• A Business Transfer Degree 
– Competency based 
– Completely online 
– Openly licensed (CC BY) 
– Six-month term with multiple start dates 
– Full time equivalent tuition ($2667 plus fees) 
– Students work at their own pace, completing as 
many credits as they are able during each term

Curriculum Development 
• System faculty will specify the 
competencies for each course, with 
process facilitation from Lumen 
Learning 
• The competencies will match the 
expected content of the existing transfer 
course, and the course will appear on 
the student’s transcript as the regular 
five-credit course
Final Assessments 
• Include all competencies identified for 
the course 
• Are project or performance-based 
• Administered when student is ready 
• Student grades = A (4.0) or B (3.0) 
• Other grades per college policies 
(Incomplete, Failure, etc.)
Student Completion 
• Students will have a competency 
dashboard for each course that shows 
the required competencies and the 
student’s progress toward each one 
• The teaching faculty and completion 
coaches will work together to assist 
students to keep them on track to 
completion

CBE Messaging 
• What is competency-based 
education? 
– Competency based education means you learn at 
your own pace. If you’ve already mastered a 
subject, you can test out and get credit for the 
class. If you need to spend more time on 
something else, you can do that, too. It’s not about 
spending time in class – it’s about learning and 
understanding what you need to know.
CBE Messaging 
• Will my diploma look any different 
than if I had taken traditional 
classes? 
– No. Your diploma and transcript will look 
just like the ones students in traditional 
classes get. This college already offers the 
business transfer degree, so four-year 
universities will accept this degree just like 
any other transfer degree.

  • 2. Competency-Based Program • Students must demonstrate mastery of explicit competencies to receive credit • Students receive constant support based on their individual learning needs • Learning, not time, is the determining factor (Adapted from Christensen Institute)

The Goal • A Business Transfer Degree – Competency based – Completely online – Openly licensed (CC BY) – Six-month term with multiple start dates – Full time equivalent tuition ($2667 plus fees) – Students work at their own pace, completing as many credits as they are able during each term – Available January 2015
  • 4. Pilot Colleges • Columbia Basin—lead • Bellevue • Centralia • Everett • Green River • Olympic • Pierce Colleges (2) • Tacoma

  • 6. The Elements • Students with some college or work experience • “Intrusive” advisors at each college • Completion coaches – Hired by Columbia Basin for the pilot consortium • Disciplinary faculty who teach and assess – Hired by Columbia Basin for the pilot consortium
  • 7. 18 Courses • System work group chose high-enrollment courses that meet the distribution requirements • Courses will be transcribed as regular credits and use open content • Curriculum and competencies will be mapped by system faculty

  • 9. Lumen Learning • Leaders in open educational resources and in CBE • Helping to build openly licensed courses and adaptive assessments • Student cost for course materials = $0 For adaptive assessments = $40 per student per term • http://lumenlearning.com

Curriculum Development • System faculty will specify the competencies for each course, with process facilitation from Lumen Learning • The competencies will match the expected content of the existing transfer course, and the course will appear on the student’s transcript as the regular five-credit course
  • 11. Final Assessments • Include all competencies identified for the course • Are project or performance-based • Administered when student is ready • Student grades = A (4.0) or B (3.0) • Other grades per college policies (Incomplete, Failure, etc.)
  • 12. Student Completion • Students will have a competency dashboard for each course that shows the required competencies and the student’s progress toward each one • The teaching faculty and completion coaches will work together to assist students to keep them on track to completion

  • 20. CBE Messaging • What is competency-based education? – Competency based education means you learn at your own pace. If you’ve already mastered a subject, you can test out and get credit for the class. If you need to spend more time on something else, you can do that, too. It’s not about spending time in class – it’s about learning and understanding what you need to know.
  • 21. CBE Messaging • Will my diploma look any different than if I had taken traditional classes? – No. Your diploma and transcript will look just like the ones students in traditional classes get. This college already offers the business transfer degree, so four-year universities will accept this degree just like any other transfer degree.
