In the 1.5 years I worked with David as an external life science review board member for GOED's TCIP
program, he was very approachable, knowledgeable, and goal oriented. He iteratively restructured the grant
review process with meaningful input from review board members, and built a much more efficient, cloud-
based system benefiting reviewers and applicants in kind. Lastly, he was a rigorous and fair moderator in

deep. I've seen him view problems both from a macro/geographic/industrial cluster standpoint as well as with
