Constitution of Indonesia mandated the Government to 
seek and organize a national education system which 
enhances faith, devotion to Almighty God, and noble 
character... 
Higher education as part of the national education 
system has a strategic role in educating the nation and 
advance science and technology... 
To enhance the nation's competitiveness in the face of 
globalization, it is required higher education that are 
able to develop science and technology and to produce 
intellectuals, scientists, and/or professional…

 Increase collaboration in education, culture, 
research, science, and technology 
 Organize and facilitate Indonesia language and

Community Learning Center (CLC) 
 Community Learning Centre (CLC) is a model of provision 
of massive education services for Indonesian children 
whose parents are working as migrant workers in Sabah, 
Malaysia. 
 Most of them work at palm oil plantations in Sabah. 
 Their contribution to the development of palm oil Industries 
in Sabah could not be denied since almost 80 % of 
458,243 Indonesian workers registered at Consulate 
General Republic of Indonesia, Kinabalu City. 
 It estimated double of the total numbers unregistered, are 
employed by palm oil plantations and it is estimated that 
30,000 of 53,000 children of their school age still can not 
enjoy education.

To give clear understanding of the main 
objectives of CLS are as follows: 
 Provide free access of primary education to Indonesian 
children whose parents are working as migrant workers; 
 Equip the students vocational life skills whose resources are 
from local content; 
 Build sense of nationalism and culture among the students; 
 Motivate the workers the importance of education for their 
children to alter the paradigm of their lives as migrants 
workers; 
 Repatriate them to their hometown to continue their study 
after they graduate from secondary education so that the 
underage employment and exploitation can be significantly 
reduced; 
 Elevate and cut off the chain of poverty happening to 
Indonesian children living in Sabah, especially in palm oil 
plantations;

 The “2004 annual consultation meeting” came to the 
mutual agreement. 
 Both countries agreed to establish massive education 
services for Indonesian children in Sabah as part of 
global commitment to succeed education for all. 
 The format of sustainable education service 
implemented is Community Learning Centre (CLC) 
based and delivery of teachers from Indonesia to 
support the continuity of CLCs and other educational 
institutions where Indonesian students learn.

Regulation for Foreign Higher Education (Law No. 12/2014) 
 Foreign university that have been accredited and/or 
recognized in the country, can hold higher education in 
Indonesia. 
 The government defines an area, type, and courses can be 
held foreign university. 
Foreign education providers are required to : 
 collabore with the Indonesian universities by the 
government permission 
 principle non-profit 
 recruit lecturer and university staff from a citizen of 
Indonesia 
 support the national interests. 
 Further provisions concerning foreign higher education 
(university) are regulated by the ministerial decree.

Higher Education Figure 
 There are 100 state universities (in the form of universities, 
colleges, academy, polytechnic) and 3,078 private universities 
from Aceh to Papua. 
 Private universities can accommodate 2,3 m students or by 
72 %, the state universities can only accommodate 0,9 m 
students (20 %). The number of lecturers at private 
universities reach 122 thousand people or 50 % of the total 
number of lecturers. 
 National Enrollment Test for Entering State University 
(SBMPTN) 2014 showed that from 664,509 registered 
participants only 15% (104,862) were accepted to enroll 63 
state universities.

Community Learning Center (CLC)  Community Learning Centre (CLC) is a model of provision of massive education services for Indonesian children whose parents are working as migrant workers in Sabah, Malaysia.  Most of them work at palm oil plantations in Sabah.  Their contribution to the development of palm oil Industries in Sabah could not be denied since almost 80 % of 458,243 Indonesian workers registered at Consulate General Republic of Indonesia, Kinabalu City.  It estimated double of the total numbers unregistered, are employed by palm oil plantations and it is estimated that 30,000 of 53,000 children of their school age still can not enjoy education. To give clear understanding of the main objectives of CLS are as follows:  Provide free access of primary education to Indonesian children whose parents are working as migrant workers;  Equip the students vocational life skills whose resources are from local content;  Build sense of nationalism and culture among the students;  Motivate the workers the importance of education for their children to alter the paradigm of their lives as migrants workers;  Repatriate them to their hometown to continue their study after they graduate from secondary education so that the underage employment and exploitation can be significantly reduced;  Elevate and cut off the chain of poverty happening to Indonesian children living in Sabah, especially in palm oil plantations; USM International Week 14-16 Oct. 2014
  • 9.  The “2004 annual consultation meeting” came to the mutual agreement.  Both countries agreed to establish massive education services for Indonesian children in Sabah as part of global commitment to succeed education for all.  The format of sustainable education service implemented is Community Learning Centre (CLC) based and delivery of teachers from Indonesia to support the continuity of CLCs and other educational institutions where Indonesian students learn. Higher Education Figure  There are 100 state universities (in the form of universities, colleges, academy, polytechnic) and 3,078 private universities from Aceh to Papua.  Private universities can accommodate 2,3 m students or by 72 %, the state universities can only accommodate 0,9 m students (20 %). The number of lecturers at private universities reach 122 thousand people or 50 % of the total number of lecturers.  National Enrollment Test for Entering State University (SBMPTN) 2014 showed that from 664,509 registered participants only 15% (104,862) were accepted to enroll 63 state universities. Moreover, the national constitution also give mandates that the govt. establish and conduct a national education system and promote national culture. The educational development is carried out with reference to national medium and long term development plan. Accordingly the ministry of education and culture has developed a strategic plan that focus on the establishment of community colleges, Quality assurance in higher education, implementation of the National Framework of Indonesia (KKNI) and distance education, and so on… Concerning to the strategic plan, strengthening education and culture collaboration with the foreign country such as Malaysia…
