SUMMARY
An ordinance canvassing the returns and declaring the results of a General Election held on May
6, 2023.
BACKGROUND
On February 13, 2023, Council ordered a general election for the voters to elect a Mayor and two
Council Members for Places One and Two. The City of Alamo Heights contracted Bexar County
to conduct all election activities. The election was held on Saturday, May 6, 2023 for all precincts
3020, 3025 and 3026.
The official returns show 3,401 ballots cast which resulted in 60% of the 5,709 registered voters.
POLICY ANALYSIS
Election Code 67.002 mandates a canvass of the election results to make officiate results. The
governing body is the local authority to canvass election results.

ORDINANCE CANVASSING ELECTION RETURNS AND
DECLARING THE RESULTS OF THE MAY 6, 2023,
GENERAL ELECTION TO ELECT A MAYOR AND TWO
COUNCIL MEMBERS FOR PLACES 1 AND 2 FOR A
TWO-YEAR TERM; AND DECLARING THE RESULTS
OF SAID ELECTION IN THE CITY OF ALAMO
HEIGHTS, TEXAS; AND SETTING AN EFFECTIVE
DATE.
WHEREAS, the City Council of the CITY OF ALAMO HEIGHTS, TEXAS (the "City") on
February 13, 2023, ordered a General Election to elect a Mayor and two Council Members to fill
Places 1 and 2, hereinafter stated (the "Election"); and
WHEREAS, the City Council has reviewed and investigated all matters pertaining to this
election, including the ordering, notices, election officers, holding, and returns thereof; and
WHEREAS, the City Council hereby canvasses the returns of this election, at which
there were submitted to all resident, qualified electors of the City for their action thereupon, the
following are the election results for the election of City Council;
WHEREAS, the official returns show that there were 3,401 votes cast; and
WHEREAS, the following candidates received the number of votes set opposite their
respective names, to wit:

NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF ALAMO HEIGHTS, TEXAS:
SECTION 1. It is found, determined and declared by the City Council that said election
was duly called; that notice of said election was given in accordance with law, and that said
election was held in accordance with law; and that Karl P. Baker was duly elected to
Councilmember, Place 2, Bobby Rosenthal was duly elected as Mayor (unopposed), and Lawson
Jessee was duly elected to Councilmember, Place 1 (unopposed). Said above named parties are
hereby declared duly elected to said respective offices, subject to the taking of the oath of office
as provided by the laws of the State of Texas.
SECTION 2. The returns of the Election, properly certified, were made and returned in
the manner required by the laws of the State of Texas and of the United States of America and
the order calling the election.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF ALAMO
HEIGHTS, TEXAS AT A SPECIAL MEETING HELD ON THE 16th DAY OF MAY, 2023,
AT WHICH MEETING, A QUORUM MEETING THE REQUIREMENTS OF SECTION
67.004(a) OF THE TEXAS ELECTION CODE WAS PRESENT.

I, the undersigned City Secretary of the CITY OF ALAMO HEIGHTS, TEXAS (the "City"), hereby
certify as follows:
1. The City Council of the City convened in Special Meeting on the 16th
day of May, 2023, at the
designated meeting place, and the roll was called of the duly constituted officers and members of said
City Council, to wit:

and correct excerpt from said City Council' minutes of said Meeting pertaining to the passage of said
Ordinance; the persons named in the above and foregoing paragraph are the duly chosen, qualified and
acting officers and members of said City Council as indicated therein; each of the officers and members
of said City Council was duly and sufficiently notified officially and personally, in advance, of the time,
place and purpose of the aforesaid Meeting, and that said Ordinance would be introduced and considered
