• A study was initiated in May 2018 in response to
Primrose Place residents’ expressed concerns for a
heavy volume of commuter traffic, vehicle speeds
and stop sign violations at an existing stop sign
location on Primrose Place at the intersection with
Wintergreen Drive.
• Residents requested a second all-way stop location
be considered on Primrose Place at the intersection
with Buttercup Drive.

• Staff presented a report on June 11, 2018 to City
Council at their regularly scheduled meeting
containing resident concerns, the traffic survey
results and a proposed Ordinance for the new stop
sign location.
• The proposed Ordinance was passed and
advertised in the San Antonio Express News on
June 20, 2018 and June 27, 2018.

• Staff learned of concerns of the residents of 235
Primrose Place when Public Works crews were
preparing to install the new stop sign in front of
their residence.
• Staff recognized their concern for the location of
the stop sign and work was halted in order to
explore other options for the location of the sign.

• Staff is also aware of a landscaped area at the
northeast corner of 222 Primrose Place where a
second stop sign would be erected and explored
alternative options to avoid this area.
• All options considered, staff is unable to develop
viable options for relocating the signs that would
not cause damage to landscape or create a
dangerous intersection approach for westbound
traffic on Primrose Place.

• Letters were mailed to residents having addresses
in the 100, 200 and 300 blocks of Primrose Place
on July 2, 2018 making notification the new all-way
stop intersection would be further discussed at City
Council meeting on July 23, 2018.

• Local government action to create or repeal new
stop sign intersections is consistent with the Texas
Transportation Code and Section 18-98 “Stop
Intersections” of the City Code providing that the
City Council may designate any street intersection
as a stop intersection and designate the streets
upon which vehicles shall stop before entering such
intersection.

• Fiscal impact would be limited to the cost of
cement and labor to install two stop signs on
Primrose Place east and west of the
intersection with Buttercup.
