4. Conditions under which reforms have to take place
•New Government with new pro-European coalition in the Parliament (new young faces);
• Minimum energy resources (lack of gas and coal);
•Interest, but not readiness of investors to come to Ukraine (raising transparency, tariff reform, Third energy package implementation);
•War with Russia

5. Roadmap exist, time for implementation
• Obligations in the framework of Energy Community;
• Association Agreement and Plan of its implementation;
• Coalition agreement.

6. As a “transit partner”, Ukraine changed
•Raising of transparency (gas storages and gas transportation);
•Reforms needed to buy Russian gas on Eastern borders;
•Gas Transport System modernization as a priority for the Government;
•Will to change Ukraine-Russia contract in accordance to the EU rules.

7. As a “Common market member”, Ukraine on a way to changes
•Reforms of energy markets (Third energy package implementation);
• Reduction in gas consumption by switching to other fuels;
•Energy efficiency projects;
•Enhancing transparency of energy sector to reduce corruption (metering systems & money flows);

8. Why integration matters?
•Investments in gas production;
•Investments in energy efficiency projects;
•System of gas storages;
•Investments in renewables;
•Access to new gas sources.
