Department of Corrections (DOC) is currently seeking qualified applicants to fill an Administrative Specialist I (Assistant Division Chief) position, grade G-29, in the Support Services Division.
This is a professional management level position requiring knowledge of Capital Improvement Project (CIP) planning and facility operations management. This position supports the Division's Administrator and requires daily management and supervision of Support Services operation. The incumbent is responsible for oversight of construction management and facility maintenance, capital budget planning and preparation, writing specifications for bid proposals and contract monitoring, financial management of grants. Work is performed under general supervision and performance is evaluated in terms of its overall contribution to managerial improvement and organizational efficiency.
This position is designated "Essential" and the incumbent must be willing to participate as an essential employee during emergency situations in the event of a natural, or manmade disaster; special activities/events. Essential employees are expected to report or remain at work when other County employees are granted Administrative Leave.

Examples of Work
· Assists the Division Chief in managing the daily operations of the Division, to include planning, organizing and coordinating all activities of the Division;
· Supervises Section Chiefs;
· Serves as a departmental liaison on construction projects;
· Approves all County Capital Improvement Budgets and the Maryland State Capital Project Grant program requisitions;
· Researches various budgetary requests from other divisions;
· Ensures applicable facility inspections and the compliance of the documentation for audit purposes; and
· Oversees contract administration to ensure the timeliness of bid proposals, contract monitoring, and vendor compliance.

summarize, and analyze a variety of subject materiel for use by
the Senior Executive Service (SES) Chief and the Deputy
Chiefs. Read incoming mail for information to ascertain any
action required. Maintain record of pending actions and follows
up to keep abreast of status and ensure timely accomplishment.
Maintains SES calendar to track the actions, including
procurement deadlines and/or anticipated delivery, operational
support travel, employee training, employee leave, project or
document due dates/ taskers deadlines. Tracks the status of any
due-outs issued by the SES, receiving updates from the tasked
individual(s), and keeps the SES apprised of their status. As
directed, schedules intra-office meetings within my division,
between individuals, organizational subcomponents, or for the
entire office to facilitate collaboration, discussion, and planning
for programs. As required, arranges facilities for these meetings
or facilitates electronic mediums for meetings (e.g., Adobe
Connect).
Office Organization & Administration- Answers procedural or
administrative questions. Ensure telephones are answered
during specified office hours and coordinate back-up support as
needed. Incoming/outgoing correspondence is tracked and
routed in a timely manner. Proofreading correspondence and
compiling review in fully assembled form by making
corrections using grammar and spelling as needed. Assist in
tracking, coordinating, and preparing/submitting responses to
action items in the Corps Engineers Financial Management
System (CEFMS). Maintain front office, mailboxes, and
conference room set-up/clean-up. Prepare presentation packages
as needed. Manage dial-in conference lines for meetings. Served
as a back-up person for preparing a biweekly Time and
Attendance (T&A) report for each employee. Correcting T&A
reports to amend incorrect information on previously
transmitted T&A, when necessary. Preparing leave audits for
4. submission to T&A system and maintaining hard copy T&A
with approving signatures and supporting documents.
Meeting/Conference Planning-Organize meetings in Outlook
ensuring that all pertinent parties are available. Ensure
conference rooms’ set-up is compatible with meeting
requirements. Monitor SES meetings and conferences are
running on schedule. Badge Requests (U.S. Citizens and
Foreign Nationals). Create and submit temporary badge requests
as needed. Escort visitors when required.
Travel-Domestic and International-Create travel authorizations
and expense reports for travelers. Travel arrangements are
realistic, meeting traveler's expectations in terms of timeliness
and accommodation to the greatest extent possible, and
confirmation is provided to the traveler prior to travel. Travel
authorizations and expense reports are completed in accordance
with regulations, policy, and automated procedures. Attend
travel-related meetings as necessary to maintain expertise on
using travel preparation process through CEFMS & Carson-
SaTo Travel agency service.
Information Technology (IT) Support-Maintains proficiency in
operating office equipment (to include computers, scanners,
faxes, printers, copiers, and other audiovisual equipment) and is
proficient with standard office software (Microsoft Office Suite,
Adobe Acrobat, Microsoft SharePoint). Submits IT Service
Center requests on behalf of the staff as required and tracks the
status of the trouble ticket until resolved. As necessary,
conducts follow up with the IT Service Center to ensure the
ticket is being appropriately action. As directed, compiles,
arranges, and maintains data programs, emails from post, etc.,
and centralizes the data in a digital repository using Microsoft
Excel, Microsoft Access, or Microsoft SharePoint. Compiles
and maintains numerous email distribution lists in Outlook for
various programs and projects, adding new users, removing
5. outdated contacts, and distributing large volumes of email to
customers as directed by Senior Managers. Responsible for
digitizing hard copy materials and managing an electronic
archive of outdated materials on the HS network drive.
