This document summarizes the results of a survey conducted by TM Forum on real-time convergent charging (RTCC) and policy management. The survey received 67 responses and included 13 interviews over 12 weeks. Key findings include: 1) 95% of respondents said RTCC and policy management were important; 2) 67% of those not implementing plan to within a year; 3) Largest operators (over 150M customers) were further along than expected, with 87% having implemented and 100% agreeing the systems should be integrated. The document concludes that operators must think like internet companies to survive and that the goal is policy-enabled billing.
