2. Question
You are given a task by the mayor of your hometown to evaluate and give suggestion on how to
plan the town in accordance with Local Agenda 21. Write a brief report on your evaluation and
suggestion.
Answer
Local Agenda 21 is a local-government-led, community-wide, and participatory effort to
establish a comprehensive action strategy for environmental protection, economic prosperity and
community well-being in the local jurisdiction or area. This requires the integration of planning
and action across economic, social and environmental spheres. Key elements are full community
participation, assessment of current conditions, target setting for achieving specific goals,
monitoring and reporting.
This Local Agenda 21 development can be planning in my hometown with more
systematically in order to achieve better environmental protection, economic prosperity and
community well-being in the local jurisdiction or area to fulfil the residents need to get
better lifestyle, source of economical income, improve development performance and
environment consideration.
The are a few achievement that certain city can get by practicing element in Local
Agenda 21 which was the resources are being used efficiently and waste that produced will be
minimised. In term of its environment, the amount of pollution is limited and the diversity of
nature is valued and protected. Next, every community has access to good food, water shelter
and fuel at reasonable cost. Not only that, their community’s good health is protected by creating
safe, clean, pleasent environments and health services which emphasize preventation of illness
asa well as proper care of thefor the sick.
In term of transportation, the access to facilities, services, goods and other people is not
achieved at the expense of the environment or limited to those with cars. In term of safety,
people will live without fear of personal violence from crime or persecution because of their
personal beliefs, race, ganderor sexuality.

3. In term of society, skills, knowledge and information that citizen gain and needed enable
them to play a full part in society life. All sections of community are empowered to participate in
decision making. Lastly, oppotunities for culture, leisure and recreation are readily available to
all place, and link are developed with other parts of the world.
In Local Agenda 21, operationalism plays an important role. There are 3 parts of
operationalisation as follow:
1) Internal to local goverment
The basic principles had be include in the Agenda can be participated or activated by
many organizations and operations of a local government. For my hometown, local
goverment that was involved is Majlis Perbandaran Selayang (MPS). Those organization
can planning and manage procedures in local project including preparing development
plans. Development of network and social infrastructure, and management of day to day
maintenance including waste collection and disposal also included.
2) Local goverment’s interaction with its citizens
Nowadays, any changes in urban lifestyles have far reaching consequences, positive and
negative on the local and global environment. Thus, many education and training in
environmental issues, and information campaigns awareness building need to be done.
3) External to local goverment
There are some actions that local goverments can only influence but there was also some
decision making process is outside of their control. Some the issues are green business,
product and safety standards, green tourism, labour practices and activities of the civil
society at large including community groups such as NGOs. For those issues, goverment
can effluent but cannot control the issues.

4. There are 6 keys of elements of Local agenda 21. Based on these, the evaluation and suggestion
toward my hometown on how to plan my hometown in accordance with Local Agenda 21 will be
explained:
1) Managing and improving the local authority’s own environmental performance
 From my evaluation, the environmental performance was still low and lack of
proper implementation. This should be upgraded for a better performance.
 My suggestions are by taking action by corporate commitment, staff training and
awareness raising, environmental management systems, environmental budgeting,
and create policy integration across sectors.
2) Integrating sustainable development aims into the local authority’s policies and
activities.
 My suggestions by improving land use planning, transport policies and
programmes, economic development, tendering and purchase splits, housing
services, health strategies, and explicitly environmental services. Not only that,
the frequence of green housekeeping can be increased.
3) Awareness raising and education
 From my evaluation, the awareness raising and education was still not impressive.
There are still children that not being aware about this situation.
 My suggestions are to take initiaves to encourage behaviour change and practical
action by giving support for environment education. My community also can
create awareness raising events within society especially to those who unfamiliar
with this.

5. 4) Consulting and involving the general public
 From my evaluation, this element is cultivated in my hometown even not
thoroughly. Meeting is being held once in a month in order to do some discussion
regarding problem occured in my residential area. And to get the feedback some
of questionnaire regarding problems/difficulties and its solution faces by
residents.
 My suggestions are to implement the public consultation processes, doing some
disscussions and planning this hometown in Parishmaps to divide the area
according to the economic base.
5) Partnership
 My suggestions are by doing frequent meetings, workshops and conferences
which inclede points based on sustainability development. It will be more
efficient if the residents working in groups or advisory groups. Round tables
should be done to go through any issue arising from any members. A plan on how
environment city model should be improvised can be a good idea as Local
Agenda 21 is promotingsustainable development.
6) Measuring, monitoring and reporting on progress towards sustainability
 My suggestions are to create many activities that aim to target for developing the
hometown for every month and try to do some environmentalmonitoring to make
sure the planning is implementing properly and continuously. The Environmental
Impact Assessment (EIA) should be carried out thoroughly and strategic
environmental assessment to produce more effective actions.
