Sectoral planning for marine renewable energy development in Scotland The Sectoral Plans, are driven by a legislative ‘sustainability appraisal’ framework which considersthe potential environmental, economic andsocial impactsof offshore renewable energy. Thisis underpinned by the need for compliance with European legislation:  Strategic Environmental Assessment (SEA) Directive.  EC Habitatsand BirdsDirectives.  Directive 92/43/EEC on the conservation of natural habitatsand wild fauna and flora  Directive 79/409/EEC on the conservation of wild birds ABSTRACT Sectoral planning is a keyelementin the Marine Scotland approach to ensuring thatthe developmentofmarinerenewables occurs in compliance with EU and domestic legislation,and provides a spatial basis for licensing and for any future leasing rounds. The sectoral planning process is described,emphasising the roles ofstakeholders and public consultation in developing Plans for adoption byMinisters. Summary Sectoral Planning aidsthe identification of zonesthat can be proposed for current and future development andhasbeen designed to complement andfit into thespatial plansfor Scottish waters.  The Plansare updated every two yearsto integrateadditional and more up-to-date information.  Consultation with stakeholdersis allowed for at every stage of the process.  Planning in thismanner andapplying the UK and Europeanlegislation directives during the processensures that the eventual sitescomply with regulations.  Adopted planswill form a spatial basisupon which futureleasingroundsfor commercial scale development areasundertaken by the Crown Estate can take place. Planningfor marinerenewablesisbeing addressed through a sectoral planning process. Sectoral Plans are intended to complement both the National and future Regional Marine Plans. Sectoral marine spatial planning supports the delivery of wave and tidal energy developments Draft Plan Options Uses the Crown Estate’s Marine Resource System (MaRS) to facilitateidentification of Areas of Search which are zonesof constraint and opportunity. .
