At the time of amalgamation no rationalisation of library services took place. Council is now in a situation that it has more static libraries per head of population that recommended. Whilst this does not necessarily seem like a bad thing, it is putting strain on each of the static libraries to maintain good book stock, provide high demand services such as internet and wi-fi. It is also costly due primarily to staff costs. The mobile library service is also problematic. The Ranges mobile service covers seven towns and two retirement villages between Croyden and Belgrave. The valley service covers 15 remote towns in the nothern and easten parts of the municipality.
