4. Participatory governance involves citizens
participation in governance especially in decision
making. Such actions include:
• assessing their own needs;
• planning;
• monitoring and evaluation;
• implementation of government programs,
projects, and activities.
I. Defining Participatory Governance
5. The idea of citizens participation in governance has
gained more prominence and popular interest in the post
EDSA 1986 when the 1987 constitution was crafted.
The Constitution is very emphatic in saying
“Sovereignty resides in the people, and all
government authority emanates from them”.

Editor's Notes
Citizens and civil society engagement with the LGU and/or participation in governance can help ensure citizens voice and interests especially in the selection of projects that are responsive to their needs. Their monitoring can also help ensure that projects are implemented on time, in competent manner, with success and with least wasted effort or funds. The citizens and civil however however, should be organized and capacitated to engage in governance and the LGU is open for citizens participation to achieved desired outcomes.
4. To contribute to State development and welfare includes the participation in governance.

Modi is a member of the Bharatiya Janata Party (BJP), and of the Rashtriya Swayamsevak Sangh(RSS), a Hindu nationalist volunteer organisation. He is the first prime minister outside of the Indian National Congress to win two consecutive terms with a full majority.
