Alkaiser Leading Projects was established in the year 2013 by amalgamating various divisions of its parent
company, Alkaiser Leading Projects which was founded in 2007 to provide professional support services to the
different Sector.

16. HR PLAN AND ORGANIZATION CHART
This document describes the Alkaiser project human resources plan. A more detailed, project
specific plan will be established after a project is awarded. The following sections are applicable to
all HOSS projects carried out in Oman unless otherwise specified.
1. Training and Staff Development:
a. Alkaiser shall insure all personnel are adequately trained and hold the correct
certifications required for respective tasks
b. All electricians working under Alkaiser (either under permanent or temporary
employment) will have undergone the required training in dealing with electrical
systems and will have a sound understanding of electrical hazards and incident
aversion
c. All mechanical technicians and laborers working under Alkaiser will have
undergone the required training regarding installation of pipe’s, ducts, tanks
etc..
d. HSE and Quality induction will happen prior to the commencement of any
projects to insure staff are adequately equipped and informed prior to work
2. Recruitment:
a. Most recruitment for a specific project will begin soon after a project is
awarded. The recruitment plan will consist of the following:
i. Determination of man power requirements to complete a project on
time and budget
ii. Establishment of a project specific organizational structure that will
comply with the man power requirements, client needs and regulations
iii. Identification of project requirements and list the required
tasks and responsibilities
iv. Distribution of tasks throughout the organizational structure and insure
adequate redundancy of each responsibility is achieved
v. Establishment of criteria and required qualifications for each vacant
position
vi. Recruitment process
b. Alkaiser will insure all personal meet or exceed the minimum technical
requirements as per the client needs and government regulations
17. 1. Omanisation
a. Alkaiser will establish and maintain an omanisation plan so as to meet and
exceed the 30% quota and insure the HR system falls in line with government
regulations
2. Staff Redundancy
a. In the event that any staff member resigns or is terminated (with a 1 monthnotice),
Alkaiser will insure that this has a minimal impact on any ongoing projects
b. The employee that will be leaving the company will be required to handover all
project information to his/her replacement or superior
c. The Alkaiser general HR strategy insures redundancy is achieved so as to minimize
key man risk

28. PERSONAL PROTECTIVE EQUIPMENT (PPE)
1) INTRODUCTION
The PPE Regulations require us to identify risks to the health and safety of all persons
likely to be affected by our undertakings.
Where unacceptable risks cannot be eliminated or controlled in any other way we
must:-
a. Provide our directly employed staff and operatives with appropriate PPE
b. Inform our sub-contractors, self-employed and regular visitors to our sites
(indirectly employed) of the identified risks and ensure they provide the
appropriate PPE to their own personnel.
2) PROVISION OF EQUIPMENT
Only in the most exceptional and emergency circumstances will any person in
category (b) above be issued with any PPE by us. On such an occasion, it is imperative
they are fully aware through the sub-contract order and at the time of issue that a
contra charge will be made. Occasionally, visitors will be provided with PPE should
there be a likelihood of them being exposed to a risk, but this must be returned
before they leave the site.
3) SCOPE OF PPE
Personal protective equipment applies to all areas of the body and includes such
items as footwear, wet weather gear, helmets, goggles, glasses, ear defenders,
gloves, etc
29. 1) ISSUE OF PPE
PPE is issued as part of the risk assessment process and must be appropriate to guard
against the identified risk – it must always be considered as the last line of defence
when all other steps have been considered to remove or reduce the risk.
Hence, provision of PPE for our directly employed staff and operatives must be on
the basis of the risk assessment carried out on each project.
2) ORDERS AND RECORDS
An ordering and recording system is required to be established and maintained that
identifies :-
a. the name of each of our direct employed staff and operatives issued with PPE
and the date and location of issue,
b. any replacement made (including date) and the reason for replacing the PPE,
eg. : lost, worn-out, etc.
c. an acknowledgement, signed by the wearer, or proof of issue.
3) TRAINING
The law requires that persons issued with PPE should receive training in its correct
use.
It is equally important to ensure that all users are made aware of the reasons for its
issue and for selecting the particular type of PPE. This is in order that they fully
appreciate the appropriateness of the PPE and do not substitute if for an inferior
type that does not protect against the risk.
