(ICTs) is a broader term for Information
Technology (IT), which refers to all
communication technologies, including the
internet, wireless networks, cell phones,
computers, software, middleware, video-
conferencing, social networking, and other media
applications and services enabling users to access,
retrieve, store, transmit, and manipulate
information in a digital form.

59.5% of the global population
use ICT according to the report
taken in January 2021 . Of this
total 92.6% (4.32 billion)are
mobile users.

 A digital citizen refers to a person who has the knowledge and skills to
effectively use digital technologies to communicate with others ,
participate in society and create and consume digital content.
 The digital citizen needs to follow six principles of citizenship:

• Respect intellectual property
• Protect intellectual property

One important element of digital citizenship
is that access to technology should be
available to all. It is equal distribution of
technology and online resources
It is the rules about the proper and
polite way to communicate with other
people when you are using the internet.
It is the electronic buying and selling of
goods. It focuses on the tools and safeguards
in place to assist those buying, selling,
banking , or using money in any way in the
digital space.
It is the process of understanding
technology and its use.

Digital Footprint
 A digital footprint is a trail of data you create while using the Internet. It
includes the websites you visit, emails you send, and information you
submit to online services.
 Digital footprint is a unique data trace of a user's activities, actions,
communications or transactions in a digital media.
 A digital footprint can be used to track the user's activities and devices.
 Digital footprint are created on two ways:
a) Passively
b) Actively
Things To Know About Digital Footprints
 When you search and interact online, a trial of info is left behind.
 Elements of your digital footprints can be searched or shared.
 Digital footprints can be helpful or harmful to your reputation both now
or in the future.
 Once online, things can exist forever(even if deleted)
 Always think before you post online
 Personal information or opinions sent to one person can be shared with a
large audience.

 It is created when data is collected
without the owner knowing.

 It is created when personal data is
released deliberately by a user for the
purpose of sharing information about
oneself by means of websites or social
media.

intensified development and
growth of ICT sector as a key
driver for Nepal's sustainable
development and poverty
reduction strategies.
 To transform Nepal into an
information and knowledge-
based society and economy.

● To empower and facilitate Nepal's
participation in the Global Knowledge
Society
● To transform Government service
delivery regime by promoting
transparency, inclusiveness and
participation through effective
utilization of information and
communication technologies.
● The government shall act as a
promoter , facilitator and regulator.
● Ecommerce shall be promoted with
legal provisions.
● IT shall be used to assist e-
governance.
● IT shall be applied for rural
development.
● IT industry shall be promoted.
Objectives Strategies
Action Plan
 The following action plan shall be adopted to implement the national IT
policy and fulfill its objectives:
 Participation of private sectors in infrastructure development
 Arrangements shall be made for development of infrastructure related to IT.
 Measures shall be adopted to develop skilled manpower.
 IT shall be used to improve the quality of education.
 Necessary legal infrastructure shall be created for the promotion of tele-
medicine, distant learning , tele- processing and commerce.
Institutional Provisions
• The National Information Technology Development Council shall be
constituted under the chairmanship of the Rt. Honourable Prime Minister.
• The National Information Technology Development Council shall be review
and revise information technology policy, appraise annual progress and
solve problems that may arise and carryout such other activities as it may
deem necessary for the development and extension of the information
technology sector.
• The National Information Technology Development Council shall be set up
under the Ministry of Science and Technology.
Electronic Transaction and Digital Signature Act
• Electronic Transaction and Digital Signature Act – Ordinance was enacted
in Nepal in 2061 BS(2004).
• It was formulated mainly to legalize the different trading activities
through the global computer network and to give a boost to the e-
governance activities.
• It contains a strong provision of punishment against cyber cries according
to the nature of the crime.
 The different cyber mentioned in the law include:
 Hacking
 Damage to computer source code
 Breach of privacy
 Faking digital signatures
Major Interesting Aspect of Electronic Transaction And
Digital Signature Act
• A controller of a public key certifying authorities has been appointed by
the government. This office will recognize certifying authorities who will
have the authority to issue public key certificates and verify digital
signatures.
• To facilitate electronic filing of the Government agencies and to promote
efficient delivery of Government services by means of reliable electronic
records.
• Provides a detailed provisions for the Controller of Certifying Authorities
to regulate Certifying Authorities.
• Provides provision of an Appellate Judicial body to listen to complaints,
cases and cyber related crime.

Information and Communication Technologies (ICTs) is a broader term for Information Technology (IT), which refers to all communication technologies, including the internet, wireless networks, cell phones, computers, software, middleware, video- conferencing, social networking, and other media applications and services enabling users to access, retrieve, store, transmit, and manipulate information in a digital form.

It includes the websites you visit, emails you send, and information you submit to online services.  Digital footprint is a unique data trace of a user's activities, actions, communications or transactions in a digital media.  A digital footprint can be used to track the user's activities and devices.  Digital footprint are created on two ways: a) Passively b) Actively

Things To Know About Digital Footprints  When you search and interact online, a trial of info is left behind.  Elements of your digital footprints can be searched or shared.  Digital footprints can be helpful or harmful to your reputation both now or in the future.  Once online, things can exist forever(even if deleted)  Always think before you post online  Personal information or opinions sent to one person can be shared with a large audience.

IT Policy of Nepal 2072 ● To empower and facilitate Nepal's participation in the Global Knowledge Society ● To transform Government service delivery regime by promoting transparency, inclusiveness and participation through effective utilization of information and communication technologies. ● The government shall act as a promoter , facilitator and regulator. ● Ecommerce shall be promoted with legal provisions. ● IT shall be used to assist e- governance. ● IT shall be applied for rural development. ● IT industry shall be promoted. Action Plan  The following action plan shall be adopted to implement the national IT policy and fulfill its objectives:  Participation of private sectors in infrastructure development  Arrangements shall be made for development of infrastructure related to IT.  Measures shall be adopted to develop skilled manpower.  IT shall be used to improve the quality of education.  Necessary legal infrastructure shall be created for the promotion of tele- medicine, distant learning , tele- processing and commerce.
  • 18. Institutional Provisions • The National Information Technology Development Council shall be constituted under the chairmanship of the Rt. Honourable Prime Minister. • The National Information Technology Development Council shall be review and revise information technology policy, appraise annual progress and solve problems that may arise and carryout such other activities as it may deem necessary for the development and extension of the information technology sector. • The National Information Technology Development Council shall be set up under the Ministry of Science and Technology.

Electronic Transaction and Digital Signature Act • Electronic Transaction and Digital Signature Act – Ordinance was enacted in Nepal in 2061 BS(2004). • It was formulated mainly to legalize the different trading activities through the global computer network and to give a boost to the e- governance activities. • It contains a strong provision of punishment against cyber cries according to the nature of the crime.  The different cyber mentioned in the law include:  Hacking  Damage to computer source code  Breach of privacy  Faking digital signatures
  • 20. Major Interesting Aspect of Electronic Transaction And Digital Signature Act • A controller of a public key certifying authorities has been appointed by the government. This office will recognize certifying authorities who will have the authority to issue public key certificates and verify digital signatures. • To facilitate electronic filing of the Government agencies and to promote efficient delivery of Government services by means of reliable electronic records. • Provides a detailed provisions for the Controller of Certifying Authorities to regulate Certifying Authorities. • Provides provision of an Appellate Judicial body to listen to complaints, cases and cyber related crime.
