Med opplæringsprogrammet Speed Schools har Strømmestiftelsen fått i stand et samarbeid mellom utdanningsdepartementene, frivillige organisasjoner og lokalsamfunn i Mali, Niger og Burkina Faso.
Alice and Bob’s quest through the fascinating quantum mechanics world as a way to avoid archvilainess Eve eavesdropping. In 1994, Peter Shor showed that many of the cryptosystems used today can be broken using a quantum computer. This idea will be explained together with a short overview of qubit systems. Next, we will see how quantum computing gives rise to the possibility of quantum key distribution with unparalleled security. We will end with a brief discussion on post-quantum cryptography concepts.

Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

land tilbake til skolen.
Med opplæringsprogrammet Speed Schools har Strømmestiftelsen fått i stand et samarbeid
mellom utdanningsdepartementene, frivillige organisasjoner og lokalsamfunn i Mali, Niger og
Burkina Faso. Denne modellen er nå i ferd med å skape store endringer for de om lag tre
millioner barna som faller utenfor skolene. Det skjer ved å ansvarliggjøre og inspirere helt fra
minister- til landsbynivå for sammen å gi en inkluderende kvalitetsutdanning.

Afrika sør for Sahara, og spesielt Vest-Afrika, har det laveste grunnskoleinntaket i verden. Til
sammen faller nesten 30 millioner barn i grunnskolealder, 54 prosent av dem jenter, utenfor
skolen i Afrika sør for Sahara. 2,8 millioner av disse bor i Mali, Burkina Faso og Niger. I følge
statistikken vil kun ett av fire barn som ikke går på skolen i Afrika sør for Sahara begynne på
skolen senere i livet. Hvis utviklingen fortsetter som i dag vil det ta mer enn 70 år før man kan
gi skolegang til de fattigste jentene (UNESCO 2013).
Vest-Afrika ligger på bunn også når det gjelder kvaliteten på utdanningen. Måler en i forhold
til gjennomsnittlige år på skolen, ligger Mali, Burkina Faso og Niger på de tre siste plassene i
verden (UNDP 2009). The Africa Learning Barometer (2012) anslår at 38 prosent av elevene i
femte og sjette klasse mangler grunnleggende lese-, skrive- og regneferdigheter.

måneder oppnår det som ordinære grunnskoler
strever med å klare på tre år, reflekterer også den
lave kvaliteten i det formelle grunnskolesystemet."
Speed Schools er et ni måneder langt skoletilbud for barn i åtte til 12 års-alderen som av ulike
grunner har falt utenfor skolen og det har sikret titusenvis av barn utdanning siden oppstarten
i 2004. Programmet er utviklet av Strømmestiftelsens regionskontor i Vest-Afrika, sammen
med partnere og pedagoger i regionen. Modellen går i korthet ut på at myndighetene ikke
tilbyr utdanningstjenesten selv, men er involvert i finansiereringen, kvalitetssikringen og
innholdet i pensum. Speed Schools drives av sertifiserte lokale frivillige organisasjoner, og
følges opp av et offentlig-privat sekretariat. Modellen benytter seg av styrkene til både ikke-
statlige aktører og sivilt samfunn, samt myndighetene når det gjelder etablering av standarder,
tilgang til finansiering og juridisk anseelse.
Minst 50 prosent av barna som går på Speed Schools er jenter. Kjønnsbalanse tilstrebes også
i skolens styre og i ansettelsen av lærere. Gjennom Speed School lærer barna å lese og skrive,
og de gjennomgår en komprimert versjon av barneskolepensumet for første til tredje klasse.
De to første månedene av Speed School foregår på elevenes eget morsmål. Deretter fortsetter
undervisningen på fransk. Utdanningen er gratis for barna og deres foreldre. Lokalt eierskap
sikres ved at landsbyen hvor Speed School gjennomføres selv må sørge for et skolebygg, samt
kost og losji for læreren.
Etter ni måneder på Speed School tar barna en prøve som tilsvarer opptaksprøven til fjerde
klasse i det formelle skolesystemet. Dersom de består denne prøven, kan barna overføres
direkte til fjerde klasse i grunnskolen. Siden oppstarten av Speed Schools i 2004 har om lag
125.000 barn gått på Speed Schools. 75 prosent av disse har blitt overført til den ordinære
grunnskolen i de tre landene. Programmet har svært gode resultater, og fra et utvalg overførte
Speed School-elever fullførte 82 prosent grunnskolen, mot 44 prosent i nasjonal statistikk.
Med så gode resultater av et program som fører barn inn i fjerde klasse til en langt lavere
kostnad og på langt kortere tid enn den offentlige skolen er det en fare for at suksessen i neste

omgang truer det offentlige skolesystemet. En god dialog og tett samarbeid med
myndighetene er avgjørende for å forhindre at Speed School blir en parallell struktur til de tre
landenes offentlige utdanningssystem. Det er også en utfordring for de tre landenes
utdanningssystemer, som i utgangspunktet har knappe ressurser per elev, å ta imot alle de
overførte Speed Schools-barna etter endt skolegang. Dette kan forsterke mangelen på
infrastruktur og lærere. Derfor ønsker Strømmestiftelsen, i samarbeid med andre aktører, i
størst mulig grad å kombinere Speed School med tiltak for heving av kvaliteten i den offentlige
skolen.
Strømmestiftelsen jobber også for å unngå at Speed Schools blir en sovepute for foreldrene,
som kan få nytte av barnas arbeidskraft i lengre tid og som slipper å finansieres barnas
skolegang i tre år enn hvis de lar dem følge det vanlige skoleløpet. For å hindre dette er det et
viktig prinsipp at en Speed School aldri blir lenger på samme sted enn maksimum to år.

Årsakene til at programmet er blitt så vellykket er særlig at lokale aktører er ansvarlige for
gjennomføringen. De lokale Speed School-komiteene, bestående av frivillige fra
lokalsamfunnet, velger ut elever og finner et lokale for undervisningen. Lokale organisasjoner
rekrutterer, lærer opp og ansetter Speed Schools-lærere, inspektører og koordinatorer.
Et nøkkelorgan i systemet er sekretariatet, et samarbeid mellom offentlig og privat sektor der
tre regjeringer, organisasjoner og givere deltar. Sekretariatet er ansvarlig for pensumutvikling,
sertifisering og opplæring av frivillige organisasjoner, samt finansiering og innsamling av
midler. Dette frigjør myndigheter fra ansvaret for å sette opp tunge, midlertidige strukturer
for å løse problemet med barn som ikke går på skolen. Samtidig gir det givere tillit til at penger
blir brukt spesifikt på disse barna.
Sekretariatet har sikret myndighetenes støtte til Speed Schools, og sørget for at regjeringene
i Mali, Burkina Faso og Niger har finansiert om lag 600 Speed Schools. Sekretariatet driver
politisk påvirkningsarbeid for å få regjeringene til å fortsette å finansiere Speed Schools og
utvidelsen av ordinære skoler i områder hvor hurtigskoler sørger for en økt etterspørsel etter
skoleplasser.
Det er selvfølgelig ikke nytt at regjeringen står for kravene, mens gjennomføring delegeres til
mer fleksible og effektive ikke-statlige aktører. Det som er unikt i den vest-afrikanske
konteksten, er at tre regjeringer – i samarbeid med sivilt samfunn – har formalisert modellen
gjennom sitt lovverk og blitt enige om å jobbe sammen for å få den til å fungere i en så
strategisk sektor som utdanning. Speed Schools tar mye større ansvar overfor
lokalsamfunnene enn det som er vanlig innenfor det offentlige skolesystemet. Dette
forsterkes ved at frivillige organisasjoner får sine kontrakter forlenget om de kan vise til gode

resultater med å overføre barn til den formelle skolen. Dessuten reduserer modellen
sårbarheten for korrupsjon som ofte karakteriserer store sentraliserte byråkratiske strukturer
i utviklingsland. Finansiering går direkte fra giveren til lokale partnere i stedet for å gå gjennom
de ulike nivåene av en offentlig struktur.
Så langt har denne modellen kun blitt gjennomført med Speed School. Det er imidlertid viktig
å merke seg at modellens potensial for oppskalering strekker seg mye lenger enn dette, både
innenfor og utenfor utdanningssektoren. Speed School viser at man gjennom en utradisjonell
samarbeidsmodell som involverer og ansvarliggjøring av sentrale myndigheter, frivillige
organisasjoner og lokalsamfunn, kan gi grunnleggende utdanning minst like effektivt som en
sentralisert statlig modell, men til en lavere kostnad og til høyere kvalitet. Med de gode
resultatene fra Speed Schools kan det derfor bli interessant i fremtiden å utforske mulighetene
for å bruke elementer fra denne modellen for å øke effektiviteten også i de mer etablerte
delene av det offentlige skolesystemet i de tre landene. Også her vil samarbeidet gjennom
sekretariatet kunne bli nøkkelen til å lykkes.
