There are a few limitations to VoIP at the current point in time, these are connectivity and pricing.
VoIP is considered to be a threat for MNO’s worldwide, as more people switch to VoIP to make
calls their revenues are being adversely affected. Therefore in a bid to decrease VoIP calling,
MNO’s are trying to offer limited data usage based mobile broadband packages to its customers.
This would result in excessive data use, which will turn out quite costly for the customers. In
addition VoIP faces the problem of connectivity limitations as with the small proximity of Wi-Fi
networks and the unavailability of mobile broadband in certain areas and buildings.
However the increased use of IP based calling services such as Skype or Viber will hinder the
revenues of the MNO’s as the usage of voice calls over the network is decreasing as VoIP
software’s take over as means of IP to IP voice and video calls. 4G LTE technologies would give a
rise to this trend by providing higher speeds and increased mobility. This will cause many end-
users to downgrade traditional voice plans in favour of using a third-party VoIP application on their

6.2 Alcatel-Lucent
Paris-based Alcatel Lucent (ALU) is engaged in mobile, wireline, IP and optics technologies,
applications and services. Alcatel-Lucent lies amongst the leading 4G LTE infrastructure providers.
It is expecting to land further LTE infrastructure contracts in Latin America. The majority of ALU’s
revenue growth in this region will come from Brazil and Mexico, where the company has secured
contracts for LTE deployment.
Alcatel-Lucent partners with service providers, enterprises, industries and governments worldwide
in more than 130 countries. Alcatel-Lucent operates a New Jersey-based subsidiary named Bell
Labs, which generates communications technology and operates in three business segments:
networks, applications, and services.

Alcatel-Lucent offers operators an all IP LTE with an end-to-end solution. Their pre-integrated
network leverages wireless technologies such as OFDM, Software-Defined Radio technologies,
and IP service routing. Alcatel-Lucent designs and tests the end-to-end LTE/ SAE-compliant
network solution, and provides migration and operational processes in GSM, WCDMA, CDMA and
TD-SCDMA environments.
The end-to-end LTE network integrates LTE-enabled radio access (eNodeB), an EPC, an all-IP
mobile transport, and an open Service Delivery Environment (SDE) based on IMS. The solution
interworks with third-party LTE devices and industry applications. It implements the 3GPP-
standardised SAE optimised for all-IP triple-play service delivery, and can function on existing
wireless and wireline infrastructures.
Recently Alcatel-Lucent has struck a deal with Etisalat, which is the leading mobile
telecommunications operator in the United Arab Emirates (UAE). The deal encompasses to jointly
develop the most efficient and sustainable mobile broadband service to its customers, based on
the cutting edge Alcatel-Lucent technology lightRadio. The company’s LTE product portfolio
includes:

7.1 Erasmo Rojas, Director of Latin America, 4G Americas
4G Americas is a wireless sector association that promotes, facilitates, and advocates for the
deployment of the 3GPP family of mobile broadband technologies throughout the ecosystem –
including networks, services, applications and wirelessly connected devices – in the Americas.
Erasmo Rojas is the Director of Latin America and the Caribbean for 4G Americas and is
responsible for providing information to mobile operators, vendors, regulators, telecommunications
organizations and the media and analysts regarding the 3GPP family of technologies in Latin
America and the Caribbean and its evolution to 3G and 4G including LTE. He informs these key
audiences on the wireless industry’s latest developments to facilitate the successful development
of the 3GPP family of technologies and next-generation advanced mobile services throughout the
region.
He holds a BSEE in Electronics Engineering from the Distrital University in Bogotá, Colombia, a
Master of Science in Telecommunications from the University of Colorado in Boulder and an MBA
in International Management and Marketing from the Southern Methodist University in Dallas,
Texas.
7.1.1 Industry Developments: Last Year and the Year Ahead
Visiongain: Visiongain wrote a report on mobile broadband in April of last year, a time since which
there have been major changes for the ecosystem. Take me through some of those developments,
how they have impacted operations, and the kind of responses you have seen from operators and
infrastructure manufacturers.
Erasmo Rojas: When we look at 1Q12 to 1Q13, we are looking at two complementary
technologies: 3G and 4G. In the case of 3G – including HSPA and HSPA+ – by the end of 1Q12
there were about 90 million subscriptions in Latin America. A year later, in March 2013, this figure
has increased to 134 million subscriptions. So we’ve seen an increase of almost 50%. That gives
us an idea of how much end-users in the region want to use data services.
When it comes to 4G or LTE, the first networks in Latin America were launched at the end of 2011,
so if I make the same comparison – March 2012 to March 2013 – there are now 20 commercial
LTE networks in the region but adoption has not grown as much. I think that operators are still in

VoIP is considered to be a threat for MNO’s worldwide, as more people switch to VoIP to make calls their revenues are being adversely affected. Therefore in a bid to decrease VoIP calling, MNO’s are trying to offer limited data usage based mobile broadband packages to its customers. This would result in excessive data use, which will turn out quite costly for the customers. In addition VoIP faces the problem of connectivity limitations as with the small proximity of Wi-Fi networks and the unavailability of mobile broadband in certain areas and buildings. However the increased use of IP based calling services such as Skype or Viber will hinder the revenues of the MNO’s as the usage of voice calls over the network is decreasing as VoIP software’s take over as means of IP to IP voice and video calls. 4G LTE technologies would give a rise to this trend by providing higher speeds and increased mobility. Alcatel-Lucent lies amongst the leading 4G LTE infrastructure providers. It is expecting to land further LTE infrastructure contracts in Latin America. The majority of ALU’s revenue growth in this region will come from Brazil and Mexico, where the company has secured contracts for LTE deployment. Alcatel-Lucent partners with service providers, enterprises, industries and governments worldwide in more than 130 countries. Alcatel-Lucent operates a New Jersey-based subsidiary named Bell Labs, which generates communications technology and operates in three business segments: networks, applications, and services. 6.2.1 Products, Services, and Strategy Alcatel-Lucent offers operators an all IP LTE with an end-to-end solution. Their pre-integrated network leverages wireless technologies such as OFDM, Software-Defined Radio technologies, and IP service routing. Alcatel-Lucent designs and tests the end-to-end LTE/ SAE-compliant network solution, and provides migration and operational processes in GSM, WCDMA, CDMA and TD-SCDMA environments. The end-to-end LTE network integrates LTE-enabled radio access (eNodeB), an EPC, an all-IP mobile transport, and an open Service Delivery Environment (SDE) based on IMS. The solution interworks with third-party LTE devices and industry applications. It implements the 3GPP- standardised SAE optimised for all-IP triple-play service delivery, and can function on existing wireless and wireline infrastructures. Recently Alcatel-Lucent has struck a deal with Etisalat, which is the leading mobile telecommunications operator in the United Arab Emirates (UAE). The deal encompasses to jointly develop the most efficient and sustainable mobile broadband service to its customers, based on the cutting edge Alcatel-Lucent technology lightRadio. Expert Opinion 7.1 Erasmo Rojas, Director of Latin America, 4G Americas 4G Americas is a wireless sector association that promotes, facilitates, and advocates for the deployment of the 3GPP family of mobile broadband technologies throughout the ecosystem – including networks, services, applications and wirelessly connected devices – in the Americas. Erasmo Rojas is the Director of Latin America and the Caribbean for 4G Americas and is responsible for providing information to mobile operators, vendors, regulators, telecommunications organizations and the media and analysts regarding the 3GPP family of technologies in Latin America and the Caribbean and its evolution to 3G and 4G including LTE. He informs these key audiences on the wireless industry’s latest developments to facilitate the successful development of the 3GPP family of technologies and next-generation advanced mobile services throughout the region. He holds a BSEE in Electronics Engineering from the Distrital University in Bogotá, Colombia, a Master of Science in Telecommunications from the University of Colorado in Boulder and an MBA in International Management and Marketing from the Southern Methodist University in Dallas, Texas. 7.1.1 Industry Developments: Last Year and the Year Ahead Visiongain: Visiongain wrote a report on mobile broadband in April of last year, a time since which there have been major changes for the ecosystem. Take me through some of those developments, how they have impacted operations, and the kind of responses you have seen from operators and infrastructure manufacturers. Erasmo Rojas: When we look at 1Q12 to 1Q13, we are looking at two complementary technologies: 3G and 4G. In the case of 3G – including HSPA and HSPA+ – by the end of 1Q12 there were about 90 million subscriptions in Latin America. A year later, in March 2013, this figure has increased to 134 million subscriptions. So we’ve seen an increase of almost 50%. That gives us an idea of how much end-users in the region want to use data services. When it comes to 4G or LTE, the first networks in Latin America were launched at the end of 2011, so if I make the same comparison – March 2012 to March 2013 – there are now 20 commercial LTE networks in the region but adoption has not grown as much.
