADDIE specialist participated in the workshop on the implementation of the action plan - an interim evaluation organized by the Nistru Euroregion in cooperation with the EUBAM;  November 13, 2013 - specialist from Soroca ADDIE attended the Regional Conference on Territorial Cooperation Program Moldova-Ukraine ADDIE facilitated visas to 15 representatives of Soroca District Council and other community stakeholders in collaboration with the Association "Siret-Prut-Nistru" for the purpose of organizing travel in Romania and their participation in activities organized under the projects during implementation. A representative from ADDIE attended the training sessions "Project Manager" under the "Projects to promote traditional values" during 26-30.08.2013 in Iaşi (Romania). During 2013 ADDIE participated in some activities organized by the Northern Regional Development Agency:  Workshop #2 and #3 on solid waste management organized on April 19, 2013 and June 2, 2013 in the project "Modernization of Local Public Services", managed by the German International Cooperation Agency GIZ supported GOPA international consulting team  Training on monitoring and evaluation of development projects  Seminars in project management and monitoring and evaluation procedures - July 26, 2013  Project management training and procedures for monitoring and evaluation of the workshop - July 26, 2013  EU Regional Policy and its impact on regional development in Moldova - September 17, 2013  Regional Planning Workshop on Energy Efficiency sectors in public buildings and solid waste management - November 29, 2013  Following discussion at the workshops Regional Programs were developed in the areas of energy efficiency (EE) and solid waste management (MDS). Also, profiles were created for the Regional Program EE in public buildings and regional programs in MDS  ADDIE has ensured the presence of representatives from local government and public associations on participation in training organized by RDA North "project management and monitoring procedures and their evaluation" - July 26, 2013 In 2013 ADDIE has collaborated with the State Chancellery of the Republic of Moldova (JTS Chisinau) :  Participation in the workshop on the organization and running of the CBC program development funded under the European Neighborhood Instrument in 2014-2020, organized on September 13, 2013  Participation in public consultations vis-a-vis ENI CBC Program Romania - Moldova 2014-2020 where questionnaires were completed on the selection of project ideas  Several projects that took place in Chisinau on September 20, 2013- prepared and exposed stalls with information about the results of implemented and ongoing projects, disseminated information and promotional materials about the projects implemented by District Council Soroca, financed by the European Union, promoting the image of Soroca District Counsel  Participation in the International Forum "Funds for LPAs" - October 22, 2013
  • 10. 10  Representatives from the district attended the information session on Territorial Cooperation Program of the Eastern Partnership - November 7, 2013  Participated in the meeting with experts from Italy to discuss new project ideas.  Attended Regional Territorial Cooperation Program Moldova-Ukraine - November 13, 2013 ADDIE attended the meeting with experts from Italy and Lithuania where new ideas were discussed for joint projects: Soroca District Council has allocated to the Agency for Sustainable Development and European Integration funds in the amount of 247,700 lei for fiscal year 2013. Various projects during 2013 were made by ADDIE, several major activities which summed 316,658 lei. During 2014 the following activities based on the goals in regulation of activity of ADDIE:  Transnational project completed; Transnational project in South - Eastern Europe SAGITTARIUS with implementation period of three years: from 2011 to 2014 in which the District Council Soroca partnered with Aegean University of Athens, Greece. ADDIE coordinated the preparation, submission and project implementation. Project results:  Establishing a network of national and transnational cooperation with members of civil society and relevant stakeholders in the promotion of cultural heritage, tourism potential  Methodologies for specific tourism market activists to promote and support the development of tourism  Identification / implementation experience / best practices from project partner countries Border project under implementation, "Medieval Jewelry Suceava-Hotin-Soroca". During 2014 were realized the following project activities:  From April 23, 2011 - November 11, 2014 special visits to Soroca were organized for representatives from CBC Iaşi on monitoring border project under implementation and on July 16, 2014 a visit of representatives from the Joint Managing Authority (Bucharest) was organized on the evaluation of works of restoration of Fortress Soroca, associated landscaping and repair of access roads.  During 2014 several meetings were held with representatives from the Ministry of Culture of the Republic of Moldova (Ciocanu, Nesterova, Bazgu) to discuss certain aspects of the restoration of the medieval fortress - May 6, 2014, June 18, 2014, August 21, 2014, August 27, 2014, September 5, 2014  A press conference was held with the participation of civil society, local government representatives and representatives of NGOs. At this conference we presented the results after 24 months of implementation of the project and 40 people attended. It was held on November 7, 2014 in Soroca.  Coordinated the cooperation of District Council Soroca SC IAŞI CON SA in Romania, which carried out the restoration of the Fortress Soroca and design firm ABRAL ART PRODUCT SRL in Romania, which during 2014 participated in technical meetings, meetings clarification and implementation team members have drafted and drawings on Soroca Fortress restoration, and reparation for the space and access roads.  Developed audio-visual materials: advertising spot that will be carried on national television February- May 2015 and the website on the new tourist route Soroca-Suceava-Hotin. A press release was published and 9 articles in newspapers "Plus Reality," "Northern Observatory" and "Our Newspaper". A number of
  • 11. 11 opinions and articles have been published on the website about Soroca. Several local interviews were given - television station SOR-TV, national channels and PUBLICA.TV Moldova1  At the request of the Regional Office for CBC Iaşi documentary was filmed on the projects to be implemented under the Joint Operational Program Romania-Ukraine-Moldova 2007-2013 financed by the European Union. The press conference was attended by 40 people - Soroca District Council representatives and members of civil society, partners and beneficiaries, local and national media. Promotional materials were disseminated.  Developed audio-visual materials: advertising spot that will be carried on national television from February to May 2015 and the website on the new tourist route Soroca-Suceava-Hotin. The website has information and photos on tourist destinations, accommodation and catering services in Soroca, Suceava, Hotin.  Currently being developed: guides for visitors, tourist maps, wall calendars, pocket office and promotional materials that will guide tourists and visitors from our country and abroad while visiting the new tourist route Soroca-Suceava- Hotin.  Conducted partial restoration of Fortress Soroca; Under this during 2014 funds were capitalized, 24,066,200 lei. In total up to the moment (2011-2014) were capitalized 32,532,100 lei. The project will complete May 18, 2015. During 2014 other actions were taken in order to achieve the objectives of ADDIE:

These programs were completed and presented: a project idea in partnership with the Suceava (Romania) and the second project idea in partnership with the State Reserve of History and Architecture - Hotin (Ukraine)  February 13, 2014 - ADDIE Director attended the forum "Territorial Cooperation Program within the Eastern Partnership Moldova-Ukraine 2014-2016" in Balti, and also participated in the conference on July 4, 2014 - Launch programs referred to Tbilisi (Georgia)  October 31, 2014 - ADDIE representatives attended the International Conference on the Launch of Territorial Cooperation Program financed by the European Union and organized by the State Chancellery of the Republic of Moldova in Chisinau  February 21, 2014 at Soroca, specialist ADDIE participated in the training workshop "Capacity APL in writing externally financed projects", which was presented during Tourism Development Strategy 2020  March 20, 2014 - ADDIE representatives attended the conference "Opportunities for small grants APL"  October 13, 2014 - Leading specialist from ADDIE attended the presentation of the project "Development of the economic potential of the Euroregion Nistru" held in Soroca  February 27, 2014 - Specialist from ADDIE participated in the seminar organized within the project "concept of sustainability in integrated territorial development in border urban settlements" in Drochia  February 21, 2014 at Soroca, attended a regional seminar for accessing funds from projects  September 26, 2014 - Representatives from ADDIE participated in Cultural Heritage Day with the Soroca border project "Medieval Jewelry Suceava-Hotin-Soroca", exhibition border projects financed by the European Union and implemented by the District Council Soroca. The conference was organized by the State Chancellery of the Republic of Moldova in Chisinau - October 31, 2014  September 26, 2014 specialists ADDIE organized exhibition under the European Cooperation Days (Festival Mărului) in Soroca  Director ADDIE attended the Fair Days of Cooperation projects with Europe. The event was held in Iaşi on September 27, 2014 with a booth for information about the results of EU-funded cross-border projects already implemented and under implementation. Information and promotional materials were distributed about the projects implemented by the District Council Soroca, funded by the European Union, promoting the image of Soroca District Council.
