3. Vision
ď‚›"No Filipino Youth Left Behind." or "Walang
Kabataang Maiiwan," Abot Alam is a 3-year
national strategy to organize efforts in
integrating programs for out-of school
youth (OSYs), with the vision of providing
them opportunities for education, training,
entrepreneurship, possible career and
employment from 2014-2016 ultimately
helping them to become productive and
creative citizens;
4. Objectives
ď‚›1) Map out, profile and enlist the
OSYs in every barangay;
ď‚›(2) Map out government and
CSO/NGO programs for OSYs;
ď‚›(3) Match OSYs with the relevant
programs and institutions; and
ď‚›(4) Track the progress of the
participating OSYs or learners;
5. Abot-Alam is a two-phased program
REGISTRATION or the Barangay Targeting System – come
up with a comprehensive database of OSYs nationwide
through a unified targeting registration and profiling system
at the barangay level;
REINTEGRATION or the Community Reintegration
Program – as the second phase will reintegrate the OSYs to
their respective communities through programs and
services by the DepEd (ALS, E-skwela, etc), TESDA, private
partners and other partner agencies. Programs of
intervention include DepEd BALS offerings, LGU programs
for OSYs, TESDA training, college scholarships and NGOs’
programs for OSYs;

7. Definition of Terms
 Abot – Alam Enlisted Learners – are individuals 15 to 30
years old.
 Accreditation and equivalency (A&E) Program – is a
nonformal education certification program for out-of-school
children, youth and adult that recognizes prior
learning.
 Alternative Delivery Modes (ADM) – refers to the non-traditional
education program which applies a flexible
learning philosophy and a curricular delivery program.
 Alternative Learning System (ALS) – is a parallel
learning system to provide a viable alternative to the
existing formal education instruction.
 Basic Literacy Program (BLP) – is a community-based
program for non-literate out-of-school children, youth,
and adults to acquire basic reading, writing and numeracy
skills.
8.  Community Learning Center (CLC) – is calso called
“Punlaan ng Karunungan” which is similar to a school.
 Informal Education (Infed) Program – is a informal
education program of ALS for the out-of-school children,
youth, and adults that offers skills/ livelihood training or
short interest-based courses.
 Multi-sectoral Local Alliance – refers to consortium
composed of government and non-government
agencies/organizations and other stakeholders that
expressed commitment to achieve the goals of the
Program.
 Out-of-School Youth (OSY) – refers to out-of-school
individuals who have not completed basic/higher education
or who are unemployed.

12. The Expanded Tertiary Education
Equivalency and Accreditation Program
(ETEEAP)
ď‚› is an assessment and accreditation program in
which prior work experience and other non-traditional
means of education are awarded
corresponding academic credits. Run by
the Commission on Higher Education, in
partnership with colleges and universities all
across the country, the academic credits
awarded through the program can be used to
work towards a corresponding degree in the
applicant's preferred field.
13. Objectives
The ETEEAP aims to achieve the following objectives to ensure the
fulfillment of the intent and substance of Executive Order No. 330
General:
To develop fully the system of equivalency and accreditation in
higher education as a bridging mechanism for the flexible entry and
exchange among the formal, non-formal and informal systems.
Specific:
a. To establish a mechanism for assessment and accreditation of
prior formal, non-formal and informal learning of individuals toward the
granting of certificates and awards in higher education; and
b. To establish guidelines for the award of undergraduate academic
degrees to deserving individuals.

EXECUTIVE ORDER 330
ADOPTING THE EXPANDED TERTIARY EDUCATION
EQUIVALENCY AND ACCREDITATION PROGRAM AS AN
INTEGRAL PART OF THE EDUCATIONAL SYSTEM AND
DESIGNATING THE COMMISSION ON HIGHER EDUCATION
AS THE AUTHORITY RESPONSIBLE FOR ITS IMPLEMENTATION
ď‚› WHEREAS, Section 1, Article XIV of the 1987 Constitution provides that the State shall
protect and promote the right of all citizens to quality education at all levels and shall take
appropriate steps to make such education accessible to all;
ď‚› WHEREAS, Section 2, Article XIV of the 1987 Constitution provides that the State shall
establish, maintain, and support a complete, adequate and integrated system of education
relevant to the needs of the people and society and, that the State shall encourage non-formal,
informal and indigenous learning systems, as well as self-learning, independent, and
out-of-school study programs particularly those that respond to community needs;
ď‚› WHEREAS, the merging medium-term and long-term Philippine Development Plans have
both envisioned the expansion and strengthening of the system of academic equivalency and
validation of the knowledge and expertise derived by individuals from relevant work
experiences and high-level, non-formal training in order to harness their full potentials;
ď‚› WHEREAS, there is a need to provide individuals with proven competence, access to
opportunities that will prepare them for higher value jobs required for achieving global
competitiveness, advancing strategic concerns of the State and promoting sustainable
development; and
ď‚› WHEREAS, it is recognized that education and the acquisition of higher expertise are
processes that also take place in the world of work and beyond the confines of the classroom
as exemplified by the Philippine Educational Placement Test (PEPT) of the Accreditation and
Equivalency Program, the distance education programs of pioneering higher education
institutions (HEIs), and the Dual Training System institutionalized through Republic Act
7686.
15. ď‚› NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the power
vested in me by law, do hereby order
SECTION 1. The Commission on Higher Education (CHED) to expand and strengthen the tertiary
education equivalency and accreditation program to benefit deserving individuals.
SECTION 2. The CHED shall discharge the following additional powers and functions in relation to
the Expanded Tertiary Education Equivalency and Accreditation Program:
ď‚› certify after thorough evaluation, the pertinent work experiences and knowledge of expertise
acquired by individuals from high-level, non-formal and informal training toward the awarding of
an appropriate academic degree;
ď‚› determine the deficiencies of an applicant/awardee that would need remedial studies or academic
supplementation through formal course work in order to satisfy pertinent requirements of a
degree applied for;
ď‚› develop, on a continuing basis and with the assistance of technical panels and other competent
authorities, standards, creative methodologies and criteria for a diversified mode of assessing
skills, values, knowledge and levels of competence which should include, but not limited to,
instruments such as written examinations, practical work and/or laboratory demonstrations and
qualification portfolio assessments;
ď‚› deputize and/or accredit agencies, organizations and higher education institutions which will
conduct equivalency assessments, develop assessment instruments, provide academic
supplementation and/or award degrees within their area of competence or specialization;
ď‚› safeguard the continuing integrity and quality measures of the Expanded Tertiary Education
Equivalency and Accreditation Program by linking and cooperating with appropriate development
and regulatory agencies and institutions;
ď‚› update the Social Development Committee of the National Economic and Development Authority
(NEDA) Board on the implementation of the program for policy coordination and monitoring
purposes; and
ď‚› set standard fees and other administrative charges for accreditation that will contribute to and
be part of the Special Account of the Expanded Tertiary Education Equivalency and
Accreditation Program under the Higher Education Development Fund
16. Definition of Terms
Accreditation – is the process of
identifying,assessing,validating and recognizing learning
obtained by the individual formal, non-formal and informal
training
Assessment – is the process of collecting evidence and making
judgements
Assessment criteria – are descriptions of what the indivduals is
expected to do in order to demonstrate that learning has been
achieved
Center of Excellence/ Center of Development – is an HEI that
has attaine a certain level of quality in particular program as
measured by CHED
Credit unit – is the quantified means of expressing equivalence
of learning
Deputized higher education institution – is an HEI authorized
by the CHED to implement the ETEEAP.
Equivalency – is the process of determining and
assigningquantified amount of correspondinf undergraduate-level
equivalent credit that can be given to the demonstrated
learning obtained by individuals after assessment.
