The physician in the ICU, ER, and pulmonary medicine department have demanded a meeting about the shortage of respiratory therapists. As the new hospital administrator, the assistant will need to collect several types of information before meeting with the physicians. This includes data on current respiratory therapist staffing levels, budgets to add more staff, job duties of respiratory therapists, and reasons to support adding more therapists like increasing quality of care, patient and physician satisfaction, and reducing staff turnover. The administrator will discuss this information with the board of directors and work to address the shortage by hiring more respiratory therapists.

Hospital administrators or CEOs are responsible for all hospital operations. It is the top
position one can acquire in a medical setting, and thus, years of work experience and
education are required. While salaries are high, administrators put in long hours and have
heavy responsibility. Administrators may often be called at off hours to handle emergencies
relating to the hospital.

human resource management
Human Resource Management (HRM) is the function within an organization that focuses
on the recruitment of, management of, and providing direction for the people who work in
an organization.
The HRM department members provide the knowledge, necessary tools, training,
administrative services, coaching, legal and management advice, and talent management
oversight that the rest of the organization needs for successful operation.
HRM functions are also performed by linemanagers who are directly responsible for the
engagement, contribution, and productivity of their reporting staff members. In a fully
integrated talent management system, the managers play a significant role in and take
ownership responsibility for the recruitment process.
They are also responsible for the ongoing development of and retention of superior
employees.
Organizations also perform HRM functions and tasks by outsourcing various components
to outside suppliers and vendors. The tasks that are most frequently outsourced are those
that take HR time and energy away from the HR activities that provide the most strategic
value to the company.
4. 4
This outsourcing most frequently involves payroll functions, but vendors and external
consultants can help an organization with HRM in many ways. Specifically, many HR
departments outsource background checking, benefits administration, training such as
sexual harassment training, temporary staffing, and the production of employee
handbooks, policy manuals, and affirmative action plans.
HRM's Changing Focus
HRM is the organizational function that deals with or provides leadership and advice for
dealing with all issues related to the people in an organization. HRM, as such, deals with
compensation, hiring, performance management, organization development, safety,
wellness, benefits, employee motivation, communication, administration, and training.
HRM is also a strategic and comprehensive approach to managing people and the
workplace culture and environment. Effective HRM enables employees to contribute
effectively and productively to the overall company direction and the accomplishment of
the organization's goals and objectives.
HRM is moving away from traditional personnel, administration, and transactional roles,
which are increasingly outsourced. The HRM function is now expected to add value to the
strategic utilization of employees and to ensure that employee programs recommended and
implemented impact the business in positive measurable ways.
Gone are the days when HR staff received direction from the executive team as to their
priorities and needs. HR is now expected to sit at the executive table and recommend
5. 5
processes, approaches, and business solutions that improve the ability of the organization's
people to effectively contribute.
The new role of HRM involves strategic direction and HRM metrics and measurements to
demonstrate their value. Employees who work in HRM must demonstrate their value by
keeping their employer and company safe from lawsuits and the resulting workplace chaos.
They must perform a balancing act to serve all of an organization's stakeholders:
customers, executives, owners, managers, employees, and stockholders.
It is difficult to underestimate the importance of an effective, modern HRM function within
an organization. An employee who retired from HRM twenty years ago would not
recognize the competence and capability of the best HRM organizations today. You can
choose to move your HRM function out of the dark days and into the light. Organizations
that do - are best served.
ER (emergency room): usually treat emergency condition patients which require
immediate attention like status asthamaticus, burn injury, road traffic accident,
poisoning,
Cardiac arrest Heart attack, trauma and COPD etc. Cardiac arrest may occur in the
emergency department or a patient may be transported by ambulance to the emergency
department already in this state. Treatment is basic life support and advanced life
support as taught in advanced life support and advanced life support courses. This is an
immediately life-threatening condition which requires immediate action. So in order to
provide better health care facilities ambulance should also be fully equipped with the
addition of best life saving therapist.
ICU (Intensive care unit): patients which require close monitoring are kept in ICU.
6. 6
Pulmonologists are specially trained in pulmonary diseases and conditions of the chest,
particularly asthma, pneumonia, COPD, cystic fibrosis and lung cancer and complicated
chest infections. They work in ICU,ER and pulmonary medicine department. They are
experienced staff which can deal with the immediate conditions of respiratory system.
Quality management in the health care field ensures that patients receive an excellent
quality of care .It is very important for administrator to maintain quality of healthcare.
It is a function that health care organizations (such as medical clinics and hospitals) are
responsible for performing to show their due diligence to taking optimal care of their
patients. By employing quality management applications to a health care business,
doctors and administrators can benefit from identifying ways to improve internal
processes that will ream more "quality" outcomes for their patients .

Opportunities for Improving Health Care Quality:We’ve made a lot of progress to support
better quality care in recent year. The National Quality Forum (NQF) has taken important
steps including assisting with the prioritization of measures for development and
implementation, and especially in “endorsing” quality measures to promote the consistent
use of meaningful, well-understood measures. Today, there are numerous and diverse quality
improvement initiatives underway at all levels of the health care system – federal, state,
regional, local, and within health care organizations – that are putting quality measures to
use. Quality improvement initiatives within and across health care organizations are core to
these efforts. They require measurement in order to identify opportunities for improvement,
often through “registries” that enable providers to assess and track how their patients are
doing in terms of key aspects of care and potential complications in order to identify areas
for improvement. Quality measures are also being used for payment reforms, which can
enable health care providers to get more resources to take steps like setting up registries and
implementing other changes in care delivery to improve care and avoid unnecessary costs.
Private payers, employers, Medicare, and Medicaid are all undertaking a range of payment
reforms to provide better support for such activities, generally in conjunction with using
quality measures
Policy Reforms to Support Better Quality and Lower Costs
we could achieve health care that was financially sustainable was to reform our health care
8. 8
financing and regulatory policies to do much more to support better-quality care and lower
costs at the person level. It describes a specific series of steps building on current initiatives
to improve the way care is delivered in eachpart of our health care system, the employer and
individual insurance markets, as well as antitrust enforcement and other regulatory reforms.
Focusing on person-level quality of care as the fundamental strategy for addressing health
care cost growth is in some ways new, but it builds on promising ideas and trends throughout
our health care system. Our group is by no means the only ones who have reached this
conclusion. A broad variety of recent reports, from the Simpson-Bowles Commission, the
Bipartisan Policy Center, and others, all agree that the most important thing that
policymakers can do now to improve health care quality is to make feasible changes in health
care payments and benefits so that they can better support patient-centered care. Improving
quality in health care is difficult, it must be done carefully to avoid unintended consequences,
and the quality and cost problems won’t be solved overnight. But so long as providers are
generally paid more for more services rather than better quality, and so long as patients get
more benefits and more financial support when they use more services rather than take steps
toward better health and using care more effectively, our policies are not providing the
needed support and momentum for solving these problems.

hospital for negligence .
