OVERVIEW OF INDIAN PESTICIDE SECTOR
More than 60 technical grade pesticide being manufactured
  indigenously by 125 producers .
large and medium scale enterprises (including about 10
  multinational companies) and more than 500 pesticide formulators
  spread over the country.
India is the 4thlargest producer of agrochemicals after USA, Japan
  and China.
The per hectare consumption of pesticide is low in India at 381
  grams when compared to the world average of 500 grams
The production of Indian pesticides industry is 85,000 MT during
 year 08-09.
Size of the Indian pesticide industry was estimated at Rs.98 bn for
 2008, including exports of Rs.48 bn.

PESTICIDE MANAGEMENT BILL


• Came on 24th April 2008.
• To regulate the import , export
  , manufacture, sell, transport, distribution and quality and use
  of pesticide to :-
1. Control pests
2. Ensure availability of quality pesticides
3. Allow use after efficacy and safety test
4. Awareness regarding safe and judicious use.

SPURIOUS PESTICIDES

• Inferior formulations which fail to kill pest and cause
  damage to crops.
• May not contain any plant protection ingredient.
• 40% pesticides used in India are spurious.
• Out of the total Rs. 7000 crore market, spurious pesticides
  account for Rs. 3000 crore.
• Mostly used in Bihar, West Bangal and Orissa.
• Manufactured mainly in Haryana and Delhi.
• Example – Sandhya Organics and Sabero Organics Gujrat

ENDOSULFAN:To ban or not to ban

•     High use due to cheapness and easy availability.
•     Issues of concern:
          nerve damage,
          polluting environment,
          Residual effect more in living organisms.
•     Banned in 80 countries including EU,Australia and USA.
•     Banned in Kerala since 2005: Ill effects of use in cashew
      plantation in Kasargod,resulted in 500 deaths and health
      problems.

• Ill effects have not been reported from other parts of India.
• India was the largest user of endosulfan.
• On 14th May 2011,countrywide ban on manufacture,sale and
  use of endosulfan.
• On 6th August 2011,Supreme Court refused to lift its 3 month
  ban on the pesticide.

Patent issues
• Neem patent controversy: Neem used in India for complicated for
  ages but no patent issued on products and processes related.

• Generic Pesticides are used more in India than patented pesticides.

• Patents can be marketed in India but can’t be exported.

• 6 patented products marketed in India:
  Thiomethoxam(Syngenta),                Spinosad(Denosil)
, Imidacloprid(Bayer)
  Sulfosulphonyl(Monsanto), Clodinatop(Syngenta)
  Indoxacarb(Dupont),

OVERVIEW OF INDIAN PESTICIDE SECTOR More than 60 technical grade pesticide being manufactured indigenously by 125 producers . large and medium scale enterprises (including about 10 multinational companies) and more than 500 pesticide formulators spread over the country. India is the 4thlargest producer of agrochemicals after USA, Japan and China. The per hectare consumption of pesticide is low in India at 381 grams when compared to the world average of 500 grams The production of Indian pesticides industry is 85,000 MT during year 08-09. Size of the Indian pesticide industry was estimated at Rs.98 bn for 2008, including exports of Rs.48 bn. 4

  • 12. PESTICIDE MANAGEMENT BILL • Came on 24th April 2008. • To regulate the import , export , manufacture, sell, transport, distribution and quality and use of pesticide to :- 1. Control pests 2. SPURIOUS PESTICIDES • Inferior formulations which fail to kill pest and cause damage to crops. • May not contain any plant protection ingredient. • 40% pesticides used in India are spurious. • Out of the total Rs. 7000 crore market, spurious pesticides account for Rs. 3000 crore. • Mostly used in Bihar, West Bangal and Orissa. • Manufactured mainly in Haryana and Delhi. • Example – Sandhya Organics and Sabero Organics Gujrat Ltd. financialexpress.com 14

ENDOSULFAN:To ban or not to ban • High use due to cheapness and easy availability. • Issues of concern: nerve damage, polluting environment, Residual effect more in living organisms. • Banned in 80 countries including EU,Australia and USA. • Banned in Kerala since 2005: Ill effects of use in cashew plantation in Kasargod,resulted in 500 deaths and health problems. greencleanguide.com 18
  • 19. • Ill effects have not been reported from other parts of India. • India was the largest user of endosulfan. • On 14th May 2011,countrywide ban on manufacture,sale and use of endosulfan. • On 6th August 2011,Supreme Court refused to lift its 3 month ban on the pesticide. 19

Patent issues • Neem patent controversy: Neem used in India for complicated for ages but no patent issued on products and processes related. • Generic Pesticides are used more in India than patented pesticides. • Patents can be marketed in India but can’t be exported. • 6 patented products marketed in India: Thiomethoxam(Syngenta), Spinosad(Denosil) , Imidacloprid(Bayer) Sulfosulphonyl(Monsanto), Clodinatop(Syngenta) Indoxacarb(Dupont), 20
