El Paso Water is developing an advanced water purification project to address long-term drought impacts on its surface water supplies and meet peak water demands. A feasibility study established direct potable reuse as the preferred alternative. Pilot testing of microfiltration, reverse osmosis, UV/peroxide advanced oxidation, and granular activated carbon treatment established the basic treatment scheme. Detailed technical evaluations were completed in 2017-2018 to address key questions, and preliminary design is currently underway. The project will provide a reliable water source to meet demands without reliance on impaired surface water supplies from the Rio Grande.

- El Paso has endured drought conditions for several years Combined reservoir storage less than 10% of capacity EPWU has instituted drought support programs to ensure adequate potable water supplies
- In a non-drought year we would receive river water for about eight months. The gates at Elephant butte would typically open in February and close in October along with the irrigation season. The brown bar shows the river water, the blue shows the underground water we can supply, and the red shows our water use. We rely on river water to supply high water use in the summer, which allows us to preserve underground water.
- In a drought year our river water is significantly reduced and for a shorter period of time. This happened for the last two years and will likely happen this year. Thanks to successful coordination with the irrigation district we get river water when we need it most. But what happens when we get no river water at all?

- Talk about: Capacity and redundancy evaluations are influenced by discharge obligations to irrigation users in the summer. Nitrogen removal in WWTP intermittent; but RO sufficient to reduce concentrations. Pathogen removal requirements established and credits assigned. New, more efficient UV reactors evaluated, bringing TCEQ along on a challenging technical evolution. Disinfection byproducts (NDMA, THMs) drive many process and water quality considerations.
