12. FLR Mechanism
Context
As GPFLR member FAO has carried out reflection on best possible
role FAO could play to help achieve GPFLR goals and objectives
GPFLR has had lots of success in raising awareness at global level –
Bonn Challenge, Aichi Targets, etc.
But limited progress on the ground and huge need to scale-up
Mandate from FAO’s governing body (COFO) for Forestry Dept to
identify best role for FAO in GPFLR, and increase support to field
programme - result is FLR Mechanism
Official launch of FLR Mechanism - June 2014 at COFO
14. FLR Mechanism
Operations/Approach at country level
Facilitating a multi-stakeholder process to define the needs,
challenges and opportunities for FLR at country level
Leading to establishment of a national FLR Action Plan
FLR Planning Phase
(Resource mobilization & identification of clear roles of all actors)
FLR Implementation Phase
(Mosaic of activities & combined effort)
Monitoring and evaluating (M&E)

17. FLR Mechanism – country level support
The way forward
Determine country interest for FLR Mechanism support
Determine feasibility, potential partners, existing projects/programmes
in each country to build on
Develop PIFs/project proposals for funding under GEF6
Provide start-up funding through FAO-TCP projects and/or FLR
Mechanism where possible
Launch country programmes starting in late 2014 and throughout 2015.
Target: up to 20 countries globally
18. Next Steps
Official Launch of FLR Mechanism at COFO in June 2014
Partnering with UNCCD/LAS for UAE Workshop in June 2014
Partnering with CBD for Aichi Target Workshops in 2014
Initiate planning process in selected countries
Resource mobilization (GEF, TCP, bilateral donors)
High level event on FLR at CBD COP 12 in October 2014 (RoK)
Next Steps
The Global Partnership on Forest and Landscape Restoration (GPFLR)
- more than 25 different organizations including FAO, IUCN, World Bank, Wageningen UR, WRI, Tropenbos International, IUFRO, CIFOR, International Model Forest Network, etc.
LPFN not a GPFLR member, but also a big player on landscape scene – there is a need for closer collaboration
Bonn Challenge (2011) : 150 million hectares of degraded land to be restored by 2020
CBD Aichi Target 15: By 2020, Restoration of at least 15% of degraded ecosystems by 2020
Aichi Target workshops supported by FAO so far: Jordan (Near East/ North Africa); Brazil (South America); Belize (Caribbean); Indonesia (Southeast Asia); Zambia (E. and S. Africa); Germany (Europe).
Planned: Rep. of Korea (July, South Asia/East Asia); Costa Rica (Central America); West and Central Africa
