SON technology will ease the increasing complexity and heterogeneity of LTE networks. IFETEL, Mexico’s telecom regulator, believes that SON is also a powerful tool for public policy design. Leading the world on the way to this paradigm shift, IFETEL has come up with several innovative approaches centered around SON:
-cross-border interference mitigation through SON
-dynamic capacity allocation to Public Safety institutions through commercial LTE networks
- detection of unwanted RF emissions, recognition of type of sources, jamming
- seamless integration into commercial networks of movable base stations for rescue and law enforcement operations

3. TELECOM REFORM
1. Connectivity as a fundamental human right
2. Creation of a strong regulator
3. Removal of foreign ownership limit
4. Creation of a new open access network

10. ISSUE
Spectrum coexistence along the common border
DESIRED OUTCOME
Efficient way to mitigate the interference in a
shared spectrum environment
Usage of all 90 MHz of spectrum
A way to prevent and report deviations from the
border protocol values
16. ISSUE
700 MHz band: no dedicated spectrum to PS
Need for robust modern services given to PS
DESIRED OUTCOME
Robust connectivity for PS at low cost
Automatic dynamic capacity allocation for PS
High reliability and security of communications

Traffic engineering
Government use cases
19. ISSUE
Illegal RF emissions from pirate sources
Networks deployed by organized crime
Neighboring BTS interference
DESIRED OUTCOME
A way to detect unwanted emission
Recognition of type of source
Identification and location of jammers
Reporting of the issue relevant PS agencies
21. seamless integration into commercial

operations
22. ISSUE
How to use commercial networks during short-term
operations, emergency situations, etc?
DESIRED OUTCOME
Ensure seamless temporal integration of base
stations into the commercial networks
Improved capacity of response in emergency
scenarios
Minimum effect on commercial network performance
