Fernando N. Zialcita
 Post-independence   in 1946, the
 Philippines was known as the “showcase
 of democracy” in the Asia Pacific. Having
 been under the tutelage of the United
 States for nearly 50 years, the Philippines
 not only copied many features of the US
 political structures, it was also socialized
 by the American colonizers to the ways of
 democracy.
 There are several forms of government. Each
 state uses one form of government.
 Philippines is known to be a democratic
 country. It is govern by a president and
 several officials. In a democratic
 government, the people of the state has
 freedom and rights to express their desire.
 But this rule has been disregarded in the
 Philippines. There are several problems that
 must be solve by the state and its people for
 the improvement of their government.
 1. Do you think if public authorities uses
  native language in discussions,
  announcements, etc., this will improve the
  Philippine government ?
 2.If salaries of NGO and PO are increased, do
  you think corruption will be dissolve ??
 3. How patrimonialism affects the Philippine
  government ?
       Poverty
       -creates dependency; economic concerns distract
        one from civic concerns.

   Every states experiences problems. Corruption is
    natural in a government, but it can be avoided. Every
    problem has its solution.
   In order the Philippines to be better, Filipino people
    must know how democracy really works. This will
    help to lessen the country’s problem. Citizens of the
    country must be responsible and enthusiastic.
    Struggling against poverty is difficult but yet
    possible. This is one of the problems that Philippines
    experiences. Government officials and the public
    must help each other to solve this dilemma. Filipino
    people must have equality in society. They must give
    value and respect on other’s idea.
   Filipino must know the problem, and aim to solve it!
    life.
 Self-help  at the barangay level encourages
  initiative and group decisions
 Multiplicity of NGO’s and PO’s encourages
  people to posit an abstract tran skin good
 Hegemony of liberal democratic ideas gives
  democratic freedoms legitimacy.
 Many centers of power prevent power from
  being concentrated in a small group to the
  exclusion of the majority.
 The  Affirmation of Civil Rights.
  - this help us to have the right to choose, as
  well as to have freedom of speech, freedom
  of assembly etc
 Economic Rights and Social Responsibility .
  - this gives us the right to vote and gives us
  the privileges to gained all the things that we
  worked for.
   Poverty
       Be equal and know how to share.
   Corruption
       It might help, if the salaries of NGOs and Pos are
        increased.
       Be contented.
   Patrimonialism
       Be a researcher and discover new and better leader for
        the future.
       Have your criteria in selecting government officials.
       Don’t base one’s performance from their
        ancestors, they’re different !
       Be realistic.
   Personalism
       Know the “Majority wins” rule and apply it in your life.
   - They must improve the quality of education in
    the country; there are some remote areas that
    didn't          avail         good        school
    facilities, books, programs and services.

   - Population control, some families are not
    totally aware what birth control means.

   - Log control, they must emphasize total log ban
    in the country, floods is everywhere that will
    affects the source of income for those that rely
    on the grace of the nature.
 Leaderswho use their position to satisfy
 their needs
     The leaders should be honest enough to be able
      to serve us and our country properly. They should
      also not a self-centered individual as they were
      elected to give service to us.
 Inequality of the rich and the poor in terms
 of their rights.
     The government should be equal in every
      democratic     rights   that    our constitution
      implements. It should not be based on the
      standards or social way of living.
       Hierarchized relations
       Social equality is a social state of affairs in which
        all people within a specific society or isolated
        group have the same status in a certain respect.
        At the very least, social equality includes equal
        rights under the law, such as security, voting
        rights, freedom of speech and assembly, the
        extent of property rights, and equal access to
        social goods and services.
 The topic wants us to realized that
 democracy is a very important thing in our
 country. That democracy is for everyone of
 us, not just for the officials of the
 government, property holders and the rich
 people. We all have the same and equal
 rights for us to use and fight for. I learned
 that valuing one’s right is like giving them
 the chance to feel respect from other
 person, and learning to value one’s right is to
 give yourself a chance to be respected by
 others.
 Every  problem has its solution. Know the
  problem and seek for the solutions.
 Filipino people must have knowledge about
  democracy so they may know their rights in
  their society.
 Fordemocracy to exist as system, economic
 and political power should be dispersed, so
 that no one individual or group of individuals
 can exercise undue influence over the
 decisions of others. This is the rationale
 underlying universal suffrage; the classic
 separation of the three powers
 (legislative, executive, and judicial); and
 decentralization and devolution of power. In
 the economic sphere, wealth is concentrated
 in the hands of landowning and capital
 owning families.
 However  what need stressing are two
 things: First, these families do not
 present a united front. They compete
 with each other, too, and this creates
 space for democratic initiatives.
 Second, the sources of wealth have
 become increasingly diversified. Land as a
 factor of wealth is no longer as important
 as before.
 Itis often said that the Filipino has been
  “naturally communal” and has lost this
  because of “Western individualism”.
  Allegedly in order to create a strong
  democratic foundation, we must go back to
  our indigenous culture. Also, the
  solution, may be not just going back to our
  indigenous culture, but likewise re-
  interpreting, transforming, broadening it in
  terms of concerns of a contemporary 20th
  century nation-state.
 Struggle against poverty, strengthen the
 state, envigorate NGOs and POs, give value
 to odiscussion and dialogue, develop e
 discourse on democracy in the vernacular.
 These are the recommendations of Zialcita
 for the better Philippine government.
 Filipino must know the word equality and
 sharing. For this will prevent the increasing
 number of the Filipinos who are under the
 poverty line. Be a researcher and know the
 rightful people to be appoint as one of the
 government officials. Know how to listen and
 respect the ideas of other.
Itherefore conclude, if the government
 officials and the society cooperate with each
 other , respect each other, know how to
 handle situations or problems, this will lead
 to a better democratic government.

Barriers and Bridges to a Democratic Culture

  • 2.  Post-independence in 1946, the Philippines was known as the “showcase of democracy” in the Asia Pacific. Having been under the tutelage of the United States for nearly 50 years, the Philippines not only copied many features of the US political structures, it was also socialized by the American colonizers to the ways of democracy.
  • 3.  There are several forms of government. Each state uses one form of government. Philippines is known to be a democratic country. It is govern by a president and several officials. In a democratic government, the people of the state has freedom and rights to express their desire. But this rule has been disregarded in the Philippines. There are several problems that must be solve by the state and its people for the improvement of their government.

  • 6. Every states experiences problems. Corruption is natural in a government, but it can be avoided. Every problem has its solution.  In order the Philippines to be better, Filipino people must know how democracy really works. This will help to lessen the country’s problem. Citizens of the country must be responsible and enthusiastic. Struggling against poverty is difficult but yet possible. This is one of the problems that Philippines experiences. Government officials and the public must help each other to solve this dilemma. Filipino people must have equality in society. They must give value and respect on other’s idea.  Filipino must know the problem, and aim to solve it! life.
  • 7.  Self-help at the barangay level encourages initiative and group decisions  Multiplicity of NGO’s and PO’s encourages people to posit an abstract tran skin good  Hegemony of liberal democratic ideas gives democratic freedoms legitimacy.  Many centers of power prevent power from being concentrated in a small group to the exclusion of the majority.
  • 8.  The Affirmation of Civil Rights. - this help us to have the right to choose, as well as to have freedom of speech, freedom of assembly etc  Economic Rights and Social Responsibility . - this gives us the right to vote and gives us the privileges to gained all the things that we worked for.

Poverty  Be equal and know how to share.  Corruption  It might help, if the salaries of NGOs and Pos are increased.  Be contented.  Patrimonialism  Be a researcher and discover new and better leader for the future.  Have your criteria in selecting government officials.  Don’t base one’s performance from their ancestors, they’re different !  Be realistic.  Personalism  Know the “Majority wins” rule and apply it in your life.
  • 10. - They must improve the quality of education in the country; there are some remote areas that didn't avail good school facilities, books, programs and services.  - Population control, some families are not totally aware what birth control means.  - Log control, they must emphasize total log ban in the country, floods is everywhere that will affects the source of income for those that rely on the grace of the nature.
  • 11.  Leaderswho use their position to satisfy their needs  The leaders should be honest enough to be able to serve us and our country properly. They should also not a self-centered individual as they were elected to give service to us.  Inequality of the rich and the poor in terms of their rights.  The government should be equal in every democratic rights that our constitution implements. It should not be based on the standards or social way of living.
  • 12. Hierarchized relations  Social equality is a social state of affairs in which all people within a specific society or isolated group have the same status in a certain respect. At the very least, social equality includes equal rights under the law, such as security, voting rights, freedom of speech and assembly, the extent of property rights, and equal access to social goods and services.
  • 13.  The topic wants us to realized that democracy is a very important thing in our country. That democracy is for everyone of us, not just for the officials of the government, property holders and the rich people. We all have the same and equal rights for us to use and fight for. I learned that valuing one’s right is like giving them the chance to feel respect from other person, and learning to value one’s right is to give yourself a chance to be respected by others.
  • 14.  Every problem has its solution. Know the problem and seek for the solutions.  Filipino people must have knowledge about democracy so they may know their rights in their society.
  • 15.  Fordemocracy to exist as system, economic and political power should be dispersed, so that no one individual or group of individuals can exercise undue influence over the decisions of others. This is the rationale underlying universal suffrage; the classic separation of the three powers (legislative, executive, and judicial); and decentralization and devolution of power. In the economic sphere, wealth is concentrated in the hands of landowning and capital owning families.
  • 16.  However what need stressing are two things: First, these families do not present a united front. They compete with each other, too, and this creates space for democratic initiatives. Second, the sources of wealth have become increasingly diversified. Land as a factor of wealth is no longer as important as before.
  • 17.  Itis often said that the Filipino has been “naturally communal” and has lost this because of “Western individualism”. Allegedly in order to create a strong democratic foundation, we must go back to our indigenous culture. Also, the solution, may be not just going back to our indigenous culture, but likewise re- interpreting, transforming, broadening it in terms of concerns of a contemporary 20th century nation-state.
  • 18.  Struggle against poverty, strengthen the state, envigorate NGOs and POs, give value to odiscussion and dialogue, develop e discourse on democracy in the vernacular. These are the recommendations of Zialcita for the better Philippine government. Filipino must know the word equality and sharing. For this will prevent the increasing number of the Filipinos who are under the poverty line. Be a researcher and know the rightful people to be appoint as one of the government officials. Know how to listen and respect the ideas of other.
  • 19. Itherefore conclude, if the government officials and the society cooperate with each other , respect each other, know how to handle situations or problems, this will lead to a better democratic government.
