Statens Serum Institut, Denmark
2. 20 partners countries – 3 associated countries
3 years (started 1st Aug 2018)
Budget €5,800,000
To build concrete tools to improve vaccination coverage in Europe
and strengthen national immunisation programs
EUROPEAN JOINT ACTION ON VACCINATION
(Prof. Geneviève Chêne, coordinator)
To be achieved by 2021: A sustainable European platform (member
states & stakeholders) for strengthened cooperation
Five major topics
• Scientific evidence for national programs
• Strengthening of electronic immunisation information systems
• Concept of data warehouse on demand and supply
• Vaccine research priority-setting framework
• Vaccine confidence

WP5 objective
To strengthen the interaction of
Immunization Information Systems
(IIS) in Europe in order to increase
vaccine surveillance capabilities and
to increase vaccination coverage
WP lead by
Denmark, SSI and Croatia, CIPH

4. WP5 objectives
The specific objectives are to
1. Assess the interoperability of European IIS and identify
opportunities for standardization
2. Test the feasibility of doing cross-Europe harmonized
estimations of MMR vaccine coverage using available IIS
3. assess and describe European vaccine reminder and
recall systems to inform future development of such
systems within IIS
4. based on the MMR vaccination coverage data obtained
(2) perform a feasibility study for a coordinated cross-
border measles vaccination campaign
5. EU –eHealth Network Meeting

Why should European IIS be interoperable?
Support extraction and combination
of European vaccine data for
Surveillance/assessment of
• Vaccination coverage
• Vaccine safety
• Vaccine effectiveness

Current challenges
Lack of semantic interoperability of IIS related to use of different
data models, coding practices and insufficient
classifications/nomenclature for vaccines and vaccine products
Different methods used for estimating vaccination coverage
Information on vaccination coverage is published in European
reports with delays or on national websites
No timely European overview of vaccination coverage
7. EU –eHealth Network Meeting
13 09 2018
Tyra Grove Krause 7
1. Assess the interoperability of European IIS
Describe the available data, data collection processes,
data models, coding practices and data quality of
European IIS
Assess compliance of existing IIS to the New European
Interoperability Framework
Identify challenges and needs related to IIS information
sharing and implementation

- Several countries or regions with IIS can provide vaccine
coverage estimates by smaller geographical areas
- Aim: to estimate cross-europe MMR coverage using a
standardized methodology and share data on a common
platform
2. Pilot study on cross-border vaccine
coverage estimation

MMR vaccine coverage estimations
Define a core
minimal dataset
Develop a protocol for
standardized
estimation of
vaccination coverage
Develop an
algorithm ideally
using open-source
software (eg R)
Each
country/database
can run the
algorithm using
they own data
Aggregated data
and graphs and
tables shared on
common platform

platform
