9. Questions in the impact analysis
Impact analysis will highlight / study:
• 1. whether, and if so how, VINNVÄXT initiatives have affected the "region" (ie leading
regional players) work with innovation and growth strategies and their implementation.

developed.
• 2. whether, and if so how, VINNVÄXT initiatives have affected the "region" (ie leading
regional players) overall ability to manage rapid structural change (unforeseen events,

11. What can be learned from our experience?
• It’s important for us to push the initiatives to
deliver good quality in data
• More specific task for follower researchers to
focus on quality in data for results on system
level (layer 3 and 4)
• Programme management needs to be a
dialogue parter throughout the process of the
impact analysis – due to the complexity
• Strategic learning approach in the international
evaluations has proven to be successful
(not just control)
