Axial Progression of Laws toward Total Development

It is rather impossible for a country to uphold peace, order and
development if laws are not passed and implemented. As such are necessitated,
law makers search and research in order to address certain problems and needs
of the people and of the country, as a whole.
Our country is known for being one of the perfect countries when the
constitution, laws and statutes are accounted. We are, at par, as perfect as
Singapore and United Kingdom in terms of written document. However, are we
as perfect as the said countries in terms of full implementation?
Singapore is globally known as the ‘fine city’; not just because of its fine –
aesthetics but also because of its myriad penalties when implemented laws are
not accordingly followed. Moreover, the United Kingdom is known for its great
military and academic dexterity due to its existing laws that govern the people,
especially the students, to further their research undertakings.
Historically, the United States of America is known for having the shortest
constitution, ever since. Yet, the said country still managed to have its
implemented laws as constitutional and as effective for the people. Yes. Those
are not perfect but if we are to compare ours with theirs, we can merely say that
our laws somewhat do not hurt us. And if they do not hurt us, they do not work
at all.
Educational Laws are Laws for Progress
Since educational laws or those that govern the education system of the
country aim at attaining progress, proper authorities need to implement them
copiously and as good citizens we have to accordingly follow them.

For example, Republic Act No. 1265 or “an act making flag ceremony
compulsory to all institutions” as supported by DepEd Order No. 50, series of
2015 should have been properly observed in schools. A lot of students do not
revere the flag during flag ceremony. Some do not sing, others do not stand
appropriately. Some chat with their classmates, others just act like ignoramus.
It is a sad reality in public schools, however, we cannot just directly put
the blame to the students as the teachers are their source of their misbehaviours.
A school can conduct flag ceremony only on Mondays and morning ritual in the
rest of the days. During Mondays, they can sequence the Singing of the National
Anthem, the Prayer or Food for the Soul, the Panunumpa sa Watawat at
Panatang Makabayan, the Panunumpa ng Lingkod-Bayan and the School Hymn.
However, as I ascertained in different schools, a number of teachers usually chat
with their colleagues in the duration of the ceremony. Others use their cell
phones while others do not join rather they choose to stay in their classrooms.
In addition, the Republic Act No. 10533 or the “Enhanced Basic Education
Act of 2013” as the implementing law of the K o 12 Education has been properly
implemented by the Department of Education. Granting, a lot of teachers
perceptibly show their disapproval on the latter. I assert that we are given
freedom to express, though, we are still bound by our noble profession. We, as
the direct implementers of this law, should understand its ‘mammoth’ benefit
than its ‘tiny’ drawback.
Globally, we really need to uphold the current basic education curriculum
since the old curriculum has become very obsolete and non-standardized when
those of other countries will be accounted. How can we produce globally
competitive graduates if our curriculum cannot globally compete? Thus, we
direly need to support the present thrust of the government towards global
competitiveness.
Axial Progression of Educational Laws
The laws that we encounter may recur and may be reiterated in future
laws. It is just a sign that these are upheld and that we need to strengthen the
means of implementation. We need to decrypt these laws for other people to
understand so as to bring everyone towards total development.
Stars will not conspire for us. We need to endure the strife. We need to
aspire and perspire so that we will inspire. #
