- Head of Finance Corporate Services LDA managed a team of 14 people whilst the agency was being wound up and
the staff made redundant.
- Head of Finance Defra Estates during the transition of the function from London to York, the London based staff
were permanent staff/contractors who became surplus to requirements.
- Finance Director DGIA whilst 25% of the Agency’s functions and some staff were transferred to the DPA and other
staff lost there jobs.

Oversaw a team of 45 people, and was responsible for the following:
a) Preparation of the Highways Agency final set of financial statements prior to the transfer of
assets to Highways England Company Ltd.
b) Oversaw all financial accounting, financial management and tax related issues involved in the
setting up of this new government owned company.
c) Oversaw the preparation of Highways England shadow and first two quarters of financial
statements prepared on an IFRS basis, including a review of all associated accounting
policies and identifying all related issues.
d) Oversaw the preparation of reconciliation of the company’s IFRS financial statements to the
FReM. The company’s outturn and DfT’s consolidation pack are required on a FReM basis.
e) Oversaw the day to day financial management (including cash management and payables &

• Identified requirements and set up procedures to ensure required accounting information is
captured for the preparation of a new government owned company’s first set of financial
statements (IFRS basis) and for monthly reporting to DECC. Including providing technical
accounting advice in relation to circa £26bn of derivatives contracts the company was in the
process of entering into.
• Identified reconciling issues between the Company’s financial statements prepared on an IFRS
basis and outturn which is measured on a FReM basis. Introduced procedures to ensure required
information was captured to complete this reconciliation.

• Under HMT’s Clear Line of Sight implementation, BIS were required to consolidate into their
Annual Financial Statements an additional 40 Government Bodies for the first time.
• Prepared the narrative for the Notes to the Accounts for the Consolidated BIS Financial
Statements to reflect the additional 40 Government Bodies. This entailed reviewing over 40 Other
Bodies Year End, Interim and Prior Year Accounts and distilling this down to capture the material
information at a consolidated level.

• Oversaw the preparation of the Annual Resource Accounts on an IFRS basis. This included a

the prior year.

Including providing technical accounting advice in relation to circa £26bn of derivatives contracts the company was in the process of entering into. • Identified reconciling issues between the Company’s financial statements prepared on an IFRS basis and outturn which is measured on a FReM basis. Introduced procedures to ensure required information was captured to complete this reconciliation. DECC Programme Finance Manager December 2013 - Present • Overseeing the finance function for the largest change programme currently being undertaken across Government. Contingent LabourONE Lot 1 Department for Business Innovation and Skills (BIS) February - June 2012 • Under HMT’s Clear Line of Sight implementation, BIS were required to consolidate into their Annual Financial Statements an additional 40 Government Bodies for the first time. • Prepared the narrative for the Notes to the Accounts for the Consolidated BIS Financial Statements to reflect the additional 40 Government Bodies. This entailed reviewing over 40 Other Bodies Year End, Interim and Prior Year Accounts and distilling this down to capture the material information at a consolidated level. Travelling overland from London to Australia September 2011 - January 2012 Electoral Commission Head of Finance and Procurement April - September 2011 • Oversaw the preparation of the Annual Resource Accounts on an IFRS basis. This included a review of all supporting schedules/reconciliations, preparation of the more detailed supporting statements and regular meetings with NAO and other key stakeholders to ensure that high quality unqualified accounts were delivered on a timely basis.
