1. SCOPE OF WORK and TERMS AND CONDITIONS
For procurement of All In One (AIO) PCs
(THIS DOCUMENT IS MEANT FOR THE EXCLUSIVE PURPOSE OF BIDDING AGAINST THIS
SPECIFICATION AND SHALL NOT BE TRANSFERRED, REPRODUCED OR OTHERWISE USED
FOR PURPOSES OTHER THAN FOR WHICH IT IS SPECIFICALLY ISSUED)
This document dulysigned Bidder shallbe submitted with the Bid as a token of acceptance
of all the conditions by Bidder
2. 1. Introduction NTPC Ltd., (Hereinafter referred to as NTPC or Owner) is a Public Sector
Power utility of the Government of India. The Intent of the specification is
to facilitate procurement of Personal Computers having uniform Technical
parameters that are aligned to implementation of Enterprise wide facility
Management of IT assets over a period of time.
In order to meet the requirement of PCs, NTPC plans to procure the
material for its unit located at the Vindhyachal Super Thermal Power
Station (VSTPS), Singrauli [M.P.] 486885. Material shall be covered under
the scope of this specification with Comprehensive on site warranty for a
total period of 5 Years. All the material shall be covered under
comprehensive onsite maintenance for the entire period with break fix
services guaranteed by bidder in line with the requirement of this
document. A suitable certificate to confirm compliance in line with this
stipulation shall be submitted along with each bid in response to this
document.
This specification is meant for entering into a Contract by NTPC with
prospective bidders and provides for Design, Manufacture, Supply, Inland
Transportation, Transit Insurance, Local delivery, Installation, Testing,
Commissioning and handing over, Documentation, Warranty of Systems
(Personal Computers) for Five years and any related items as per terms of
this document.
NTPC invites bids in respect of the system to be supplied as set forth in the
technical specifications. The bids shall be prepared and submitted in
accordance with the provisions in the bidding document. Failure to submit
the bids in accordance with provisions in the bidding document is likely to
result in bid becoming liable for rejection.
This document contains Scope of work, Technical Specifications
for the material to be supplied, Conditions of contract and Bill of Quantity
(BOQ) as per bid Proposal Sheet.
This document is meant for the exclusive purpose of bidding against this
specification and shall not be transferred, reproduced or otherwise used
for purpose other than for which it is specifically issued.
2.0 Scope of
Work
2.1.1 This specification provides for Design, Manufacture, Supply, Inland
Transportation, Transit Insurance, Local delivery, Installation, Testing,
Commissioning and handing over, Documentation and five Years
Warranty of Personal Computers (PCs).
The bidder shall alsoprovide all other hardware& software items that
may be required tofulfill the requirements of the specifications / scope
of supply atno extra costto the owner. These shallbe listedseparately
by the bidder in his bid.,
Data migration /configuration services after installation, as applicable.
3. 2.1.2 a) Under supply and Installation Portion
i) Supply of Material (H/W and S/W) as indicated in Bill of Quantities
(BOQ)
ii) Installation of the supplied Material (H/W + S/W)
Apartfrom loadingof OS, allDriversand SuppliedSoftware, the vendor
also needs to do services such as Data migration, configuration
Services such as LAN setting & IP address configuration, loading the
antivirus agent, SAP client, ADS configuration, loading of drivers /
configuration of existing peripherals which are connected to the PC,
etc.
b) Under Warranty
i) Onsite comprehensive maintenance and break fix services during
Warranty period of five years after successful installation and handing
over.
ii) In case of PC breakdown / re-installation apart from attending to
hardware problems, all activities mentioned at Clause 2.1.2 a(ii) above
needs to be done during warranty.
Bidder is required to post one site engineer during warranty (from the
date of handing over until completion of warranty) period at NTPC
VSTPS on all workingdays from 08.30AMto5:30 PM or / andas per the
directions of Engineer In Charge(EIC)andshouldnotleavesite without
permission of EIC.
The residentengineer shouldbea graduate/3 yrs. diplomawith 2 years
of experience in maintenance of PCs and will be deployed post
assessment by EIC.
NTPC VSTPS may provide bachelor accommodation on chargeable
basis at the prevailing rates, terms and conditions subject to
availability.
2.1.3 On Site Warranty and related services as defined in this document, for a
period of 5 (Five) years after successful installation and handing over.
It is to be noted that the Warranty shall be comprehensive in nature.
The hardwareandsoftwareitems shallbeasdetailed in thespecification
and / or as agreed upon.
3.0 Facilities

specifications including data requirement sheets. Incomplete
information may lead to the rejection of the bid. Amongst other things, the

operating temperature, humidity, dust level, power requirement,
electrical grounding, if required, (refer clause 5).
(b) Hardware: Comprehensive write-up on features of H/W
system/subsystems (Clause 6). The comprehensive write-up must
include all the items of H/W including the country of origin. It must be
ensuredthat the items of sub-assemblyand componentsoffered are of
reputed makes complying with latest Industry Standards.
(c)Software: Comprehensive write-up on features of various software
and utilities in this bid.

The bidder shall furnish along with his offer a list of the facilities and the
other necessities required by him, if any, for site preparation etc. The bidder
shall be fully responsible for unpacking,uncrating,inspection,
unloading,handling,storage at site, testing, installation and
commissioning of the equipment including cabling etc. for which the
owner shall provide the required space at his premises. The bidder shall
have to arrange on his own all test equipment and tools required for
maintenance of equipment supplied .

8.1
The bidder shall provide all hardware & software items that may be
required to fulfil the requirements of the specifications/scope of supply at
no extra cost to the Owner. These shall be listed separately by the
bidder in his bid. In this context attentionof bidders is invited to clause
2 Scope of work.
All the software must be provided with latest versions and from the original
source and should be licensed.
Source of software products should be specified in case of third party
software. The bidder shall attach a copy of software license/distributor ship
license for the supply of such products. The bidder shall indemnify the
Owner for any possible damage due to copyright violation, if any.

Certification relating to warranty services:
OEMโs account managers shall furnish certificates in respect of Desktop PCs
and related items that all Materials offered against this bid document shall
have 5 (Five) years Comprehensive Onsite warranty and all the support
services are backed by OEM to meet the SLAs (Service Level Agreement)
defined in this bid document.
6. 8.3 Requiremen

provider
during
currency of
contract
Services for warranty shall be delivered directly by the successful Bidder. In
case the bidder is an OEM, the OEM may opt for delivery of these services
through suitable service provider(s) working in the same area.
Choice of service provider(s) shall be subject to acceptance and clearance by
owner. This acceptance shall be based on relevant information by OEM in
respect of service provider to establish competency and capability of the
providers to deliver the required services at ownerโs location(s). Following
information w.r.t. service providers shall be required to be furnished:
a) Service set up in the country
(b) Methodology for support: A detailed write up indicating the details
of service delivery set-up,number of personneldeployed and system of
fault attendance/part replacement and call logging etc. shall be
furnished in respect of the proposed service provider.
Owner reserves the right to accept or call for a change of service
delivery providerprior to award. Further,duringthe courseof contract,
in case of performance of the provider not being found to the
satisfaction of owner, a change of service delivery provider shall be
sought. Contractor shall be obliged to offer services through alternate
provider, subject to clearance by owner.
8.4
Service
Delivery
The supplier is required to maintain following system for logging the
complaints:
1.An on-line complaint logging and monitoring system
2. Email ID
3.Phone number
Owner may register the complaints on any of the above / all of above
options in the sequence of it is mentioned. It would the responsibility of
the posted site engineer to log, coordinate and resolve the overall
complaint management.
9.0 Inspection
and testing
Inspection and functional checks of all the PCs shall be carried out after
delivery at NTPC Vindhyachal site. Each item of the equipment shall be
thoroughly inspected by the bidder for the correctness and adherence
to technical specification as per the tender document before despatch
to the owner
10.0 Delivery Delivery within 2 months from the date of specific letter of award /
Purchase order.
7. 11.0 Installation The system is required to be successfully installed, commissioned and
handed over to the owner within next one month of delivery.
12.0 Payment
Terms i) 70% of the PO value shall be released within 30 days after successful
installation and handing over to the owner (as per Clause 11) of all the
materials supplied under this contract.
ii) 30% of the PO value shall be released in equal instalments in 20
quarters to cover the 5 years comprehensive warranty.
v) Final instalments payment shall be released after the expiry of Defect
Liability Period.
iii) No additional BG shall be submitted by the bidder to cover the
performance guarantee.
iv) No Security deposits shallbe recovered from any runningbill during
the contract period.

a)Rs.7,00,000/-shallbe released after fulfilment of clause 10.2(i) above.
b)Rs. 3,00,000/- shall be released in 20 [5 years x 4 quarters] equal
quartersi.e Rs. 15,000/- at the end of each quartersafter submission of
PM report along with invoice.
13.0 ON site
Warranty
All Materials offered against this bid document shall have 5 years
comprehensive onsite warranty. All the support services for the
Desktop Computers shall be backed by OEM to meet the Service level
agreements (SLAs) defined in this bid document
Successful bidder shall provide Five years comprehensive OEM on-site
warranty for all components (H/W and OS as the case may be) supplie d
including reloading and reconfiguration of OS if required. Warranty
Certificate confirming 5 years comprehensive onsite warranty from OEM in
respect of Personal computer systems shall be submitted.
In addition, relevant certificates from OEM of the third party products shall
also be submitted if applicable.
13.1 It will be the responsibility of the bidder to maintain and support the system
fully, to provide all supplies of spares and services including software
support (for supplied s/w such as OS) and help to users for virus protection
(owner provisioned if any) and Windows for maintaining the systems
availability.
13.2 The vendor to supply latest patches for OS and during the period of
warranty any upgrades or patches released by the OEM for the OS should be
installed on the supplied machines by the bidder within a period of one
month from the date of release without any cost to the owner.
8. 13.3 Additional OEM Support
Offered equipment should be supported by the respective
Manufacturers / OEM. The manufacturer must also be able to provide
telephonic (from within India) and e-mail support directly or through sales
& service provider to NTPC. The manufacturer(s) or their sales/support
provider must have own support infrastructure, including spares depots,
in India. The level of support provided must be to the satisfaction of
Owner.
The support available from the manufacturer must include the ability
to accept maintenance calls on all working days from Monday to
Saturday 8:30AM to 5:30PM; the ability to assign a case ID immediately on
receipt of call; the ability to respond within one business day commencing
from the time of notification.
The manufacturer must be able to establish a single point of contact for all
maintenance calls and provide comprehensive technical support. The direct
support from the manufacturer is in addition to the support required
from the bidder and does not relieve the bidder from any
service/support obligations.
13.4 At the time of closure of the contract, all the system has to be handed over
to NTPC in working condition
14.0
Response
Time and
Complaints
Redressal
Response time (time from placement of the call to the service engineer
attending the machine) shall not exceed 24 hours.
Intervening holidays shall not be counted for arriving at response time. Calls
shall be loggedon all working days from Monday to Saturday 8:30AM
to 5:30PM.
Resolution shall have to be ensured within 48 hours in addition to Response
time indicated above.
Any failure to resolve the complaint will make the supplier to provide a
standby system (Refer Clause 14.5) of an equivalent or better configuration
for a period till the complaint is resolved and original system restored.
Faulty system shall be allowed to be taken by supplier only on provisioning
of the standby system
Engineer-in-charge at his discretion may retain the replaced system in
case of failure on part of the supplier to return the faulty system duly
rectified within 15 days.
Any non-compliance to these stipulations may result in non-
performance of the contract or risk purchase proceedings being
initiated by owner. Details relating to uptime calculation and applicable
deductions are brought out in cl 13.
9. 14.1 Availability and Deductions:
These availability requirements are associated with non-performance
deduction so as to ensure the desired uptime availability and delivery of
service to NTPC. These availability requirements shall remain effective
during warranty period. Penalty will be levied as following
(a)If any system is underbreakdown andbidder is unableto replace the
same within 2 weeks, a penalty shallbe levied @100/- per day subject to
maximum of Rs. 2000/-.
(b)If any complaint is not being attended by the bidder as per the given
time frame, apenalty shallbelevied @100/-per day subjectto maximum
of Rs. 2000/-.
(c) If any sparesis not being maintained by the bidder, a penalty shallbe
levied @100/- perday subject to maximum of Rs. 1000/-orcost of spares
whichever is higher.
Bidder will maintain the logs/recordsfor each service provided and shall
provide necessary reports to ascertain the service levels and calculate
the non - availability deduction. The logs/records shall be submitted on
quarterly basis and the downtime deductions if any shall be arrived at
on quarterly basis.
14.2
Repeated breakdown of the system for more than 5 occasions consecutively
on account of the same problem can call for a replacement of the system.
15.0 Corrective
Maintenanc
e Services
Corrective Maintenance required due to system going down due to H/W,
S/W and configuration issues. The system shall be considered to be down if
any portion of the system or subsystem H/W or S/W is not functioning
satisfactorily.
10. 15.1 Replacement of defective parts of alltypes including Hard Disk Drives,
Display Devices, Plastic Parts, Motherboard , RAM modules ,SMPS ,
Keyboard, mouse with mouse pad , Rechargeable batteries (on the
motherboard), power cables , data cables (connecting the PC units ) etc .is in
the scope of warranty.
15.2 Defective parts (except HDD) shall be returned to supplier on recipe of
replacement. However, Owner reserves the right to retain the Defective
media of the
HDD in the interest of data security. As such, in the event of HDD
replacement supplier shall replace the defective HDD with new HDD without
taking back the faulty HDD.
Accordingly necessary certification in the Call Reportshallbe Provided
/ submitted by OEM/Supplier.
16.0 General
System and
Support General Help in systems reconfiguration, OS & S/W package installations,
System Problems, optimization, set-up, partitioning, formatting,
interconnections, and help in data recovery etc. Since the OS is an integral
part of the system, it shallbe ensuredthat allthe relevant patchesand
latest service packs are available for installation on the supplied machines.
During warranty period any upgrades or patches released by the OEM for
the OS should be installed on the supplied machines by the bidder within a
period of one month from the date of release without any cost to the
owner.
17.0 Standby
system If the system/peripherals are not rectified within the resolution time
specified then a stand-by system / peripherals shall be provided by the
bidder. The standby system / peripheral shall be of a quality / configuration
which is better than or equal to the Quality /configuration of the
material that could not be repaired.
The decision of Engineer in charge on acceptability of system shall be final
and binding.
18.0 Stock/Spare

The following spares of supplied item shallow be stocked at ownerโs
site (IT department)toprovide immediate replacementof faulty parts-

bidder and owner depends upon the complaint volumes and need of
spares.
The service engineer has to log a complaint for replacement of the
faulty parts; Complaint shall remain open till the part used from the
spares is replaced with the new one
19.0 Software
Patches
It will have to be ensured that all software (OS & applications) supplied is
licensed and includes supply of all patches, updates, and bug-fixes during
the warranty period.
20.0 Preventive
Maintenanc
e Regular Preventive Maintenance with a frequency of not less than once per
half year shall be provided by the bidder during the Warranty period.
โPreventive Maintenanceโ covers generalhealth check of the system,
cleaning/removal of dust etc. (Inside Cabinet, CD/DVD Drive), Healthiness of
Internal Interconnecting Cables, Verification/Installation of Latest OS
Patches, Running Diagnostic Tools/Software, OS Parameter Tuning and any
other activity which may be deemed fit.
21.0 Breakdown

In case of any breakdown, the vendorโs personnel have to attend
thecomplaint immediately, if it is reported in the official hour. The
complaints registered during off duty hour have to be attended
immediately after commencement of the next duty hour.
But in case of exigency or breakdown of critical equipment, has to be
attended beyond official hour and even in Sundays and holidays at no
extra cost to the owner.
22.0
SPECIAL
CONDITONS:
Partitioning
of harddisk
In certain cases the HDD may have to be partitioned if required and the
same shall have to be ensured by the supplier as a part of service process.
23.0 No deviation
NTPC will receive bids as set forth in the bid document. The bids shall be
prepared and submitted in accordance with the instructions in bid
document. Otherwise, the bids shall be liable for rejection.

Evaluation
and
comparasio
n of Bids
Evaluation of bids shall be carried out on the basis of Technical and
commercial bid and the Price Bid submitted by the bidder.
During the course of Detailed technical evaluation, owner shall examine the
bids to determine whether they are complete, whether required
guarantees have been furnished, whether document have been properly
submitted duly signed and whether bids are generally in order. Material
deficiencies in the bid may render the bid as non- responsive and lead to
rejection of the bid.
The technical Part i.e Technical Bid and qualifying requirements (QR) shall
be examined and evaluated first to arrive at the acceptance of this part.
All such bids that are considered acceptable shall be considered as
responsive.
Detailed Technical evaluation will be carried out to determine as to whether
technical aspects are in accordance with the requirements set forth in this
document.
Ownerโs determination of responsiveness will be based on contents of the
bid itself and any written clarifications, submitted by the bidder, if
sought for by Owner.
The bids meeting the QR and technical specifications shall only be construed
as qualified bid and only such bids shall be taken up for further evaluation
and comparison.
The purchaser will evaluate and compare bids previously determined to be
substantially responsive.
25.0 Other terms

conditions All other terms and conditions shall be as per GCC of NTPC.
