8. The WLA Global Lottery Data Compendium 2014
Foreword
7
For several years, the WLA has been promoting the
idea of a Global Lottery Data Compendium (GLDC) for
the dissemination of aggregated, quantitative, and
other statements about state-authorized lotteries and
suppliers to lotteries, suppliers, regulators, and other
stakeholders alike.
In spring 2014, the WLA launched its first annual data
gathering exercise to collect data for the GLDC.
WLA Lottery Members and WLA Associate Members
(lottery industry suppliers) were asked to provide
the WLA with a number of key performance indicators,
such as turnover and contributions to good causes,
for the years 2012–2013 inclusive. The data received by
the WLA was collated, aggregated, and tabulated
in the summer of 2014 and used as the basis for this,
the inaugural edition of the GLDC. In this initial
edition of the GLDC, approximately half the WLA’s
regular membership of state-authorized lotteries,
together with approximately half of the WLA’s associate
membership of suppliers to the lottery industry, are
represented.
WLA Lottery Members leverage a common business
model across some 80 countries. Under licenses exclusive
to their respective jurisdictions, state authorized
lotteries provide entertaining games to the general public
in a regulated environment for the purpose of raising
money for good causes. In recognition of the continuing
success of this business model, we are proud to
report that the 73 lotteries represented in this volume
raised over USD 51 billion in money for good
causes in 2013.
As suppliers to the lottery industry, WLA Associate
Members provide a variety of goods and services
to the lottery sector, ranging from physical products
such as drawing machines, through to software
products such as online gaming platforms. In a tribute to
the flourishing nature of our industry, we are
pleased to report that in 2013, the WLA Platinum
Contributors – GTECH S.p.A., INTRALOT Group,
Jumbo Interactive Limited, and Scientific Games
Corporation – enjoyed combined net revenues in excess
of USD 7.8 billion and employed more than
19,500 people full-time worldwide. More generally,
the present volume provides an excellent vehicle
for WLA Associate Members to showcase themselves to
the WLA community and to the wider industry
as a whole.
Accurate, comprehensive, and timely data on the
state of the global lottery industry is among the most
requested services of the trade associations for state
lotteries. We hope this volume represents a successful
initial first step in meeting this need.

Sports games
(pari-mutuel and fixed odds)
For the purposes of this volume, the term
“sports betting”is understood to have the
widest possible application.13 The two
sports games categories,pari-mutuel and
fixed odds wagering,14 collectively wit-
nessed sales of USD 25.4 billion in 2013.
Modulo the four game categories, this
aggregate figure represents 13.8% of
2013 total sales. In 2012, pari-mutuel and
fixed odds sports betting together saw
sales of USD 23.7 billion. Modulo the
four game categories, this aggregate fig-
ure represents 13.3% of 2012 total sales.

order): 500.com Ltd., NOVOMATIC Lottery Solutions, Playtech
PLC, and Pollard Banknote Limited. For further information about the
WLA Contributors, see ‘Scope’ on p.12 below.

WLA directly by the WLA Platinum Contributors themselves.
Numbers of full-time employees worldwide have been obtained from
the WLA Platinum Contributors’ respective annual reports.

breakdown of their sales across the four game categories of draw-based
games, instant games, sports games (pari-mutuel), and sports games
(fixed odds).
13 In the United States, bookmaking is generally illegal. (Nevada is a notable
exception, owing to the existence of Las Vegas.) In other countries,
such as Canada, Japan, and Singapore, the only legal bookmaker is owned
and operated by the state. In still other jurisdictions, such as the United
Kingdom, sports betting is legal and encompasses not only betting on
sports events, such as horse racing and association football, but also
so-called “novelty bets” – for instance, wagering on political elections or
the Academy Awards. In this work, the term “sports betting” has the
widest possible application, so as to encompass the various sports betting
offerings available in different jurisdictions.
14 Pari-mutuel betting differs from fixed odds betting in that the final
payout is not determined until the pool is closed. In fixed odds betting,
the payout is agreed at the time the bet is placed.

All other sales
Collectively,18 of 73 reporting lotteries16
in both 2013 and 2012 reported other
sales in an all other sales (VLTs etc.) cat-
egory. This category includes sales from
electronic gaming machines such as
slot machines, Video Lottery Terminals
(VLTs), and electronic instant lotteries
outside casinos, as well as all other
sundry sales. Sales in the all other
sales (VLTs etc.) category amounted
to USD 24.3 billion in 2013, and to
USD 22.6 billion in 2012.17 Year-on-year,
this category grew in size by 7.2%.
Money to good causes
A key characteristic of WLA Lottery
Members is that the majority of each
member’s net revenues must be dedicat-
ed to the public good. In both 2013 and
2012, 72 out of 73 reporting lotteries
returned an overall figure for total man-
datory money paid to society. As report-
ed, this headline figure amounted to
USD 51.9 billion in 2013 and USD 50
billion in 2012, spread across the six
good cause categories of education, cul-
ture, social activities, sport, other good
causes, and money to treasury.Across the

44 countries in which the 73 reporting
lotteries are domiciled, this amounted to
a return to society in 2013 of USD 17.86
per capita on average.
In both 2013 and 2012, 51 of the 73 re-
porting lotteries,19 or 70%, provided a
further breakdown of their total manda-
tory payments to society qua money re-
turned to society across the preceding six
good cause categories. A graphical repre-
sentation of this breakdown is provided
in Figure 2. In 2013, these 51 lotteries re-
turned USD 27.9 billion in total manda-
tory money to society. The correspond-
ing figure was USD 27.1 billion in 2012.
The analysis given in the next six subsec-
tions (through to the beginning of ‘Em-
ployment’ below) pertains only to these
51 lotteries.
Money to treasury
Money to treasury (without knowledge
of allocation) covers mandatory pay-
ments made to treasury (state budget)
with no specific earmarking.20 For the
51 lotteries reporting here, money to
treasury (without knowledge of alloca-
tion) constituted the largest category
of money contributed to good causes
in both 2013 and 2012, comprising
41.4% (USD 11.5 billion) of all money
returned to society in 2013 and 42%
(USD11.4 billion) of all money returned
to society in 2012 respectively.
Education
Money returned to society in the form of
payments made for educational pur-
poses formed the second largest catego-
ry of money contributed to good causes
in both 2013 and 2012. Payments in
support of education constituted 28%
(USD 7.8 billion) of the 2013 total
money returned to society of USD 27.9
billion. For 2012, payments in support
of education constituted 27.8% (USD
7.5 billion) of the 2012 total money re-
turned to society of USD 27.1billion.
Other good causes
The “other good causes” category covers
mandatory payments to society that are
specifically earmarked for good causes
other than education, culture, social ac-
tivities, and sport, such as the environ-
ment. For the 51lotteries reporting here,
USD 5.8 billion was returned to society
in 2013 in support of other good causes.
This figure represents 20.8% of all mon-
ey returned to society by the 51reporting
lotteries in 2013. The analogous figures
for 2012 were USD 5.3 billion and19.6%.
Sport
Money returned to society in the form of
payments made in support of sport con-
stituted 5.4% (USD 1.5 billion) of the
USD 27.9 billion in total money returned
to society in 2013. For 2012, USD1.6 bil-
lion (5.9%) of the total money returned
to society of USD 27.1 billion was in sup-
port of good causes for sport.
Culture
Payments made in support of culture
constituted 3% (USD 821.6 million) of
all money returned to society in 2013 by
the 51 lotteries reporting here. For 2012,
the corresponding figures were 3.3% and
USD 891.1 million respectively.
Social activities
Money returned to society in the form of
payments made in support of sport con-
stituted 1.4% (USD 384.8 million) of all
money returned to society in 2013. For
2012, the corresponding figures were
1.4% and USD 393.7million respectively.
Employment
Direct full-time employment by the
73 reporting lotteries was in excess of
37,000 for 2013.21 Extrapolating from this
figure, indirect employment in sectors
typically associated with the selling of
lottery products accounted for more
than 555,000 full time jobs worldwide.22
As previously stated, direct full-time
employment by the WLA Platinum Con-
tributors in 2013 worldwide was more
than 19,500. Direct full-time employ-
ment figures for the WLA Associate
Members as a whole are not available.
(local and national, company tax, license fee, excise duty, and so forth),
as well as any tax paid on prizes.
21 This figure may include employees of non-lottery businesses that are
owned or controlled by state-authorized lotteries.
22 The case for state lotteries. London Economics, Final Report,
September 2006, p.28. Report commissioned by the European Lotteries
and Toto Association. Available from www.londoneconomics.co.uk/

REPORT_September_2006-2.pdf (accessed 23 September 2014).
The report asserts that a conservative estimator for indirect employment
for lotteries in Europe is a multiplier of 15.That is, for each full time
employee of a lottery an average of 15 full time jobs was created in sectors
where lottery products are sold.
13. The WLA Global Lottery Data Compendium 201412
Introduction
The Global Lottery Data Compendium
(GLDC) is an almanac or compendium
for the dissemination of aggregated,
quantitative, and other statements about
both state-authorized lotteries and sup-
pliers to the lottery industry. It is ad-
dressed to lotteries, suppliers, regulators,
and other stakeholders alike.
Based on data collected through the
WLA’s first annual data collection exer-
cise,1 the GLDC presents key descriptive
statistics about WLA Lottery Members
and WLA Associate Members for the
years 2013 and 2012. Generally speaking,
WLA Lottery Members are state-autho-
rized lotteries and WLA Associate Mem-
bers are lottery industry suppliers.2 The
GLDC thus showcases the activities of
state-authorized lotteries and lottery in-
dustry suppliers worldwide.
Objectives
Underpinning the GLDC is the belief
that showcasing the activities of state-
authorized lotteries and lottery industry
suppliers worldwide may: (i) contribute
to the greater understanding on the part
of the general public of lotteries and their
contributions to the public good; and (ii)
enable stakeholders and other interested
parties to make aggregated statements
about the current state of the lottery in-
dustry worldwide, and permit bench-
marking by lotteries. More particularly,
the GLDC was conceived as a means
to:
– Provide WLA Lottery Members and
external stakeholders with timely
and accurate information about the
state of the lottery industry globally
via Key Performance Indicators
(KPIs) such as sales volume
and money returned to society in
support of good causes.3
– Provide WLA Lottery Members
and external stakeholders with a
vehicle that may be used on the one
hand as a framework for bench-
marking their performance against
global lottery best practice, and
as a barometer for trends in the
industry as a whole on the other.
– Publicize and market the role of
lotteries globally by using KPIs to
emphasize the importance of
lotteries in society as institutions
collecting money for good causes,
and helping to protect thereby
the special monopolies granted
to state lotteries in their respective
jurisdictions.
– Provide lottery industry suppliers
with a vehicle for marketing
themselves to WLA Lottery Mem-
bers through advertising, via vendor-
oriented KPIs, of the services and
products they offer.
– Build, over time, a pool of historical
data that can be used to analyze
long-term global trends in the
lottery industry.4
Scope
The scope of this report is limited to or-
ganizations that are either WLA Lottery
Members or WLA Associate Members.
This latter group includes the WLA Con-
tributors.
WLA Lottery Members are organiza-
tions licensed or authorized to conduct
lotteries and/or sports betting opera-
tions in a jurisdiction domiciled in a state
recognized by the United Nations. Sales
of games of chance and/or skill must ac-
count for the majority of the organiza-
tion’s total annual gross revenues, and
the majority of the organization’s net
revenues must be dedicated to the public
good. The organization’s business prac-
tices must conform to the aims and ob-
jectives of the WLA and the organization
must subscribe to the WLA Code of
Conduct5 as approved by the WLA
membership.6
WLA Associate Members are suppliers or
prospective suppliers of goods or services
to the lottery or sports betting industry,
whose business practices conform to the
aims and objectives of the WLA. Current
WLA Associate Members include suppli-
ers of online and off-line systems, termi-
nals, printers, video lottery terminals,
special papers, vending machines, dis-
pensers and drawing machines, telecom-
munications organizations, ticket print-
ers, game designers, marketing and ad-
vertising specialists, and consultants.
The WLA Contributors are an exclusive
subset of the WLA Associate Members.
Open to leading suppliers of the lottery
industry, the WLA Contributors’ Pro-
gram offers standardized privileges to
those that chose to participate. There are
two levels of contributorship – Platinum
and Gold – each with a corresponding
membership fee. Associate membership
of the WLA is a prerequisite to becoming
a WLA Contributor.

and external stakeholders alike from the WLA is timely, comprehensive,
and accurate data on the state of the lottery industry worldwide.
4 At present, no single trade association or private body possesses a pool
of global historical data that may be readily drawn on for this purpose.

Methodology
Production of the GLDC as a whole
comprised a number of project phases,
including (but not limited to): require-
ments analysis; project design; data col-
lection; data consolidation; and report-
ing. Of these various phases, the most
important were the data collection and
data consolidation phases.
Data collection
The WLA gathered the information for
this report in the spring and summer of
2014, as part of its first annual data col-
lection exercise.
For its first annual data collection exer-
cise, the WLA identified a select range of
KPIs for WLA Lottery Members and a
separate, select range of KPIs for WLA
Associate Members. Two independent
sets of data were thus collected. Both sets
of data were collected by means of a
questionnaire.
For WLA Lottery Members, the KPIs
chosen included baseline metrics such as:
– Sales figures.These were collected
both in toto and across the following
categories of games: draw-based
(numbers) games; instant tickets;
sports games (pari-mutuel); sports
games (fixed odds); and all other
sales (VLTs etc). For the game
categories of draw-based games,
instant tickets, sports games
(pari-mutuel), and sports games
(fixed odds), the reported figures
are gross figures. For the game
category of all other sales (VLTs
etc), the reported figures are net
(sales – prizes) figures.
– Money for good causes. Figures for
mandatory money for society
were collected both in toto and
across the following categories of
good causes: education; culture;
social activities; sport; other good
causes; and money to treasury.
For WLA Associate Members, the select-
ed KPIs included:
– Contact details, including the names
of key personnel.
– Descriptions of products and
services. WLA Associate Members
were asked to nominate their key
product offerings and business
services for the benefit of the wider
WLA membership.
– Financial metrics,7 such as
net revenue, operating income,
EBITDA,8 and net income.
A detailed description of the KPIs col-
lected for WLA Lottery Members may be
found in Annex C on p.136.For WLA As-
sociate Members, the corresponding de-
scription of the KPIs collected may be
found in Annex D on p.141.
In requesting these KPIs from both WLA
Lottery Members and WLA Associate
Members, the WLA has been mindful of:
– The need to respect confidentiality.
For WLA Lottery Members, the
WLA has been careful to ask only
for KPIs lying in the public domain.
For WLA Associate Members,
financial information (where this
has been supplied) has been released
only either where permission has
been explicitly granted, or where the
information lies in the public
domain, or both.
– The need to avoid forward-looking
or safe harbor statements.The
WLA has collected only historic data
and has avoided asking for predic-
tions, projections, or other state-
ments that may be mistaken for fact.
– The desire to present both tradi-
tional KPIs (sales volume, money to
good causes, and so forth), plus a
range of non-traditional KPIs not
collected elsewhere, which yet bring
something new and valuable to
the wider WLA membership. For
instance, the WLA has collected
a KPI from the WLA Lottery
Members concerning age restrictions
on games, and whether they are
imposed by law, by the WLA Lottery
Member, or both.9
Data consolidation
Following collection of the data through
the annual data collection exercise, the
data was subject to rigorous quality con-
trol by the WLA at its Basel business of-
fice.10 The data was then collated, stan-
dardized, aggregated, and tabulated by
the WLA, and subject to descriptive sta-
tistical analysis. The resulting collection
of standardized, aggregated, and tabu-
lated data forms the basis for the present
report. In general, only data collected
from primary sources has been used in
the preparation of this volume.11 In sub-
7 Where applicable.
8 Earnings Before Interest, Taxes, Depreciation, and Amortization.
9 Knowledge of age restrictions on games is important for responsible
play initiatives and is among the information frequently requested
from the WLA by stakeholder organizations.
10 Explanatory and clarificatory footnotes are provided in the individual
entries for reporting WLA Lottery Members and WLA Associate
Members as and where necessary.
11 As noted in Footnote 10 on p. 9 (‘Executive Summary’), there is one
exception. Figures for the combined number of full-time employees for
the WLA Platinum Contributors have been obtained from the
WLA Platinum Contributors’ respective annual reports.

sequent editions of the GLDC, the WLA
may also exploit other resources.
With regards to standardization efforts,
all monetary figures are calculated in
USD and EUR using the World Bank of-
ficial exchange rate (local currency unit
per USD, period average) for 2013, as
noted below.12 For simplicity, no dis-
counting of monetary figures has oc-
curred to account for the time value of
money for the period 2012–2013.
Results
The GLDC represents the most detailed
and up to date repository of information
on WLA Lottery Members and WLA As-
sociate Members available from any
source. As previously headlined, the sur-
vey for 2014 provides data for 2013 and
2012 on 73 WLA Lottery Members and
32 WLA Associate Members, including
six WLA Contributors.The contributing
lotteries, which include seven of the
world’s eight largest lotteries, are domi-
ciled in 44 countries and territories span-
ning five geographic regions.The overall
response rate for the initial edition of the
GLDC was 48% for WLA Lottery Mem-
bers and 47% for WLA Associate Mem-
bers. In 2013,WLA Lottery Members had
sales of USD 188.6 billion and returned
USD 51.9 billion to society in support of
good causes. The WLA Platinum Con-
tributors had 2013 sales in excess of USD
7.8 billion and employed more than
19,500 people full-time worldwide in
2013.
Beyond the headline results reported
above and in the executive summary, the
main body of this volume comprises in-
dividual entries on each of the 73 report-
ing WLA Lottery Members and 32 re-
porting WLA Associate Members. For
each of the reporting WLA Lottery
Members, their individual entry details:
– Contact information.
– A brief description of the lottery.
– Consolidated sales figures broken
down across the five game categories
of draw-based games; instant
tickets; sports games (pari-mutuel);
sports games (fixed odds); and all
other sales (VLTs etc).
– The total amount of money col-
lected through mandatory payments
by lotteries to society, broken
down13 across the six good cause
categories of education; culture;
social activities; sport; other good
causes; and money to treasury.
– Presence in social media channels;
and
– Other lottery data, such as the
number of full-time employees.
For each of the reporting WLA Associate
Members, their individual entry details:
– Contact information, including the
names of key personnel.
– Information about the company’s
structure, including key subsidiaries.
– Financial metrics (where applicable).
– Operational information, including
regional presence and description
of the organization’s key products
and services.
– Presence in social media channels;
and
– Other supplier data, such as key
dates in the organization’s history.

The GLDC was inspired by the existing
ELISE report published by the European
State Lotteries and Toto Association
(EL).14
Looking forward
The WLA is pleased to announce that it
intends to publish the GLDC on an an-
nual basis from 2014 onwards. For 2015,
theannualdatacollectionexerciseshould
begin for WLA Associate Members in
February/March, and in April/May for
WLA Lottery Members. The GLDC for
2015 should appear in the last quarter of
next year.
Looking forward, a key goal is to increase
the participation rates of both WLA Lot-
tery Members and WLA Associate Mem-
bers in the GLDC, until such time as we
are in a position where we collect and
publish data from 100% of the WLA
membership on a regular basis. Once we
have attained a truly global level of cover-
age, the GLDC will comprehensively
meet the demands of stakeholders for ac-
curate, in-depth, and timely data on the
state of the global lottery industry.

than USD have been converted into EUR and USD using the the
World Bank official exchange rate (local currency unit per USD, period
average) for 2013. Official exchange rate refers to the exchange rate
determined by national authorities or to the rate determined in the
legally sanctioned exchange market. It is calculated as an annual average

14 European Lotteries Information Sharing Extended (ELISE). From
2007–2012, the EL ran a data collection exercise known as ELISE. Briefly,
the EL collected 39 KPIs from all of its members via a questionnaire.
The data was quality tested by a group of lottery experts and then collated
and tabulated by the EL.The resulting reports presented aggregated
data and were distributed to the EL membership at large. The ELISE
reports enabled the various stakeholders to make aggregated statements
about the then-current state of the lottery industry in Europe, and
permitted benchmarking by member lotteries. The most recent edition of
the ELISE report is European Lotteries’ report on lotteries in the EU and
in Europe in 2011, Lausanne, Switzerland, May 2012.

n October 1945, immediately after
the war, the government began sell-
ing lottery tickets under the name
Takara-kuji (literally, “fortune” or “trea-
sure” lottery in Japanese). In 1946, local
and municipal governments were al-
lowed to organize Takara-kuji lotteries,
and in 1954 when the national govern-
ment abandoned the lottery, these be-
came the sole organizing bodies for Taka-
ra-kuji lotteries. Since their inception,
Takara-kuji lotteries have grown with the
country and have gained fans through-
out society. Lottery profit have become
an important part of local and municipal
government budgets, funding public
works as well as supporting the arts and
