•The Marine and Coastal Access Act 2009 combined with the MPS sets out the statutory basis for a new plan-led system for marine activities throughout the UK in order to help achieve sustainable development in the marine area taking an ecosystem based approach. 
•The MPS began the new system of planning in March 2011 
•All public authorities taking authorisation or enforcement decisions that affect the UK/Wales marine area are to act in accordance with the MPS. 
•The MPS is the framework for the UK marine planning system(s). Marine Plans have to be in compliance with the MPS. Cross border integration is a commitment –across the UK , evidence UKMMAS , internationally and with terrestrial planning regimes , Integrated Coastal Zone Management. 
•All four UK administrations, as they have adopted the Marine Policy Statement, are statutorily obliged to produce plans. 
UK Marine Policy Statement
–Engagement in development – views are sought on key shared documents -our intra net site http://wales.gov.uk/topics/environmentcountryside/fisheries/marine/marine-planning/?lang=en. We will continue to place developments there. 
–Taking a 20 year view – Vision and Objectives for the Plan 
–Creating an effective evidence base and a longer term evidence strategy for marine – Strategic Scoping Exercise 
–Emphasis on opportunity and working with the licensing regimes to add clarity End user” workshops and feedback More consultation to come 
–Lesson learning from other plans, East Inshore and off shore plans published this year and Scotland’s draft National Marine Plan. (as well as others more widely – Australia focussed on the Great Barrier Reef) 
–Important that the right governance mechanisms are in place to ensure an effective marine planning system is created and the cross border issues are addressed

We have shared key documents on the internet for your comment please. 
Recent engagement has included workshops held in north and south Participants included by representatives from LAs – planners, National Parks, Port Authority, NRW, MMO, Cefas Welsh Government officials Discussions were wide ranging and included - key issues (environmental, social and economic) relevant to the plan area 
- the overall approach to engagement – how best to work together internet sharing, meetings, events, groups emails - a mixture 
- How can decision makers best interact within the plan? 
A report of these discussions is being prepared and emerging points will be shared on the internet

Timing - 2015 will be a step in the process of the planning system – development will continue.

It is important to be clear on the scope of the Welsh National Marine Plan ( the Plan) Views sought by 10 November. More to follow! 
The Plan needs to be appropriate to Welsh needs and to address cross border issues – meeting with UK Gov, MMO, partnership 
The whole marine planning process is important, not just the Plan itself 
The Plan will continue to evolve as new evidence emerges 
It will be a challenge to balance environmental, social and economic interests 
Future uncertainties will be difficult to capture within the Plan 
Monitoring and implementation plan – ensure objectives are Specific Measurable Appropriate Reasonable Timed - from the outset 
Continue to consider how best to engage with all those with an interest and those who may be affected generally and to work with existing partnerships/ local groups We will issue a draft Welsh National Marine Plan next year for consultation and will be seeking your views and direct input.

Marine Planning in Wales 
An early version of the marine planning portal was published for comment last month. Feedback has also been requested on the draft Strategic Scoping Exercise. 
Marine Planning is a long term commitment. The Welsh National Marine Plan will establish and overarching, cross-cutting and integrated process for the management of the marine environment. 
We are taking a 20 year view and our vision is for 2035. 
The draft scope, draft vision and related objectives of the Sustainability Appraisal for the Welsh National Marine Plan were published for our stakeholders to provide comments. 
Managing marine activities in a sustainable way and which considers economic, social and environmental issues. The cycle is to evaluate after 3 years and review after 6 years. 
•The purpose of marine planning under the Marine and Coastal Access Act 2009 (MCAA) is to help achieve sustainable development of the marine area. 
•Welsh Ministers are the Planning Authority for the Welsh onshore and Welsh offshore areas. 
•The Welsh Government is committed to having a national marine plan in place by 2015. 
•The first step towards this was the publication of the Statement of Public Participation (SPP). The SPP was adopted on 14 June 2014.

  • 6. •The Marine and Coastal Access Act 2009 combined with the MPS sets out the statutory basis for a new plan-led system for marine activities throughout the UK in order to help achieve sustainable development in the marine area taking an ecosystem based approach. •The MPS began the new system of planning in March 2011 •All public authorities taking authorisation or enforcement decisions that affect the UK/Wales marine area are to act in accordance with the MPS. •The MPS is the framework for the UK marine planning system(s). Marine Plans have to be in compliance with the MPS. Cross border integration is a commitment –across the UK , evidence UKMMAS , internationally and with terrestrial planning regimes , Integrated Coastal Zone Management. •All four UK administrations, as they have adopted the Marine Policy Statement, are statutorily obliged to produce plans. We will continue to place developments there. –Taking a 20 year view – Vision and Objectives for the Plan –Creating an effective evidence base and a longer term evidence strategy for marine – Strategic Scoping Exercise –Emphasis on opportunity and working with the licensing regimes to add clarity End user” workshops and feedback More consultation to come –Lesson learning from other plans, East Inshore and off shore plans published this year and Scotland’s draft National Marine Plan.   • 9. We have shared key documents on the internet for your comment please. Recent engagement has included workshops held in north and south Participants included by representatives from LAs – planners, National Parks, Port Authority, NRW, MMO, Cefas Welsh Government officials Discussions were wide ranging and included - key issues (environmental, social and economic) relevant to the plan area - the overall approach to engagement – how best to work together internet sharing, meetings, events, groups emails - a mixture - How can decision makers best interact within the plan? A report of these discussions is being prepared and emerging points will be shared on the internet Update - recent engagement

  • 11. It is important to be clear on the scope of the Welsh National Marine Plan ( the Plan) Views sought by 10 November. More to follow! The Plan needs to be appropriate to Welsh needs and to address cross border issues – meeting with UK Gov, MMO, partnership The whole marine planning process is important, not just the Plan itself The Plan will continue to evolve as new evidence emerges It will be a challenge to balance environmental, social and economic interests Future uncertainties will be difficult to capture within the Plan Monitoring and implementation plan – ensure objectives are Specific Measurable Appropriate Reasonable Timed - from the outset Continue to consider how best to engage with all those with an interest and those who may be affected generally and to work with existing partnerships/ local groups We will issue a draft Welsh National Marine Plan next year for consultation and will be seeking your views and direct input. Thank you Forward look
  • 12. Marine Planning in Wales An early version of the marine planning portal was published for comment last month. Feedback has also been requested on the draft Strategic Scoping Exercise. Marine Planning is a long term commitment. The Welsh National Marine Plan will establish and overarching, cross-cutting and integrated process for the management of the marine environment. We are taking a 20 year view and our vision is for 2035. The draft scope, draft vision and related objectives of the Sustainability Appraisal for the Welsh National Marine Plan were published for our stakeholders to provide comments. Managing marine activities in a sustainable way and which considers economic, social and environmental issues. The cycle is to evaluate after 3 years and review after 6 years. •The purpose of marine planning under the Marine and Coastal Access Act 2009 (MCAA) is to help achieve sustainable development of the marine area. •Welsh Ministers are the Planning Authority for the Welsh onshore and Welsh offshore areas. •The Welsh Government is committed to having a national marine plan in place by 2015. •The first step towards this was the publication of the Statement of Public Participation (SPP). The SPP was adopted on 14 June 2014.
