Staffing has been described as the
managerial function of filling and keeping
filled, the positions in an organization
structure. This is achieved by identifying
requirement of work force, followed by
recruitment,selection,placement,promotion,
appraisal and development of personnel, to
fill the roles designed into the organization
Definition & Meaning of staffing

According to Koontz and O'Donnell, “the
managerial function of staffing involves
manning      the    organizational   structure
through proper and effective selection,
appraisal and development of personnel to
fill the roles designed into the structure.”

Staffing is concerned with ensuring that
the organization has the right number of
people and the right kind of people at the
right places, at the right time and that they

      Helps in discovering and obtaining
      
    competent personnel for various jobs.
 Makes for higher performances, by
  putting right person on the right job.

   Ensures the continuous survival and
    growth of the enterprise through the
    succession planning for managers .
    Helps to ensure optimum utilization of
    the human resources. By avoiding over
    manning. It prevents       under-
    utilization of personnel and high labour
    costs. At the same time it avoids
    interruption of work by indicating in
    advance, the shortages of personnel.

   Improves job satisfaction and morale of
    employees through objective
    assessment and fair reward for their
    contribution.

According to Michael Jucious, Human Resource
Management is that field of management which has
  to do with planning, organizing and controlling
     various operative activities of procuring,
developing, maintaining and utilizing a labour force
 in order that the objective and interest for which
   the company is established, are attained as
 effectively and economically as possible and the
 objectives and interest of all levels of personnel
 and community are served to the highest degree
 In
   the words of Edwin Flippo, human
 resource management is concerned with
 the procurement, development,
 compensation, integration and
 maintenance of the personnel of an
 organization for the purpose of
 contributing towards the
 accomplishment of that organization's
 major goals and policies.
 Its   purpose is to enable every human
 being working in the organization to make
 best possible contribution.


 Staffing    is concerned with procurement,
 development, compensation, integration
 and maintenance of both managerial and
 non-managerial employees.
Evolution Of Human Resource
               Management
•In modern business the Human Resources
Management function is complex and as
such has resulted in the formation of
Human resource departments/divisions in
companies to handle this function. The
Human resource function has become a
wholly integrated part of the total
corporate strategy.
•The function is diverse and covers many
facts   including   Manpower    planning,
recruitment   and    selection, employee
•The     history   of   Human      Resource
Management has progressed through the
ages from times when people were abused in
slave-like working conditions to the modern
environment where people are viewed as
assets      to     business     and     are
treated accordingly.
•The Human Resource function will have to
adapt with the times, as staff become more
dynamic and less limited in their roles and
bound by a job description.
•Human resource management has replaced
the traditional concept of labour welfare
•Human Resource Management (HRM) in
its present form has evolved from a number
of significant inter-related developments,
which date back to the era of industrial
revolution. Emergence of trade union
movement led to the need of a person who
could act as an effective link between the
owners and workers.
•Thus, the concept of labour welfare
officer came into being. His role was limited
to the bare minimum welfare activities of
employees.

Estimating the manpower
      requirements

It involves forecasting and determining the
number and kind of manpower required by
the organization in the future. The
manpower needs of an organization are
estimated by keeping in view its present
activities and future plans such as
production schedules, demand forecasts,

  required personnel and inducing
  people to apply for jobs in the
  organization. It is the process of
  searching for prospective employees
  and stimulating them to apply for

Selection

Selection is the process of choosing
and appointing the right candidates for
various job positions in the organization.
In other words, it tis the process of
choosing from among the pool of the
prospective job candidates developed at
