Chapter I Preliminary
1. It deals with approval of plans / stability certificate /
grant of license
 All building plans of DTPS are approved
 License is granted based on Manpower
and Power Consumption in three category
i.e. General , Power Generating Stations
and Electrical Sub stations
 DTPS license is renewed up to Dec 2009
 FGD building plans are approved and
stability certificate is under process

Chapter II Inspecting Staff
1. It deals with appointment of inspectors / powers of
inspectors and certifying surgeon
 The inspector visits DTPS once in a year
 The certifying surgeon shall examine the
person employed in process.
 The certifying surgeon Dr Pandit
undertakes medical checkup once in a
year and gives Form 7

Chapter III Health
1. It deals with cleanliness of walls and ceilings /
disposal of trade waste and effluents / ventilation &
Temperature / lightings / drinking water / latrine /
construction of drains
 The cleanliness of walls, ceiling, sanitary
and clean condition free of rubbish filth or
debris
 Slandered lighting Lux level 20 to 300
 Drinking water / cooled water centers
 Latrine / urinal accommodation @ 25 :1
each.

1. It deals with safety precautions with different schedules

Chapter V Safety- Schedules
1. Schedule IX -It deals with General requirement
 All coupling with projecting bolt heads and similar
projections shall be completely encased

Chapter V Safety-
1. Training Proper training to be provided to all operators
2. Uniform Tight fitting cloth to be provided to all operators
3. Safety belt For working on height on AC sheet
4. Host and lift examination As per schedule by Competent person
5. Lifting Machine, Chain, ropes etc As per schedule by Competent person
6. Safety for pressure plant & vessels As per schedule by Competent person
7. Excessive weight Not more then 55KG
8. Protection of eyes suitable goggles
9. Man – holes Not less then shoulder width
10. Fire protection Adequate means of protection and escape
11. Lighting Protection The Protection against Lighting shall be provided

Chapter IV-A Safety (For factories having hazards

1. It deals with site appraisal committee /health &
safety policy / MSDS / onsite emergency plan and a
disaster control and management Plan / Information
to workers / Information to general public /
industrial wastes / medical examination / OHC
 Site appraisal cleared by GoM / Health & Safety
Policy is already displayed.
 MSDC data available on line
 Medical examination once in a six month- in
respect health hazards to which they are exposed
 OHC with required facility with first aider
 Industrial waste disposal as per MPCB guidelines.

1. It deals with washing facility / first aid / canteen /
shelter, rest room / wash room / crèche-room

Chapter VII Employment of young person
1. It deals with employment of young person

more than 4 ½ hours in a day and during
night.

Chapter VIII Annual Leave with Wages
1. It deals with annual leave with wages
 Every workers who has worked for 240
days and more during calendar year shall
be allowed during the subsequent
calendar year leave with wages @ 1 day
for every 20 days of work

Chapter IX Special Provisions
1. It deals with Special Provisions
 There are 25 dangerous operations
specified under the rules.
 At DTPS we have only Operations
involving high noise area.
 The Schedule XII , XXIII, and XXIV are
required to comply

Chapter IX Safety- Schedules
1. Schedule XII -The Schedule XII is applicable only at our Hydrogen. Plant &
Chlorination Plant as we are using only Hydrochloric Acid (Hcl) & Sodium
Hydroxide (Caustic Soda) at D.M. Plant & Liquid Chlorine at Chlorination Plant
Flooring: The flooring of the workroom in the above plant is good quality corrosion and fire resistance
material. We have maintained the flooring in good and sound condition. Protective Equipments: We
have provided required protective equipments and maintained in good order.
Water Facility: We are having overhead water tank facility at the above work place. Cautionary Notice:
We have put cautionary notice at appropriate work place.
Transport: We are transporting the material only through containers & it is properly labeled. Devices for
Handling the Corrosive substances: We have provided lifting devices for handling chlorine containers.
We have also provided necessary personal protective equipments.
Opening of Valves: We have given proper training for operators regarding opening of the valves.
Incase valves are not freely opened.
Prevention of Splashing of Corrosive substance leaking: We do not have pressurized system and
we are using through gravitational flow.
Cleaning Tanks, Steel etc.: We are taking all precautionary measure at the time of maintenance and
repairs and necessary permit to work are taken for respective works.
Storage: The storage is at designated area and it is not in same room where other chemicals will react.
We will be examining tanks through competent authority.
Fire Extinguisher: We have provided adequate and required fire extinguishers in the above said plants
and we have given adequate training to operators. We are maintaining record of fire extinguishers.

Chapter IX Safety- Schedules
1. Schedule XXIII -It deals with Highly Flammable Liquids and
Flammable Compressed Gases
Storage: We are storing above material in a suitable fix storage tank with closed vessel
located in safe position (Diesel – underground & LDO, HFO – open yard with adequate fire
resistance construction). Precautionary warning notices are displayed.
Enclosed system for conveying highly flammable liquid: We are having enclosed
system & maintained properly.
Preventing formation of flammable mixture with air: We have provided with proper
contamination system.
Prevention of ignition: We have taken all safety precautionary measures in every room
where highly flammable liquid conveyed, handled or stored.
Prohibition of Smoking: We have displayed boards of prohibition of smoking at the above
areas.
Fire Fighting: We have provided adequate and required fire extinguishers in the above
said plants and we have given adequate training to operators. We are maintaining record
of fire extinguishers We have installed necessary fire protection and detection system with
sprinklers and foam system.

Chapter IX Safety- Schedules
1. Schedule XXIV -It deals with Operations Involving High Noise Level
1. High Noise Level: Means any noise level measured on a weighted scale in 90dB or
above.
2. Protection Against Noise: Suitable engineering control or administrative measure
shall be taken to ensure so far as is reasonable practicable that no workers is
exposed to sound level in excess of 140dB peak sound pressure level.
3. Use of PPE: Each worker shall be provided suitable protectors so as to reduce the
exposure to noise to the level specified

It deals with approval of plans / stability certificate / grant of license  All building plans of DTPS are approved  License is granted based on Manpower and Power Consumption in three category i.e. General , Power Generating Stations and Electrical Sub stations  DTPS license is renewed up to Dec 2009  FGD building plans are approved and stability certificate is under process

It deals with site appraisal committee /health & safety policy / MSDS / onsite emergency plan and a disaster control and management Plan / Information to workers / Information to general public / industrial wastes / medical examination / OHC  Site appraisal cleared by GoM / Health & Safety Policy is already displayed.  MSDC data available on line  Medical examination once in a six month- in respect health hazards to which they are exposed  OHC with required facility with first aider  Industrial waste disposal as per MPCB guidelines.

  • 15. confidential Chapter IX Safety- Schedules 1. Schedule XII -The Schedule XII is applicable only at our Hydrogen. Plant & Chlorination Plant as we are using only Hydrochloric Acid (Hcl) & Sodium Hydroxide (Caustic Soda) at D.M. Plant & Liquid Chlorine at Chlorination Plant Flooring: The flooring of the workroom in the above plant is good quality corrosion and fire resistance material. We have maintained the flooring in good and sound condition. Protective Equipments: We have provided required protective equipments and maintained in good order. Water Facility: We are having overhead water tank facility at the above work place. Cautionary Notice: We have put cautionary notice at appropriate work place. Transport: We are transporting the material only through containers & it is properly labeled. Devices for Handling the Corrosive substances: We have provided lifting devices for handling chlorine containers. We have also provided necessary personal protective equipments. Opening of Valves: We have given proper training for operators regarding opening of the valves. Incase valves are not freely opened. Prevention of Splashing of Corrosive substance leaking: We do not have pressurized system and we are using through gravitational flow. Cleaning Tanks, Steel etc.: We are taking all precautionary measure at the time of maintenance and repairs and necessary permit to work are taken for respective works. Storage: The storage is at designated area and it is not in same room where other chemicals will react. We will be examining tanks through competent authority. Fire Extinguisher: We have provided adequate and required fire extinguishers in the above said plants and we have given adequate training to operators. We are maintaining record of fire extinguishers.
  • 16. confidential Chapter IX Safety- Schedules 1. Schedule XXIII -It deals with Highly Flammable Liquids and Flammable Compressed Gases Storage: We are storing above material in a suitable fix storage tank with closed vessel located in safe position (Diesel – underground & LDO, HFO – open yard with adequate fire resistance construction). Precautionary warning notices are displayed. Enclosed system for conveying highly flammable liquid: We are having enclosed system & maintained properly. Preventing formation of flammable mixture with air: We have provided with proper contamination system. Prevention of ignition: We have taken all safety precautionary measures in every room where highly flammable liquid conveyed, handled or stored. Prohibition of Smoking: We have displayed boards of prohibition of smoking at the above areas. Fire Fighting: We have provided adequate and required fire extinguishers in the above said plants and we have given adequate training to operators. We are maintaining record of fire extinguishers We have installed necessary fire protection and detection system with sprinklers and foam system.
  • 17. confidential Chapter IX Safety- Schedules 1. Schedule XXIV -It deals with Operations Involving High Noise Level 1. High Noise Level: Means any noise level measured on a weighted scale in 90dB or above. 2. Protection Against Noise: Suitable engineering control or administrative measure shall be taken to ensure so far as is reasonable practicable that no workers is exposed to sound level in excess of 140dB peak sound pressure level. 3. Use of PPE: Each worker shall be provided suitable protectors so as to reduce the exposure to noise to the level specified
