On November 21, 1983 and July 31, 1986 Colin Pitchfork raped and murdered two girls in Narborough, Leicestershire. Lynda Mann, who was 15 years old left her home one evening to visit her friend’s house and did not return. The next morning she was found on a deserted footpath known locally as the black pad raped and murdered. Taken from the crime scene, semen found was later tested which shown the person had type A blood. On July 31, 1986 Dawn Ashworth, 15 years old took a shortcut instead of taking her normal route home, two days later was found in a wooded area near a footpath called ten pound lane raped and murdered. In the same position as Lynda Mann, a semen sample was taken from Dawn and tested. The modus operandi matched that of the first attack, and semen samples revealed the same blood type. The first criminal caught using DNA fingerprinting (England), using the DNA profiling method published in 1985 by Sir Alec Jeffrey’s. Richard Buckland became the first person in the world to be exonerated of murder through the use of DNA profiling.

Advances in supercomputers have come at a steady pace over the past 20 years. The next milestone is to build an Exascale computer however this requires not only speed improvement but also significant enhancements for energy efficiency and massive parallelism. This paper examines technological progress of supercomputer development to identify the innovative potential of three leading technology paths toward Exascale development: hybrid system, multicore system and manycore system. Performance measurement and rate of change calculation were made by technology forecasting using data envelopment analysis (TFDEA.) The results indicate that the current level of technology and rate of progress can achieve Exascale performance between early 2021 and late 2022 as either hybrid systems or manycore systems. As a predictive application of data envelopment analysis (DEA), technology forecasting using DEA (TFDEA) measures the rate of frontier shift by which the arrival of future technologies can be estimated. However, it is well known that DEA and therefore TFDEA may suffer from the issue of infeasible super-efficiency especially under the condition of variable returns to scale (VRS). This study develops an extended TFDEA model based on the modified super-efficiency model proposed by Cook, et al. [1] which has the benefit of yielding radial super-efficiency scores equivalent to those obtained from the original super-efficiency model [2] when feasibility is present. The previously published application of liquid crystal displays (LCD) [3] is revisited to illustrate the use of the new model. The results show the proposed approach makes a reasonable forecast for formerly infeasible targets as well as a consistent forecast for feasible targets.

Even though they may have drugs in their vehicle, most people still consent to the search. If they refuse to consent, then I usually call for a drug dog. Essentially, it attempts to reduce the availabili- ty of illicit drugs to the general public and penalize the producers, distributors, and users of illicit drugs. This chapter will examine the principal strategies devised to accomplish these goals, including pro- grams aimed at crop eradication, the control of pre- cursor chemicals, efforts at interdiction of illicit drugs at our borders, the use of undercover operations, the use of asset forfeiture, punishments for those possess- ing or trafficking in illicit drugs, and the establish- ment of drug courts. Law enforcement has always been, and remains, the predominant method of waging the “war on drugs” at the federal, state, and local levels. Of the billions of dollars spent, most of the money is spent on drug-law enforcement (Figure 6.1). A key goal of drug-law enforcement is to control the supply of illic- it drugs by interrupting the source, transit, distribu- tion, and eventual purchase of drugs. Therefore, it is useful to examine drug-law enforcement in terms of four major activities: (1) source control, (2) interdic- tion, (3) street-level enforcement, and (4) the correc- tional system. International Cooperation International cooperation is a critical component of counter-narcotics operations. Because most illicit drugs available in the United States are smuggled in from other areas, collaboration on an international level is essential for decreasing foreign drug production in and transportation from these areas to the United States. International cooperation consists of participating with international organizations that combat illicit drug trafficking and working with individual countries where illicit drugs are produced or trafficked. International Organizations United Nations Office on Drugs and Crime (UNODC) The United Nations U.N. Office on Drugs and Crime (UNODC) is the primary component of the United Nations that deals with counter-narcotics issues. UNODC “is mandated to assist Member States in their struggle against illicit drugs, crime and terrorism” (UNODC). In the counter-narcotics arena, it provides technical assistance as well as analysis on the global illicit drug trade. UNODC has three program areas related to counter-narcotics: · Field-based technical cooperation projects to enhance the capacity of Member States to counteract illicit drugs, crime and terrorism · Research and analytical work to increase knowledge and understanding of drugs and crime issues and expand the evidence base for policy and operational decisions · Normative work to assist States in the ratification and implementation of the relevant international treaties, the development of domestic legislation on drugs, crime and terrorism, and the provision of secretariat and substantive services to the treaty-based and governing bodies (UNODC) INTERPOL INTERPOL is an international police organization that works with police agencies from member countries to combat counter-narcotics trafficking. The mission of INTERPOL is straightforward: “Preventing and fighting crime through enhanced international police cooperation” (INTERPOL). The organization operates 24 hours a day to provide information exchange and immediate response to security issues. The United States has a designated contact office in Washington, DC, that houses representatives from over U.S. 20 agencies; requests for INTERPOL assistance are made through this office (INTERPOL). Multilateral and Bilateral Cooperation The United States engages in cooperative efforts with countries involved in illicit drug production and trafficking. These efforts range from diplomatic to foreign aid to law enforcement training to joint operations. U.S. counter-narcotics efforts include assistance to countries to improve the economic and political situations that facilitate drug trafficking. This includes improving the effectiveness judicial, legal, and law enforcement institutions as well as training for law enforcement on effectively carrying out counter-narcotics operations through intelligence collection and analysis strategies as well as technical methods.
