Controllers need clear rules and procedures for remotely piloted aircraft to safely manage increased air traffic loads. RPAS should not increase controller workload or responsibilities. Effective control requires no communication delays and predictable, repeatable automation that interacts as expected to maintain safety with higher traffic volumes.
