- Dear colleagues: Thanks to the organizers for giving me the opportunity to be here with all of you. Organizations assessment is an extremely complex task because of the qualitative aspects that they intervene, which give them the personality with which approach problems and the energy with which they are able to overcome them. When the object to be evaluated is a cluster, the problem is further complicated, since this is the case of an ecosystem that if survives, it is because they are balanced all the interests of a variety of organizations, companies and institutions. I would like in five minutes, to focus the key questions which in my opinion we should ask before starting the process of evaluating a cluster and then, give you the answers of the Indexfokus Methodology.
- The first thing is to start asking ourselves if we want to evaluate the "natural cluster", delimited by the local chain value or territory to which it is attached, or the "cluster initiative" organized formally trying to encourage it. Will the results be the same? It is also important to bear in mind "who promotes evaluation." Is it the Regional, National Government, the European Union? Do any of the interest groups Cluster? Or is the Director of the Cluster who requests it? What pushes promoters to request cluster evaluation? What for to perform the evaluation? Is it to justify the existence of a cluster initiative? Justifying the money invested in the cluster? Calculate its effect on the territorial economy? To get funds? Assess its future viability? ... Taking into account these motivations, the focus has to be on what to evaluate. The cluster effectiveness? Its efficiency? Its procedures? Its projects? The relationships among its members? Its management? ... Once it has been determined the goal, the next step is selecting the evaluator: Who should be the cluster evaluator? ". The cluster initiative staff? An independent expert? A public institution? ¿Officials? "What methodology will apply the evaluator? Is there a standard methodology for cluster evaluation? A custom designed methodology should be implemented? ... Entering in matter: "What variables should be measured in the cluster": Quantitative? Qualitative? Both? Can they be comparable with other clusters? Under what criteria? What role will the cluster members in the evaluation? Who should participate? Their participation will be individually or collectively? By invitation or openly? What information should they provide? How long should they devote to this process? How long will the whole process of evaluation? Weeks? Months? Years? Is it intended to make only punctual assessment, or this will be the first in a series designed to show the evolution of the cluster? Whom will the results be presented? Only to the promoters of the evaluation?. ¿To the Board of cluster? To all stakeholders? To all cluster members? To all the territory? How submit the results? Open to discussion? Definitive?
