3. System Overview
The project entitled “RTO Management System” is an outcome
of practical work at Watches. One can get considerable
satisfaction when and only when same positive efforts are
translated into concern things. It is really very pleasant task of
acknowledgement the help we have received while developing
this system.
In this fast and furious world there are a lot of vehicles on the
roads speedily moving. Some even touching the air. We have
a global body present in every region of the country which is
referred to as the Regional Transport Office commonly called
as the RTO.
The proposed, “RTO Management System” is a platform
introduced to control, assist traffic entities i.e. vehicles, their
registrations, their owner name registrations. Tax to be paid by
the owner for his vehicle, vehicle transfers, Learning and
Permanent Licence tests to be conducted. All these functions
are carried out by the RTO.
The said RTO System as mentioned above is a supreme
body to monitor traffic entities and provide them the
permissions to set themselves driving on roads. The rules of
traffic are also monitored by this body.

Processor- Intel® Core™ Duo CPU@2.4GHz.
Operating System- Windows 7/8.
Database- MS Access.
Software- Visual Basic 6.0.
Graphic Card- NVDIA GEFORCE 210, DDR3
1GB Memory.
5. Problem Definition
The current system has adopted the following points:
In today’s world the increasing traffic and longer commuting
distances is becoming very difficult for people to travel for
their particular licence issue.
Most of the people often work for longer hours and have no
flexibility to take a break from their work to undergo their
licence tests.
A system is required where all the things i.e. all the data is
stored online and the paper works is reduced.
The current system is more redundant.
Data here is inconsistent and a lot of paper work is used
here.
The most common threat is a fraud as there is negligible
security to the RTO Management servers.
Maintains a local database.
Not user friendly.
6. Limitation of Manual System
It is difficult to maintain data.
Searching of particular record gets time consuming and
also, it’s too difficult to maintain incoming and outgoing
traffic.
Updating of database takes more time to change.
Too much documentation work is needed in order to
maintain records.
Time limits for applicant’s interactions with the
administration.
7. Proposed System
The main objective of the proposed system is to completely
automate all the processes that were previously manually
done. The current system is user friendly. It also includes a
secured login portal that is highly encrypted to avoid getting
tricked

9. List of Process Within System
The project is basically meant to computerize the existing system so as to gain accuracy,
processing speed, data consistency, data integrity, efficient fault administration and better error
handling. The proposed system mainly covers the following points.
Registration Process For The Applicant Under this section the system maintains all the
necessary fields that the applicant needs to fill while filling the form.
Registration For Permanent License : This section is the subset of the above process and here
the applicant is allowed to register for his permanent license only and only if he already has a
learner’s license.
Registration Process For The Employee : This section allows the administration department of
the RTO to allocate credentials to the employees so that they can flawlessly allow the employees
to register the data and proceed with the needful
Registration For Learner’s License: This section allows the user(Fresh) candidate to apply for
his learner’s license. The registration form for the learner’s license registration form is to be filled
here.
Tax Payment Registrations: This section allows the outstation vehicle to make an One-Time Tax
payment to the RTO.
Payment Against Challan and E-Receipts: This sections allows the payment for various
challans for the sections such as the permanent license, learners license, tax payment as well as
the renewal of the permanent license.
Renewal Of Permanent License: This sections allows the applicant to renew his permanent
license.

Limitation:-
The proposed system can be only used on Windows Operations Systems i.e. it is
not platform independent.
As the system uses an online server, if the server shuts temporarily, the entire
system also will shut down.
Limited number of driving test slots.
Less human efforts which means even the slightest of errors will be considered
which is not necessary at times.
18. Future Enhancement
Storage Space – This term implies that our system has a large storage
space in the database and is completely future-ready.
Multithreading- This tells us that more than a number of processes can run
at a single time in the proposed system.
Security- The secured login form ensure data security by avoiding
unauthorized access.
Accuracy- All the entities, processes and all the data that is provided by the
system is spot on and in turn increasing it efficiency and reliability.
The current system “RTO Management System” can be further modified by
including more facilities to the users so as to save time as well as a ton of
storage space.
The management, modification of the system will be done on
periodic basis and can be implemented with the help of required details.
