絡人，皆由ALAC成員票選，並組成
ALAC執委會
※常設工作小組：IDN政策等7個
※特別工作小組：ALS改善執行等5個
※跨社群工作小組：解讀框架等6個
※每個RALO至少由來自2個
不同國家的3個ALSes組成
※主席、秘書長由選舉產生
※ALS還有機會受邀加入

 全世界能促進個別網路使用者了解ICANN議題、參與ICANN活
動的任何self-supporting團體，包括：
 Internet society chapters
 Computer user organizations
 lnternet civil society groups
 Consumer advocacy groups
 Community networking groups
 Professional societies (engineers, attorneys, etc.)
 Academic & research organizations
※免費申請
※鼓勵申請 but there cannot be too many ALSes

7. 成為ALS的5大基本要件
 承諾透過訊息發送、提供線上討論機制等方式，協
助個別網路使用者參與ICANN的政策發展、討論與
決策
 要有組織，以便個別網路使用者可以掌握ALS的運作
 要能 self-supporting
 有公開網站，提供相關說明
 組織目標、架構、會員制度、運作方式、管理、連絡資訊
 協助RALO執行功能運作
