2. North Carolina Principal Fellows/TP3 Program
The North Carolina Principal Fellows Program (NCPFP) and Transforming Principal
Preparation Program (TP3) will completely merge as of June 30, 2021. As such, students
will no longer apply for the scholarship stipend from the NCPFP. Instead, students will
apply to a university that is participating in the newly funded grant program for principal
preparation. Currently, the following universities are participating in this fully-funded
principal preparation model:
â East Carolina University
â High Point University
â North Carolina Central University (through Central Carolina
Regional Education Service Alliance)
â North Carolina State University
â The University of North Carolina at Charlotte
â The University of North Carolina at Greensboro
â The University of North Carolina at Pembroke (through Sandhills
Regional Education Consortium)
â Western Carolina University
3. North Carolina Principal Fellows/TP3 Program
The merger leverages key elements of each program:
â Consolidated program funding for a total 7 million dollars, currently producing approximately 39% (100 admin)
of demand (2018-2019 attrition rate of 256/yr).
â Transforms the NCPFP mechanism from an individual student scholarship/loan to competitive grant funds to
incentivize program quality, applying best practices from TP3.
â Allocates grant funding to 8 institutions as legislated to support a competitive, cohort-based model, which is a
proven best practice as used in TP3.
â Utilizes the governance of the NCPFP in the form of a 15-member Commission and a full-time professional
staïŹ.
â Designed for continuous improvement by sharing best practices across the grant programs so they can evolve
quickly.
â Continues the NCPFP service obligation for four years in the state, or pay back portion of the costs. The loan
will be forgiven in half the time when serving in a high need school.

Optimize recruiting and selection of the most qualiïŹed
participants in high-needs districts by using TP3 funds
to cover the full cost...
NC Principal Fellows/TP3 Update:
Recent Commission Decision
â State MSA Funds - Hold Harmless Salary (SB 113)
â TP3 Grant Funds - Intern Teacher Supplement
â LEA Funds - Health BeneïŹts
Note: District supplement comparison revealed that
113/117 of LEAs had lower supplement than $6,625
health beneïŹt. Potential proposal to the Commission to
consider allowing LEAs to pay supplement and TP3
funds to pay for health beneïŹts.
12. NCASLD Recommendation:
Continue redesigning MSA programs to incorporate
more of the current TP3 program enhancement
experiences into tuition-based courses.
NC Principal Fellows/TP3 Update:
â Work with third-party researchers to identify âhigh yieldâ
best practices which will be shared among NCPFP
programs in real time for continuous improvement, and
be shared publicly so all IHEs can beneïŹt from our
learning.
13. NCASLD Recommendation:
Optimize the number of principal candidates served to
ensure a more consistent ROI by establishing a
graduated cap or percentage of funds going to
personnel and/or institutional costs.
NC Principal Fellows/TP3 Update & Recommendation:
â Continue to prioritize administrator quality measured by
the performance of administrators and surveys of
Superintendents who employ graduates. In other words,
ROI determined by outcomes over inputs.
14. NCASLD Recommendation:
Consider replacing the language â...identiïŹed under
Part A of Title IâŠâ with a set ïŹgure for percentage of low
income students enrolled at the district and school.
NC Principal Fellows/TP3 Recommendation:
â Consider creating a North Carolina-speciïŹc formula that
identiïŹes the LEAs and/or schools in need of
transformative leadership by incorporating a variety of
criteria (not exhaustive list):
â At-Risk Population
â Disadvantaged Youth Population
â School and/or District Low Performance
â High-Needs per Poverty Population
15. NCASLD Recommendation:
Expand the number of TP3 grant awards beyond the
eight currently allowed ... seek new funding for this
purpose and/or opportunities for redistributing current
funds.
NC Principal Fellows/TP3 Update & Recommendation:
â The current number of grants provides adequate
statewide coverage and can expand to meet state
needs within those programs.
â The limit to eight institutions is consistent with ensuring
it is a competitive program that prioritizes a cohort
learning model.
â Expand the production of the existing institutions to
meet much of the stateâs needs. This would require
additional funds of $5-7M/year.
