INTRODUCTION
CAV has a vision of increased public participation, expanded civil society space, stronger
community capacities and resilience combined with good governance and human rights
that lead to transformative change and enhanced mitigation capacities for women and the
youth to gain voice, the ability to influence, the power to negotiate and know the
constitutional provisions for access to information to effectively participate in the
processes of civic governance and leadership. We do this by training, sensitizing and
organizing communities for action through effective tools of Public Participation with focus
to agribusiness as a component of economic empowerment of the masses.
The project also seek to enhance the continent’s development by connecting the diaspora
to the continent and thecontinent to the diaspora. In a subset project dubbed “ADD YOUR
VOICE,” our focus is glued to the following project in line with the Africa Diaspora 6th
State;
i. Reparation
ii. Restitution
iii. PanAfrican Agency for Internships and scholarships
iv. Creating a web radio (Pan African Radio Station with broadcast system)
v. Voices of Africa and of the Diaspora
Through this project we objectively aim to strengthen Africa through diaspora and diaspora
through Africa.
365 Days of Civic Engagements is a project initiated by Centre for Africa volunteers - CAV
to promote democracy and model societies where women and children have a voice,
access to basic services and are empowered to engage in the negotiation table with duty
bearers in their respective countries while taking the bottom-up approach of civic and
economic development. The project also purpose to add the voice, efforts and expertise
of the Africa Diaspora in modeling political and socio-economic stability of the continent.
In implementing this project, CAV seeks to work with her Member- Volunteers, Field
Volunteers, Community Organizations, Development Partners and AfricanDiaspora.
This project is under piloting in Kenya with an aim of ensuring that women, existing
community structures and the youth are empowered to engage meaningfully in
developmental conversation with special focus on agribusiness and socio-economic
empowerment. This will be done with the sole purpose of enhancing democracy, national
values, civic responsibility, community philanthropy and positive patriotism and a thriving

continent where African Diaspora can play a part. Through this program, Africa shall also
involve community organizations in the online web-based advocacy programs to promote
and visualize their programs to the rest of the world.
365 Days of Civic Engagement in a sub-set project dubbed “Add Your Voice”, records and
amplify the Voice of the Diaspora and influential people in mainland Africa. We are
dedicated to strengthen Africa through the diaspora and diaspora through Africa.
The project is specifically aimed at increasing the capacities of and mechanisms for civil
society and elected representatives to fulfill their roles and responsibilities in a democratic
system more effectively while sensitizing leaders and Citizens to be Agents of Civic
Responsibility & Accountable Governance at local levels as we aim at raising PanAfrican
ideals. This will be achieved through a set of activities including developing a civic
education toolkit and then on that basis training civil society actors and supporting them
implement civic education actions at the grassroots. At the same time, as we connect the
African Diaspora with the continent, avail community projects in collaboration with
existing community organizations, governmental and non-governmental institutions
where they [diaspora] would be able to serve either as volunteers or work as
professionals.
On the same breath, the project also seeks to establish an Inter-Country, Inter-Continental
Forum for exchanging best practices in promoting democratic accountability at the local
level and enhancing cooperation between the diaspora, civil society actors and connecting
the diaspora with the continent through an elaborate exchange program.
In a rather unique intervention, CAVAFRICA seeks to model resilient communities in Africa
through education and sensitization to raise a civically empowered citizenry. We seek to
advance our voice, capture and project different voice of change in Africa through radio
broadcasting services.
PAN AFRICAN RADIO ADVOCACY PROGRAM
Socio-Political and economic oppression happen all around us daily, Africa in Diaspora
suffer the same fate. The case is not different in Brazil, in the Caribbean, in China, in Europe
and in the Middle East. People of the African Descent have been mistreated and they
continue to be mistreated and disrespected. CAVAFRICA in collaboration with African
Diaspora and the rest of the African Continent wish to establish a platform where the
plights of the black race will be published and made known to the world. Through the Pan
African radio station, we shall be able to educate Africans of their history, we shall be able
to liberate our people and we shall be able to appreciate ourselves.
In communities that for too long have been excluded from decision making and those that have
been marginalized, letting their voices be heard on local and international radio empowers and
mobilizes and is the key to positive social change. Examples come from all over the world. The
radio has influenced individuals and groups to successfully pressure governments make policy

changes regarding unprotected poor people and the marginalized. It is a powerful tool for
educating and informing communities on all aspects of life such as in Egypt and Israel, where
multilingual programs promote democracy, human rights, tolerance and acceptance through
news programs, discussions of current events and human rights issues, and entertainment.
The Pan African Radio will be instrumental in uniting the African Diaspora and people motherland
Africa
Through the Pan African Radio, listeners will hear people from their own community, countries
and fellow Africans from abroad make recommendations, to influenced better health, hygiene
and agricultural practices, as well as education policies. It will also brings about empowerment
by educating people on their domestic and public rights and encouraging communities to be
more open about socio-economic development.
The Pan African Radio will also provide a message of peace and refuge to victims of violence and
help to listeners in making informed choices about democracy. Phone-in programs reveal human
rights violations, political issues, and corruption and provide listeners with advice on how to act
in light of these situations. The Pan African Radio radio will also become a natural organizer and
contact point during emergencies and to meet community needs.

1.0 INTRODUCTION

and Web Fund Africa - WFA to promote democracy and model societies where women
and children have a voice, access to basic services and are empowered to engage in the
negotiation table with duty bearers in their respective countries while taking the bottom-
up approach of civic and economic development. In implementing this project, CAV seeks
to work with her Member- Volunteers, Field Volunteers, Community Organizations,
Development Partners and African Diaspora.
This project is under piloting in the 47 Kenyan Counties with an aim of ensuring that
women, existing community structures and the youth are empowered to engage

be done with the sole purpose of enhancing democracy, national values, civic
responsibility, community philanthropy and positive patriotism. Through this program,
CAV and Web Fund Africa shall also involve community organizations in the online web-
based advocacy programs to promote and visualize their programs to the rest of the
world.

grassroots. In the same line, elected representatives in the counties will also be trained.
The project also seeks to establish an Inter-Country Forum for exchanging best practices
in promoting democratic accountability at the local level and enhancing cooperation
between civil society actors and elected leaders. The Inter-Country Exchange Forum will
extend to the International Exchange Program where Volunteers and Community
members will get to learn and adopt best practices, advance the agenda of
PanAfricanism, African Unity and Formation of lobby groups in different countries in
Africa.

In a rather unique intervention of mobilizing and sensitizing communities for Civic Action,
it is planned that the project will hold “County Active Civic Citizenship Fair” in every
county (in- country regional administrative units). This will give citizens the opportunity to
air their voices openly as a mark for display of democracy exhibition – the process of
mobilizing commitment of leaders and citizens to democratic values and principles of
accountable governance. The assessment of democratic governance and accountability in
the 47 counties through a County Peer Review Mechanism (CPRM) and compilation of the
results in a national report shall crown interventions under the “365 Days of Civic
Engagement”- 2 year Project of Mobilizing Communities for Action.
2.0 Background of the Project
This action is designed to contribute to the enhancement of democratic processes,
accountable-governance, and access to information at the local levels in Kenya. Over the
years, Kenya has realized some significant milestones in strengthening democratic
governance. The promulgation of 2010 constitution that brought devolution of power
and resources to the local level is among the milestones Kenya has achieved since
independence.
Nevertheless, in spite of such gains, several challenges still stand in the way to
strengthening genuine democracy. The country is still struggling with corruption,
tribalism, nepotism, and negative ethnicity. There is no sound democracy because
political actors are still involved with ethnic and sectarian politics rather than engaging
and involving citizens in developmental agenda. With several limitations to realizing full-
blown democracy and accountability at the national level, there is a much larger
challenge at the local level. While the decentralised governance system adopted in 2010
envisions democracy, good governance and participation in decision making by local
citizens as core values, 10 years later, decentralisation has not been satisfactorily
utilised to strengthen good governance, widen democratic participation and to promote
democratic accountability at the local level. The state of affairs at the local level also as
established in a recent assessment confirms that citizen participation in the decision-
making beyond elections remains weak which also implies they are unable to monitor
their leaders and to demand for accountability. On the other hand, local government
leaders are continuously accused of failure to deliver on people’s needs and demands not
only in the delivery of services but also in information provision andaccountability.
Kenya, as indeed the rest of African countries, has many community groups, including
women groups, CBOs, Self Help Groups, FBOs, etc. These community groups have the
mandate of championing for civic action in different capacities. However, civil society
actors who are ideally expected to play the central role in the aggregation of citizen
interests and in promoting and monitoring democratic accountability have not been able
to adequately do so at the local level. This is partly due to the fact that, like other actors,
civil society, too, has not fully comprehended the tenets of good governance and
democratic accountability and particularly how these are to function within the
decentralised pluralistic system. This makes civil society less able to play an active and
effective role in promoting democracy at the local level, including a limited capacity to
conduct grassroots civic education, hence minimizing opportunities for educating citizens

on democratic governance. Democracy, good governance and accountability are
development priorities clearly stipulated in Kenya’s National Development Plan. These
concepts are also core values envisioned in the 2010 constitution and the
decentralization programme. Nevertheless, realizing genuine democracy, good
governance and accountability remains hampered by low levels of citizen participation,
inadequate civic education, limited levels of awareness and appreciation of democratic
principles by the leaders (and citizens) especially at the local level. Furthermore, there
are ineffective mechanisms for demanding and enforcing accountability. With these
shortcomings, important aspects of democracy remain weak and in some instances fully
missing and thus proving political and social risks of instability. Targeted initiatives in this
field are therefore crucially important first and foremost for deepening the
understanding and appreciation of democratic principles and processes among leaders
and local citizens. In addition, it is important to establish mechanisms for increased
citizen participation in the governance process if genuine democracy and development
are to be realized and sustained in Kenya.
With regard to civil society actors as well as government representatives, the limited
availability of reference materials, inadequate knowledge, and lack of opportunities for
networking and collaboration has limited the capacity to fulfil their mandate in
promoting democracy at the local level. This includes the failure to conduct effective
grassroots civic education. The activities proposed under this action will enable CSO
actors to gain deeper understanding and provide reference materials and mechanisms to
aid civil society in the promotion of democracy at the local level. At the citizen level, low
levels of civic education imply limited opportunities to learn about governance process
including the roles and responsibilities of leaders and citizens in a democratic system.
Coupled with the limited opportunities for interacting with leaders, effective political
participation becomes difficult on the citizens’ part.
The 365 Days of Civic Engagement & Organizing for Action programme aims to support
key governance priorities in Kenya’s development framework including among others a
credible system of representation and a vibrant civil society. In light of this,
strengthening mechanisms for democratic accountability as a foundation for good
governance is essential. The proposed action identifies actors who are central to
democracy, good governance and accountability, i.e., civil society actors, local leaders
and local citizens – and addresses existing gaps for them to be able to fulfil their functions
in democratic governance.
Through this action, civil society will be enabled to take up a more active role in local
level democracy promotion and increasing citizens’ capacity to participate in public and
governance affairs meaningfully. The addressed local leaders, including leaders of the
CSOs, opinion leaders will be capacitated to turn out as more effective representatives
of the people who uphold the values of pluralism, good governance and democratic
accountability in the conduct of their business. The local citizens will learn about the
democratic process and tools of public participation – including their roles and
responsibilities as well as getting opportunities to interface with and give feedback to
their leaders through public forums and community radios. In addition, other
interventions of the action such as a democracy assessments and formation of
networks will help to build a more vibrant civil society and provide a basis for more

informed interventions in promoting democracy at the local level. In sum, the action will
address the following specific problems:
1. A lack of capacity of civil society in working on and monitoring good governance
and democratic accountability at the local level.
2. Limited knowledge and awareness of their roles and responsibilities on the part
of elected representatives, which limits their ability to deliver effectively on their
mandate.
3. Limited opportunities for educating citizens on the tenets of good governance and
democratic accountability, including on the roles of elected leaders and citizens in
the democratic process, leading to a less informed and less empowered citizenry,
unable to monitor the actions of their leaders and to cause them toaccount.
4. Lack of mechanisms for a continuous assessment and monitoring of the progress
and challenges to democracy, good governance and accountability at the local
level, which makes it difficult to design and implement informedinterventions.
5. Limited platforms for interaction between citizens and elected leaders.
6. Lack of online and credible visibility - lack of websites and global recognition andreach
7. Built capacity of local community organization through Crowd-Funding Platforms
8. Promote web-based advocacy and programme financing
3.0 Programme Objectives
The objectives of the 365 Days of Civic Engagements:
The overall objective of this project is to enhance sound democratic practices in Kenyan
Counties by capacitating existing community structures on the tenets of public
participation in governance. The Specific objective is to enable community
representatives (CSO leaders) and the citizenry to have a voice on governance
processes; organize community organizations to be empowered to hold duty bearers
to account; to ensure that people are well represented by duty bearers; to ensure that
people have timely access to accurate information and that people have the ability to
participate and influence decisions through effectivenegotiation.
The project seeks to:
I. Mobilize and Organize Community Organization (CBOs, FBOs Self Help Groups-
SHGs, Local NGOs) into active Civic Engagement Institution that bears the voice of
the people in relation to governance and civic development andrepresentation.
I. To give women and the youth voice, the ability to access information and the
power to negotiate with duty bearers in a bid to increase accountable governance
in Kenyan Counties.
I. To create digital based advocacy platforms for Community Based Organizations in
Kenya
IV. To sensitize the nation on Civic Responsibility towards Active Citizenship and
responsive democratic values
V. To promote Web-based advocacy through Crowd-Sourcing Web Development for
grassroots organizations

5.0 Theory of Change
365 Days of Civic Engagements’ approach is anchored on the conviction that effective
lobby from below and above can engender transformative outcomes. The approach is
three-pronged: creating demands for transparency and accountability from below;
improving existing engagements with the duty bearers; and making the most of linkages
and networks at the county level. In all these three levels, information sharing is vital -
information sharing between existing community group members, with duty bearers and
other lobby targets.
The 365 Days of Civic Engagements’ theory of change is characterized by the following aspects:
1. Creating demand from the bottom by building civically competent citizens that can make
informed choices by demanding accountable governance. In creating demands for transparency
and accountability from below, it will build on community empowerment work of its members,
especially in grassroots mobilization for transparency and accountability, in order to strengthen
a critical mass of citizens sufficiently hungry for better services and leadership responsibility.
Members seek to enlighten citizens about their rights and responsibilities and promote citizen
participation in monitoring and influencing decisions and programme delivered by the state,
within a rights framework.
2. Engaging with duty bearers at the ward and county level. 365 Days of Civic Engagements will
contribute to enhancing state capacity to deliver better governance. Community members will
continue to engage in the policy process in order to improve policy and programme outcomes,
e.g., with the Department of Health, County Assemblies, Police, Judiciaryetc.
3. Strengthening civil society to be able to engage and also mobilize the critical mass that can
actually demand for better governance and creating a conducive environment for civilsociety.
4. Entail on strengthening networking with agencies that can influence the state from above.
Many of these are at supranational level and include regional bodies like the East African
Community, African Union; and by building alliances with international agencies, development
partners, international NGOs, etc., to strengthen pressure on government to act on citizen
matters of bettergovernance.
5.1 Purpose of the Project
The purpose of this project is to awaken the consciousness of the masses to realize
their sovereign power and to be equipped with necessary tools of public participation
to ensure effective service delivery. Further, the project seeks to build active and
civically responsible citizens.
Most importantly, the project will build capacity of Civil Societies and get them involved
actively in the process of Web-based advocacy program.

5.2 Goal
The goal of 365 Days of Civic Engagement is to ensure that citizens through the existing
community organizations have:
a) Voice - Ensure that people, especially women and the youth, have the
voice and can voice their concerns to the righttarget
b) Empowerment - Ensure that communities are organized into groups to
enhance their voices and collective power.
c) Negotiation - Communities have the ability to engage with duty
bearers and negotiate for development, depending on their key
priority areas.
d) Representation - Communities should ensure that their interests are
taken into account by the elected representatives.
e) Access to information – Ensure that citizens have the ability to access
timely and accurate information from the duty bearers andoffices
f) Influence - Capacitate the citizenry in Kenyan communities to be able
to influence the course of action and decisions made by dutybearers
5.0 Target Groups and Project Beneficiaries
The first target group of the action is civil society actors working at the grassroots in 47
counties in Kenya. In each county, a total of 100 CSO actors are targeted and hence
altogether 4700 actors across the 47 counties. A minimum of seventy percent (70%) of
the targeted CSOs will be those working with women, youth, persons with disabilities
(PWDs) and elderly people. The selection criteria will also include CSOs that have some
experience working in the counties with both a qualitative and quantitative value and
that demonstrate sustainability with clear plans of continuing to work on democracy
promotion in the county. Where they exist, network/umbrella organisations that bring
together several actors will be givenpreference.
The second target group is local leaders in the 47 counties Members of the County
Assembly, duty bearers and public service providers where the action will be implemented.
The elected MCAs are at the best position of influencing citizens to embrace democracy
and public participation but most of them are glued to their parties and sectarian politics
that they are not open to sound democracy and peoples’ involvement in the governance
affairs. To this extent they have limited awareness of their roles and responsibilities and
how to serve as representatives of the people in a pluralistic system. A total of 177 MCAs,
in the country will be targeted (including the county speaker and the county executives)
will be targeted. At least 30% will be representing special groups – women, youth and
persons with disabilities.
The third target group is the local citizens in selected wards in the 47 counties. In each
county a total of 1000 local citizens are targeted.
The final beneficiaries of the action will be the youth in the 47 Counties where the
action will be implemented, as well as people living in informal settlements as a whole.

4.0 Project Description
The overall objective of this action is to contribute to the enhancement of democratic
processes and accountability at the local level in Kenya by capacity-building existing
community structures to be the community watch-dogs. The specific objective of the
action is to increase the capacities of and mechanisms for civil society and elected
representatives to fulfil their roles and responsibilities in a democratic system more
effectively. This will be enhanced by the use of World Wide Web by providing a website
for social campaigns and advocacy for a wider reach and coverage.
Through a range of educational and networking initiatives, Centre for Africa Volunteers
will strengthen the knowledge of civil society actors to help reinforce democratic
processes at the local level. By training community organizations (CBOs, FBOs, SHGs,
etc.), elected leaders and establishing best practice exchange, accountability of local
governments will be increased. These initiatives will be complemented with a set of tools
and mechanisms to provide the grounds for increased democratic principles. The
duration of the action shall be 365 Days in the first phase and 365 Days in the second
phase. The proposed action will consist of a number of activities which will lead to the
following expected results:
4.1 Result Areas
Result 1: Conduct research to establish peoples’ perception in governance and establish
accurate information on peoples’ involvements and community groups’ capacity in civic
engagement.
Further, we shall research and mobilize community organizations and enhance capacity
of civil society actors to promote democratic governance and accountability through
active citizen participation at local government levels and to conduct grassroots civic
education. This will target women and the youth to have increased civic awareness and
be equipped with tools of public participation. The result will be achieved by a
combination of activities which complement one another. Through training a
considerable amount of trainers, important content will be passed on to a group of
motivated civil society actors. Before passing their newly gained knowledge onwards
through multiplier effects, trial and review initiatives will be conducted. Therewith, high
quality and tailor-made action can be ensured. By installing networking platforms,
cooperation, dialogue and best practice exchange can be initiated and developed into a
sustainable system.
Under this result area, key activities are organized in this manner:
i. Development of digital platforms, ergo, website for social justice campaign and
for circulating digital content to the public
ii. Research geared to gathering informative data to inform the gaps in
governance and to model the best way possible to capacitate community
organizations to have voice, targeted access to information and informed power
to negotiate with dutybearers.

Result 2: Increased knowledge and awareness of existing community structures, ergo
CBOs, FBOs, SHGs, Women Groups, Youth Groups, etc., at the grassroots levels of their
civic roles and responsibilities. The result will be achieved by a set of activities which
complement one another: Through training of these community representatives,
essential information and tools of public participation will be passed on and on how to
organize their members and communities for civic action. Therewith, they will be able to
start their leadership function more knowledgeable and better informed of the processes
and challenges. With this knowledge there will be more sustainable awareness and action
towards gaining voice, access to information, negotiation and empowerment. By
initiating network platforms, a culture of inter-community dialogue and sharing of
experiences and best practices in promoting democratic governance shall be built-taking
into account the effectiveness of the tools of public participation.
Result 3: Mechanisms to increase national and local awareness on, recognition of and
commitment to democratic principles and processes which includes making use of tools
of public participation to gain voice, empowerment, access to information and engaging
duty bearers on a round table negotiation within society are established. This is also
meant to waken the national consciousness to the spirit of Nationalism, Community
Philanthropy and Civic Responsibility. This will be done in a national forum dubbed
“Active Citizenship National Fair towards Free, Fair and Democratic Governance Devoid
of Corruption”
The result will be achieved by a number of complementary activities: By introducing the
democracy torch, national and local level actors will be mobilized to commit to the
principles of democratic governance. Platforms for interface between local governance
actors will be created, thereby establishing opportunities for continued dialogue and
information dissemination. By developing tools and frameworks for democracy
assessments and inter-county review, a basis for continuous dialogue and exchange on
democracy gaps and for realizing tailor-made interventions will be in place.
4.2 Activities for result 1:
The activities grouped under this result will focus on training as capacity building for
the civil society actors with the aim of expansion through multiplier effects, and in

Activity 1: Development and launch of mobile application research tool called
CAV and CAVAFRICA
Activity 2: Development of training manual for Member Volunteers, Field Volunteers
(FVs) and CAV Civic Educators
Activity 3: 47 Training of Trainers’ workshops for 470 civil society actors on democratic
governance and accountability and the application of the Civic Education Toolkit at the
county level

Activity 4: Training of Field Volunteers working under CAV Members at the county level.
There shall be a training of Field Volunteers drawn from every ward at the county level
on basic principles of Volunteerism and Civic Responsibility, Research Methods,
Organizing Communities for Action, and Web Based Advocacy Program.
Activity 5: Data collection, community mobilization and awareness creation of the 365
Days of Civic Engagement in Organizing Communities for Action. This will be done per ward
in every county.
Activity 6: Sub-County Sensitization workshop and mobilizing community organization to
the formation of National Consortium, Web-based advocacy, Civic Engagements and
Involvement in the National/International Empowerment and Training and Forums
towards joint program implementation and resource mobilization.
Activity 7: Development of Crowd-Sourcing Websites that have the capacity of Crowd-
Funding, Volunteer/Membership Registration, Promoting Local Philanthropy, an open
source of information and communicating project/program updates for the local
community initiatives.
Activity 8: On-going national workshop for community organizations, networking and funding
mobilization strategies in Kenya.
Activity 8: “Active Citizenship Fair” at the County Level: Forming a County Consortium
of grassroots Civic Actors towards active civic citizen engagements.
Activities for result 2:
These activities are designed to target the enhancement of the roles and
responsibilities of official representatives of local community structures. Based on a
best practice approach, existing experience will be introduced to group leaders.
Activity 9: Development of a Training Curriculum for local community leaders on
democratic accountability and the roles and responsibilities of community CSOs: The
training curriculum shall include:
i. Web/Digital based advocacy
ii. Basic Organizational Management
iii. Crowd-Funding and
iv. Tools of Public Participation & Organizing Communities for Action with the sole
purpose to gain voice and wider influence for their organizationalsupport
Activity 10: County Sensitization Workshop for Community Groups in an
Inter-Ward Engagement. The training workshop shall cover:

Activities for result 3:
These activities are meant to awaken the national consciousness to the spirit of
Nationalism, Community Philanthropy and Civic Responsibility. This will be done in a
national forum dubbed “Active Citizenship National Fair towards Free, Fair and
Democratic Governance Devoid of Corruption and Negative Ethnicity”
Activity 11: Design and launch of “Active Citizenship National Fair” and a democracy
exhibition to promote the values of good governance, national values, and democratic
accountability at local level.
Activity 12: “Active Citizenship National Fair” and reception of the “Democracy Torch”
in all the 47 counties to raise awareness, understanding and appreciation of democratic
principles, tools of public participation and citizens responsibility in governance. This will
be done in what is dubbed, “County Forums of Civic Engagement”
Activity 13: Mobilizing stakeholders for support and collaboration towards the “Active
Citizenship National Fair towards Free, Fair and Democratic Governance Devoid of
Corruption and Negative Ethnicity”
Activity 14: Compiling and launching a report for the research for the National Leadership and
Accountability.
Activity 15: Finally, “Active Citizenship National Fair” held with representation 10
representatives from every Kenyan ward drawn from community groups that are
members of the established County Accountability Consortium.
We are dedicated to make this happen. Our interest is to model active and responsive
local civil society that have the voice, ability to demand and access information; those
that have the power to negotiate and influence and influence decision making processes
in governance.

  • 2. 365 Days of Civic Engagement: Organizing for Action Copyright 2020 Joseph Moses Ochieng Centre for African Volunteers (CAVAFRICA) 2 INTRODUCTION CAV has a vision of increased public participation, expanded civil society space, stronger community capacities and resilience combined with good governance and human rights that lead to transformative change and enhanced mitigation capacities for women and the youth to gain voice, the ability to influence, the power to negotiate and know the constitutional provisions for access to information to effectively participate in the processes of civic governance and leadership. We do this by training, sensitizing and organizing communities for action through effective tools of Public Participation with focus to agribusiness as a component of economic empowerment of the masses. The project also seek to enhance the continent’s development by connecting the diaspora to the continent and thecontinent to the diaspora. In a subset project dubbed “ADD YOUR VOICE,” our focus is glued to the following project in line with the Africa Diaspora 6th State; i. Reparation ii. Restitution iii. PanAfrican Agency for Internships and scholarships iv. Creating a web radio (Pan African Radio Station with broadcast system) v. Voices of Africa and of the Diaspora Through this project we objectively aim to strengthen Africa through diaspora and diaspora through Africa. 365 Days of Civic Engagements is a project initiated by Centre for Africa volunteers - CAV to promote democracy and model societies where women and children have a voice, access to basic services and are empowered to engage in the negotiation table with duty bearers in their respective countries while taking the bottom-up approach of civic and economic development. The project also purpose to add the voice, efforts and expertise of the Africa Diaspora in modeling political and socio-economic stability of the continent. In implementing this project, CAV seeks to work with her Member- Volunteers, Field Volunteers, Community Organizations, Development Partners and AfricanDiaspora. This project is under piloting in Kenya with an aim of ensuring that women, existing community structures and the youth are empowered to engage meaningfully in developmental conversation with special focus on agribusiness and socio-economic empowerment. This will be done with the sole purpose of enhancing democracy, national values, civic responsibility, community philanthropy and positive patriotism and a thriving

Through this program, Africa shall also involve community organizations in the online web-based advocacy programs to promote and visualize their programs to the rest of the world. 365 Days of Civic Engagement in a sub-set project dubbed “Add Your Voice”, records and amplify the Voice of the Diaspora and influential people in mainland Africa. We are dedicated to strengthen Africa through the diaspora and diaspora through Africa. The project is specifically aimed at increasing the capacities of and mechanisms for civil society and elected representatives to fulfill their roles and responsibilities in a democratic system more effectively while sensitizing leaders and Citizens to be Agents of Civic Responsibility & Accountable Governance at local levels as we aim at raising PanAfrican ideals. This will be achieved through a set of activities including developing a civic education toolkit and then on that basis training civil society actors and supporting them implement civic education actions at the grassroots. At the same time, as we connect the African Diaspora with the continent, avail community projects in collaboration with existing community organizations, governmental and non-governmental institutions where they [diaspora] would be able to serve either as volunteers or work as professionals. On the same breath, the project also seeks to establish an Inter-Country, Inter-Continental Forum for exchanging best practices in promoting democratic accountability at the local level and enhancing cooperation between the diaspora, civil society actors and connecting the diaspora with the continent through an elaborate exchange program. In a rather unique intervention, CAVAFRICA seeks to model resilient communities in Africa through education and sensitization to raise a civically empowered citizenry. We seek to advance our voice, capture and project different voice of change in Africa through radio broadcasting services. PAN AFRICAN RADIO ADVOCACY PROGRAM Socio-Political and economic oppression happen all around us daily, Africa in Diaspora suffer the same fate. The case is not different in Brazil, in the Caribbean, in China, in Europe and in the Middle East. People of the African Descent have been mistreated and they continue to be mistreated and disrespected. CAVAFRICA in collaboration with African Diaspora and the rest of the African Continent wish to establish a platform where the plights of the black race will be published and made known to the world. Through the Pan African radio station, we shall be able to educate Africans of their history, we shall be able to liberate our people and we shall be able to appreciate ourselves. In communities that for too long have been excluded from decision making and those that have been marginalized, letting their voices be heard on local and international radio empowers and mobilizes and is the key to positive social change. Examples come from all over the world. The radio has influenced individuals and groups to successfully pressure governments make policy

It is a powerful tool for educating and informing communities on all aspects of life such as in Egypt and Israel, where multilingual programs promote democracy, human rights, tolerance and acceptance through news programs, discussions of current events and human rights issues, and entertainment. The Pan African Radio will be instrumental in uniting the African Diaspora and people motherland Africa Through the Pan African Radio, listeners will hear people from their own community, countries and fellow Africans from abroad make recommendations, to influenced better health, hygiene and agricultural practices, as well as education policies. It will also brings about empowerment by educating people on their domestic and public rights and encouraging communities to be more open about socio-economic development. The Pan African Radio will also provide a message of peace and refuge to victims of violence and help to listeners in making informed choices about democracy. Phone-in programs reveal human rights violations, political issues, and corruption and provide listeners with advice on how to act in light of these situations. The Pan African Radio radio will also become a natural organizer and contact point during emergencies and to meet community needs.

The project is specifically aimed at increasing the capacities of and mechanisms for civil society and elected representatives to fulfill their roles and responsibilities in a democratic system more effectively while sensitizing leaders and Citizens to be Agents of Civic Responsibility & Accountable Governance. This will be achieved through a set of activities including developing a civic education toolkit and then on that basis training civil society actors and supporting them implement civic education actions at the grassroots. In the same line, elected representatives in the counties will also be trained. The project also seeks to establish an Inter-Country Forum for exchanging best practices in promoting democratic accountability at the local level and enhancing cooperation between civil society actors and elected leaders. The Inter-Country Exchange Forum will extend to the International Exchange Program where Volunteers and Community members will get to learn and adopt best practices, advance the agenda of PanAfricanism, African Unity and Formation of lobby groups in different countries in Africa.
  • 7. 365 Days of Civic Engagement: Organizing for Action Copyright 2020 Joseph Moses Ochieng Centre for African Volunteers (CAVAFRICA) 7 In a rather unique intervention of mobilizing and sensitizing communities for Civic Action, it is planned that the project will hold “County Active Civic Citizenship Fair” in every county (in- country regional administrative units). This will give citizens the opportunity to air their voices openly as a mark for display of democracy exhibition – the process of mobilizing commitment of leaders and citizens to democratic values and principles of accountable governance. The assessment of democratic governance and accountability in the 47 counties through a County Peer Review Mechanism (CPRM) and compilation of the results in a national report shall crown interventions under the “365 Days of Civic Engagement”- 2 year Project of Mobilizing Communities for Action. 2.0 Background of the Project This action is designed to contribute to the enhancement of democratic processes, accountable-governance, and access to information at the local levels in Kenya. Over the years, Kenya has realized some significant milestones in strengthening democratic governance. The promulgation of 2010 constitution that brought devolution of power and resources to the local level is among the milestones Kenya has achieved since independence. Nevertheless, in spite of such gains, several challenges still stand in the way to strengthening genuine democracy. The country is still struggling with corruption, tribalism, nepotism, and negative ethnicity. There is no sound democracy because political actors are still involved with ethnic and sectarian politics rather than engaging and involving citizens in developmental agenda. With several limitations to realizing full- blown democracy and accountability at the national level, there is a much larger challenge at the local level. While the decentralised governance system adopted in 2010 envisions democracy, good governance and participation in decision making by local citizens as core values, 10 years later, decentralisation has not been satisfactorily utilised to strengthen good governance, widen democratic participation and to promote democratic accountability at the local level. The state of affairs at the local level also as established in a recent assessment confirms that citizen participation in the decision- making beyond elections remains weak which also implies they are unable to monitor their leaders and to demand for accountability. On the other hand, local government leaders are continuously accused of failure to deliver on people’s needs and demands not only in the delivery of services but also in information provision andaccountability. Kenya, as indeed the rest of African countries, has many community groups, including women groups, CBOs, Self Help Groups, FBOs, etc. These community groups have the mandate of championing for civic action in different capacities. However, civil society actors who are ideally expected to play the central role in the aggregation of citizen interests and in promoting and monitoring democratic accountability have not been able to adequately do so at the local level. This is partly due to the fact that, like other actors, civil society, too, has not fully comprehended the tenets of good governance and democratic accountability and particularly how these are to function within the decentralised pluralistic system. This makes civil society less able to play an active and effective role in promoting democracy at the local level, including a limited capacity to conduct grassroots civic education, hence minimizing opportunities for educating citizens

Democracy, good governance and accountability are development priorities clearly stipulated in Kenya’s National Development Plan. These concepts are also core values envisioned in the 2010 constitution and the decentralization programme. Nevertheless, realizing genuine democracy, good governance and accountability remains hampered by low levels of citizen participation, inadequate civic education, limited levels of awareness and appreciation of democratic principles by the leaders (and citizens) especially at the local level. Furthermore, there are ineffective mechanisms for demanding and enforcing accountability. With these shortcomings, important aspects of democracy remain weak and in some instances fully missing and thus proving political and social risks of instability. Targeted initiatives in this field are therefore crucially important first and foremost for deepening the understanding and appreciation of democratic principles and processes among leaders and local citizens. In addition, it is important to establish mechanisms for increased citizen participation in the governance process if genuine democracy and development are to be realized and sustained in Kenya. With regard to civil society actors as well as government representatives, the limited availability of reference materials, inadequate knowledge, and lack of opportunities for networking and collaboration has limited the capacity to fulfil their mandate in promoting democracy at the local level. This includes the failure to conduct effective grassroots civic education. The activities proposed under this action will enable CSO actors to gain deeper understanding and provide reference materials and mechanisms to aid civil society in the promotion of democracy at the local level. At the citizen level, low levels of civic education imply limited opportunities to learn about governance process including the roles and responsibilities of leaders and citizens in a democratic system. Coupled with the limited opportunities for interacting with leaders, effective political participation becomes difficult on the citizens’ part. The 365 Days of Civic Engagement & Organizing for Action programme aims to support key governance priorities in Kenya’s development framework including among others a credible system of representation and a vibrant civil society. In light of this, strengthening mechanisms for democratic accountability as a foundation for good governance is essential. The proposed action identifies actors who are central to democracy, good governance and accountability, i.e., civil society actors, local leaders and local citizens – and addresses existing gaps for them to be able to fulfil their functions in democratic governance. Through this action, civil society will be enabled to take up a more active role in local level democracy promotion and increasing citizens’ capacity to participate in public and governance affairs meaningfully. The addressed local leaders, including leaders of the CSOs, opinion leaders will be capacitated to turn out as more effective representatives of the people who uphold the values of pluralism, good governance and democratic accountability in the conduct of their business. The local citizens will learn about the democratic process and tools of public participation – including their roles and responsibilities as well as getting opportunities to interface with and give feedback to their leaders through public forums and community radios. In addition, other interventions of the action such as a democracy assessments and formation of networks will help to build a more vibrant civil society and provide a basis for more

In sum, the action will address the following specific problems: 1. A lack of capacity of civil society in working on and monitoring good governance and democratic accountability at the local level. 2. Limited knowledge and awareness of their roles and responsibilities on the part of elected representatives, which limits their ability to deliver effectively on their mandate. 3. Limited opportunities for educating citizens on the tenets of good governance and democratic accountability, including on the roles of elected leaders and citizens in the democratic process, leading to a less informed and less empowered citizenry, unable to monitor the actions of their leaders and to cause them toaccount. 4. Lack of mechanisms for a continuous assessment and monitoring of the progress and challenges to democracy, good governance and accountability at the local level, which makes it difficult to design and implement informedinterventions. 5. Limited platforms for interaction between citizens and elected leaders. 6. Lack of online and credible visibility - lack of websites and global recognition andreach 7. Built capacity of local community organization through Crowd-Funding Platforms 8. Promote web-based advocacy and programme financing 3.0 Programme Objectives The objectives of the 365 Days of Civic Engagements: The overall objective of this project is to enhance sound democratic practices in Kenyan Counties by capacitating existing community structures on the tenets of public participation in governance. The Specific objective is to enable community representatives (CSO leaders) and the citizenry to have a voice on governance processes; organize community organizations to be empowered to hold duty bearers to account; to ensure that people are well represented by duty bearers; to ensure that people have timely access to accurate information and that people have the ability to participate and influence decisions through effectivenegotiation. The project seeks to: I. Mobilize and Organize Community Organization (CBOs, FBOs Self Help Groups- SHGs, Local NGOs) into active Civic Engagement Institution that bears the voice of the people in relation to governance and civic development andrepresentation. I. To give women and the youth voice, the ability to access information and the power to negotiate with duty bearers in a bid to increase accountable governance in Kenyan Counties. I. To create digital based advocacy platforms for Community Based Organizations in Kenya IV. To sensitize the nation on Civic Responsibility towards Active Citizenship and responsive democratic values V. To promote Web-based advocacy through Crowd-Sourcing Web Development for grassroots organizations
  • 10. 365 Days of Civic Engagement: Organizing for Action Copyright 2020 Joseph Moses Ochieng Centre for African Volunteers (CAVAFRICA) 10 5.0 Theory of Change 365 Days of Civic Engagements’ approach is anchored on the conviction that effective lobby from below and above can engender transformative outcomes. The approach is three-pronged: creating demands for transparency and accountability from below; improving existing engagements with the duty bearers; and making the most of linkages and networks at the county level. In all these three levels, information sharing is vital - information sharing between existing community group members, with duty bearers and other lobby targets. The 365 Days of Civic Engagements’ theory of change is characterized by the following aspects: 1. Creating demand from the bottom by building civically competent citizens that can make informed choices by demanding accountable governance. In creating demands for transparency and accountability from below, it will build on community empowerment work of its members, especially in grassroots mobilization for transparency and accountability, in order to strengthen a critical mass of citizens sufficiently hungry for better services and leadership responsibility. Members seek to enlighten citizens about their rights and responsibilities and promote citizen participation in monitoring and influencing decisions and programme delivered by the state, within a rights framework. 2. Engaging with duty bearers at the ward and county level. 365 Days of Civic Engagements will contribute to enhancing state capacity to deliver better governance. Community members will continue to engage in the policy process in order to improve policy and programme outcomes, e.g., with the Department of Health, County Assemblies, Police, Judiciaryetc. 3. Strengthening civil society to be able to engage and also mobilize the critical mass that can actually demand for better governance and creating a conducive environment for civilsociety. 4. Entail on strengthening networking with agencies that can influence the state from above. Many of these are at supranational level and include regional bodies like the East African Community, African Union; and by building alliances with international agencies, development partners, international NGOs, etc., to strengthen pressure on government to act on citizen matters of bettergovernance. 5.1 Purpose of the Project The purpose of this project is to awaken the consciousness of the masses to realize their sovereign power and to be equipped with necessary tools of public participation to ensure effective service delivery. Further, the project seeks to build active and civically responsible citizens. Most importantly, the project will build capacity of Civil Societies and get them involved actively in the process of Web-based advocacy program.
  • 11. 365 Days of Civic Engagement: Organizing for Action Copyright 2020 Joseph Moses Ochieng Centre for African Volunteers (CAVAFRICA) 11 5.2 Goal The goal of 365 Days of Civic Engagement is to ensure that citizens through the existing community organizations have: a) Voice - Ensure that people, especially women and the youth, have the voice and can voice their concerns to the righttarget b) Empowerment - Ensure that communities are organized into groups to enhance their voices and collective power. c) Negotiation - Communities have the ability to engage with duty bearers and negotiate for development, depending on their key priority areas. d) Representation - Communities should ensure that their interests are taken into account by the elected representatives. e) Access to information – Ensure that citizens have the ability to access timely and accurate information from the duty bearers andoffices f) Influence - Capacitate the citizenry in Kenyan communities to be able to influence the course of action and decisions made by dutybearers 5.0 Target Groups and Project Beneficiaries The first target group of the action is civil society actors working at the grassroots in 47 counties in Kenya. In each county, a total of 100 CSO actors are targeted and hence altogether 4700 actors across the 47 counties. A minimum of seventy percent (70%) of the targeted CSOs will be those working with women, youth, persons with disabilities (PWDs) and elderly people. The selection criteria will also include CSOs that have some experience working in the counties with both a qualitative and quantitative value and that demonstrate sustainability with clear plans of continuing to work on democracy promotion in the county. Where they exist, network/umbrella organisations that bring together several actors will be givenpreference. The second target group is local leaders in the 47 counties Members of the County Assembly, duty bearers and public service providers where the action will be implemented. The elected MCAs are at the best position of influencing citizens to embrace democracy and public participation but most of them are glued to their parties and sectarian politics that they are not open to sound democracy and peoples’ involvement in the governance affairs. To this extent they have limited awareness of their roles and responsibilities and how to serve as representatives of the people in a pluralistic system. A total of 177 MCAs, in the country will be targeted (including the county speaker and the county executives) will be targeted. At least 30% will be representing special groups – women, youth and persons with disabilities. The third target group is the local citizens in selected wards in the 47 counties. In each county a total of 1000 local citizens are targeted. The final beneficiaries of the action will be the youth in the 47 Counties where the action will be implemented, as well as people living in informal settlements as a whole.

The specific objective of the action is to increase the capacities of and mechanisms for civil society and elected representatives to fulfil their roles and responsibilities in a democratic system more effectively. This will be enhanced by the use of World Wide Web by providing a website for social campaigns and advocacy for a wider reach and coverage. Through a range of educational and networking initiatives, Centre for Africa Volunteers will strengthen the knowledge of civil society actors to help reinforce democratic processes at the local level. By training community organizations (CBOs, FBOs, SHGs, etc.), elected leaders and establishing best practice exchange, accountability of local governments will be increased. These initiatives will be complemented with a set of tools and mechanisms to provide the grounds for increased democratic principles. The duration of the action shall be 365 Days in the first phase and 365 Days in the second phase. The proposed action will consist of a number of activities which will lead to the following expected results: 4.1 Result Areas Result 1: Conduct research to establish peoples’ perception in governance and establish accurate information on peoples’ involvements and community groups’ capacity in civic engagement. Further, we shall research and mobilize community organizations and enhance capacity of civil society actors to promote democratic governance and accountability through active citizen participation at local government levels and to conduct grassroots civic education. This will target women and the youth to have increased civic awareness and be equipped with tools of public participation. The result will be achieved by a combination of activities which complement one another. Through training a considerable amount of trainers, important content will be passed on to a group of motivated civil society actors. Before passing their newly gained knowledge onwards through multiplier effects, trial and review initiatives will be conducted. Therewith, high quality and tailor-made action can be ensured. By installing networking platforms, cooperation, dialogue and best practice exchange can be initiated and developed into a sustainable system. Under this result area, key activities are organized in this manner: i. Development of digital platforms, ergo, website for social justice campaign and for circulating digital content to the public ii. Research geared to gathering informative data to inform the gaps in governance and to model the best way possible to capacitate community organizations to have voice, targeted access to information and informed power to negotiate with dutybearers.

The result will be achieved by a set of activities which complement one another: Through training of these community representatives, essential information and tools of public participation will be passed on and on how to organize their members and communities for civic action. Therewith, they will be able to start their leadership function more knowledgeable and better informed of the processes and challenges. With this knowledge there will be more sustainable awareness and action towards gaining voice, access to information, negotiation and empowerment. By initiating network platforms, a culture of inter-community dialogue and sharing of experiences and best practices in promoting democratic governance shall be built-taking into account the effectiveness of the tools of public participation. Result 3: Mechanisms to increase national and local awareness on, recognition of and commitment to democratic principles and processes which includes making use of tools of public participation to gain voice, empowerment, access to information and engaging duty bearers on a round table negotiation within society are established. This is also meant to waken the national consciousness to the spirit of Nationalism, Community Philanthropy and Civic Responsibility. This will be done in a national forum dubbed “Active Citizenship National Fair towards Free, Fair and Democratic Governance Devoid of Corruption” The result will be achieved by a number of complementary activities: By introducing the democracy torch, national and local level actors will be mobilized to commit to the principles of democratic governance. Platforms for interface between local governance actors will be created, thereby establishing opportunities for continued dialogue and information dissemination. By developing tools and frameworks for democracy assessments and inter-county review, a basis for continuous dialogue and exchange on democracy gaps and for realizing tailor-made interventions will be in place. 4.2 Activities for result 1: The activities grouped under this result will focus on training as capacity building for the civil society actors with the aim of expansion through multiplier effects, and in addition initiate networking and trigger long term exchange mechanisms. Activity 1: Development and launch of mobile application research tool called CAV and CAVAFRICA Activity 2: Development of training manual for Member Volunteers, Field Volunteers (FVs) and CAV Civic Educators Activity 3: 47 Training of Trainers’ workshops for 470 civil society actors on democratic governance and accountability and the application of the Civic Education Toolkit at the county level

There shall be a training of Field Volunteers drawn from every ward at the county level on basic principles of Volunteerism and Civic Responsibility, Research Methods, Organizing Communities for Action, and Web Based Advocacy Program. Activity 5: Data collection, community mobilization and awareness creation of the 365 Days of Civic Engagement in Organizing Communities for Action. This will be done per ward in every county. Activity 6: Sub-County Sensitization workshop and mobilizing community organization to the formation of National Consortium, Web-based advocacy, Civic Engagements and Involvement in the National/International Empowerment and Training and Forums towards joint program implementation and resource mobilization. Activity 7: Development of Crowd-Sourcing Websites that have the capacity of Crowd- Funding, Volunteer/Membership Registration, Promoting Local Philanthropy, an open source of information and communicating project/program updates for the local community initiatives. Activity 8: On-going national workshop for community organizations, networking and funding mobilization strategies in Kenya. Activity 8: “Active Citizenship Fair” at the County Level: Forming a County Consortium of grassroots Civic Actors towards active civic citizen engagements. Activities for result 2: These activities are designed to target the enhancement of the roles and responsibilities of official representatives of local community structures. Based on a best practice approach, existing experience will be introduced to group leaders. Activity 9: Development of a Training Curriculum for local community leaders on democratic accountability and the roles and responsibilities of community CSOs: The training curriculum shall include: i. Web/Digital based advocacy ii. Basic Organizational Management iii. Crowd-Funding and iv. Tools of Public Participation & Organizing Communities for Action with the sole purpose to gain voice and wider influence for their organizationalsupport Activity 10: County Sensitization Workshop for Community Groups in an Inter-Ward Engagement. The training workshop shall cover: I. Crowd-Sourcing II. Digital Advocacy III. Tools of Public Participation and Organizing for action IV. Basic Organizational Management & Fundraising V. This will be done in what is dubbed, “County Forums of Civic Engagement” Activity 13: Mobilizing stakeholders for support and collaboration towards the “Active Citizenship National Fair towards Free, Fair and Democratic Governance Devoid of Corruption and Negative Ethnicity” Activity 14: Compiling and launching a report for the research for the National Leadership and Accountability. Activity 15: Finally, “Active Citizenship National Fair” held with representation 10 representatives from every Kenyan ward drawn from community groups that are members of the established County Accountability Consortium. We are dedicated to make this happen. Our interest is to model active and responsive local civil society that have the voice, ability to demand and access information; those that have the power to negotiate and influence and influence decision making processes in governance.
