 The session was attended by delegation from Member
Governments and Associate Members of IMO; representatives
from United nations and Specialized agencies; observers from
intergovernmental organizations; and observers from non-
governmental organizations in consultative status.

Highlights of opening address by
Secretary General, IMO
 Meeting commenced with welcome address by the IMO
Secretary General Mr. Kitack Lim highlighting the key areas of
work for the present HTW session. Following issues flagged by
SG.
 Member states have to play significant role to create conditions
for increased employment, prosperity and stability ashore
through promoting trade by sea and set norms for the safety,
security and efficiency of ports for a sustainable blue economy.
 HTW sub-Committee’s principal role is to ensure that seafarers
are competent, appropriately trained and qualified manpower
available both afloat and ashore for safe, secure and
environment sensitive operations.
 As per maritime casualty statistics, the root cause of casualty
accidents at sea is related to human factors and out of which
most important is fatigue affecting the seafarers.

Highlights of opening address by
Secretary General, IMO
 Revision and update of Guidelines on fatigue to improve better
understanding of fatigue and fatigue risk management and best
practices of fatigue mitigation.
 Sub-Committee to develop new ways to improve the
dissemination of lessons learned from maritime casualties with a
view to enhancing seafarers training and competence.
 The alarmingly high loss of fisherman’s lives and fishing vessel is
cause of concern and the comprehensive review of 1995 STCW-
F Convention is urgent which entered into force in year 2012.
 The validation of the model courses that provide guidance to
enhance seafarers training programmes.
Development of relevant guidelines for the effective
implementation of the 2010 Manila Amendments.

STCW – V/4 - Training for ships
operating in Polar waters
 Every candidate for a certificate in advanced training for
ships operating in polar waters shall:
 meet the requirements for certification in basic training for
ships in polar waters;
 have at least two (2) months of approved seagoing service
in the deck department, at management level or while
performing watch keeping duties at the operational level,
within polar waters or other equivalent approved seagoing
service; and
 have completed approved advanced training for ships
operating in polar waters and meet the standard of
competence specified in section A-V/4, paragraph 2 of the
STCW Code.

1.30 on On-board
assessment
This is a 4.5 day model course. This course
is for shipboard senior officers to conduct
on-board assessment for practical tasks
conducted by the trainees, so as to
consider them as proficient as sign their
Record Books.
The shipboard officer should not be
involved in designing the competencies or
the curriculum but should be having the
required information ready at hand.
Hence these topics should be removed.
The Onboard assessor needs to be
familiar with various assessment
techniques – focus should be on available
tools such as observation of work
activities, oral questioning techniques,
proficiency tests, projects and
assignments, written questioning
techniques, computer based questioning
techniques, etc.
India currently does not conduct any such
course as it is not mandated by STCW.
India member (K

Review of this
Model course and
provided strong
objections and

contents and
structure of this
Model course.

Report of the Working Group 1 on
formulation of Guidelines on fatigue
 This Group was attended by India along with 32 member
states and ten non-governmental organizations as
observers.
 Revising Guidelines on Fatigue in the annex to
MSC/Circ.1014 (Guidance on fatigue mitigation and
management).
 India was part of the correspondence group chaired by
Australia
 Extensive work was undertaken during the 5 days in
finalization of guidelines but the same could not be
completed; work to continue in correspondence group, etc.

Impact of Fatigue Guidelines (150

3. Member Governments are invited to:
1. bring the attached guidelines to the attention of their maritime
Administrations and relevant industry organizations and to all other
parties who have direct impact on ship safety;
2. use this guidance as a basis for developing various types of tools for
dissemination of the information given in the guidelines (such as:
pamphlets, video training modules, seminars and workshops, etc.); and
3. take the guidelines into consideration when determining minimum safe
manning levels for ships flying their country's flag.
4. bis take the guidelines into consideration when developing or
implementing IMO instruments in national laws and regulations to
mitigate their potential impact on seafarer fatigue].
5. Companies should take fatigue into account when developing,
implementing, and maintaining and improving safety management
systems under the ISM Code.

Report of the Working Group 2 on
Comprehensive review of STCW-F Convention
 The group revised the draft of Chapter I (General
provisions) & Chapter II (Certification of Skippers, officers,
engineer officers and radio operators.
 The group proposed to attach FAO/ILO/IMO documents
for guidance on training and certification of fishing vessel
personnel and FAO/ILO/IMO code of Safety for fisherman
& fishing vessels in the main text of STCW-F Convention.
 The group could not proceed further on other chapters due
to time constraint and the subcommittee decided to
establish correspondence group for continuation on
drafting of other chapters.

Training matters
 India attended this Group along with 39 member states, two
associated member, one inter governmental organization & 07
non-governmental organization as observers.
1. Draft STCW.7 circular on Guidance relating to the provision of
documentary evidence under the STCW Convention by seafarers
to PSCOs and other third-party inspection regimes, and draft
amendments to the Procedures for port State control, 2011
(resolution A.1052(27))
 The verification should be limited to the seafarers' certificates and
documents required under the STCW Convention, 1978, as amended.
Certificates of Competency, Certificates of Proficiency and documentary
evidence issued in accordance with chapters II, III, IV, V, VI and VII of the
STCW Convention, 1978, as amended, are evidence of having
successfully completed all required training and that the required standard
of competence has been achieved.

2. Guidance relating to the provision of documentary
evidence required under the STCW Convention by
seafarers to port state control officers and other third
party inspection regimes requirements for Electronic
Chart Display and Information Systems (ECDIS).
 Prepared a draft MSC circular on amendments to
MSC.1/Circ.1503 on ECDIS – Guidance for good
practice.

 Guidelines for STCW related information to be
communicated through Global Integrated Shipping
Information System (GISIS) to reduce administrative
burden.
There are three types of transparency references:
 ALL PARTIES: refers to information that would be available
to all Parties.
 RESTRICTED: refers to information that would be
available only to Parties identified by the reporting Party.
 PUBLIC: refers to information that would be available to
public registered GISIS users.

AEMTC © MAY 2017 Highlights of opening address by Secretary General, IMO  Meeting commenced with welcome address by the IMO Secretary General Mr. Kitack Lim highlighting the key areas of work for the present HTW session. Following issues flagged by SG.  Member states have to play significant role to create conditions for increased employment, prosperity and stability ashore through promoting trade by sea and set norms for the safety, security and efficiency of ports for a sustainable blue economy.  HTW sub-Committee’s principal role is to ensure that seafarers are competent, appropriately trained and qualified manpower available both afloat and ashore for safe, secure and environment sensitive operations.  As per maritime casualty statistics, the root cause of casualty accidents at sea is related to human factors and out of which most important is fatigue affecting the seafarers. This course is for shipboard senior officers to conduct on-board assessment for practical tasks conducted by the trainees, so as to consider them as proficient as sign their Record Books. The shipboard officer should not be involved in designing the competencies or the curriculum but should be having the required information ready at hand. Hence these topics should be removed. The Onboard assessor needs to be familiar with various assessment techniques – focus should be on available tools such as observation of work activities, oral questioning techniques, proficiency tests, projects and assignments, written questioning techniques, computer based questioning techniques, etc. India currently does not conduct any such course as it is not mandated by STCW. India member (K N Deboo) has participated in the Review of this Model course and provided strong objections and comments on the contents and structure of this Model course. AEMTC © MAY 2017 Report of the Working Group 1 on formulation of Guidelines on fatigue  This Group was attended by India along with 32 member states and ten non-governmental organizations as observers.  Revising Guidelines on Fatigue in the annex to MSC/Circ.1014 (Guidance on fatigue mitigation and management).  India was part of the correspondence group chaired by Australia  Extensive work was undertaken during the 5 days in finalization of guidelines but the same could not be completed; work to continue in correspondence group, etc. Anglo-Eastern Maritime Training Centre 17

Member Governments are invited to: 1. bring the attached guidelines to the attention of their maritime Administrations and relevant industry organizations and to all other parties who have direct impact on ship safety; 2. use this guidance as a basis for developing various types of tools for dissemination of the information given in the guidelines (such as: pamphlets, video training modules, seminars and workshops, etc.); and 3. take the guidelines into consideration when determining minimum safe manning levels for ships flying their country's flag. 4. bis take the guidelines into consideration when developing or implementing IMO instruments in national laws and regulations to mitigate their potential impact on seafarer fatigue]. 5. AEMTC © MAY 2017 Report of the Working Group 2 on Comprehensive review of STCW-F Convention  The group revised the draft of Chapter I (General provisions) & Chapter II (Certification of Skippers, officers, engineer officers and radio operators.  The group proposed to attach FAO/ILO/IMO documents for guidance on training and certification of fishing vessel personnel and FAO/ILO/IMO code of Safety for fisherman & fishing vessels in the main text of STCW-F Convention.  The group could not proceed further on other chapters due to time constraint and the subcommittee decided to establish correspondence group for continuation on drafting of other chapters. Draft STCW.7 circular on Guidance relating to the provision of documentary evidence under the STCW Convention by seafarers to PSCOs and other third-party inspection regimes, and draft amendments to the Procedures for port State control, 2011 (resolution A.1052(27))  The verification should be limited to the seafarers' certificates and documents required under the STCW Convention, 1978, as amended. Certificates of Competency, Certificates of Proficiency and documentary evidence issued in accordance with chapters II, III, IV, V, VI and VII of the STCW Convention, 1978, as amended, are evidence of having successfully completed all required training and that the required standard of competence has been achieved.
