Seeing citizens and civil society groups as competitors, governments from the North and South asserted that private actors, commercial and non-profit, are essential partners in solving complex social problems. And this requires a new social contract, a shift from eGov to WeGov.
2) Government data are used and discussed and a feedback loop is created, rather than this being a mere data dump. 3) Integration with social media is a must, because it allows governments to reach vast networks of people at once and defray costs.
