Dr. Syed Javaid Khurshid has extensive experience in project management, planning, and evaluation working for the Pakistan Atomic Energy Commission (PAEC) for 39 years. Dr. Syed Javaid Khurshid is B.Sc. (Hons) 1972, MSc. 1973 in Organic
Chemistry from Karachi University. MS from Ball State University, USA
in Biochemistry and Ph.D. from University of the Punjab in Chemistry,
Radiopharmaceutical Chemistry, 1993. Dr. Javaid worked for Pakistan
Atomic Energy Commission (PAEC) for 39 years in different capacities

Dr. Javaid presently is, President Pakistan Nuclear Society, a body comprising of about 3500
Nuclear Scientists, Engineers & Professionals. As President PNS his special interest/ passion is
Nuclear Knowledge Management and Nuclear Energy & Climate Change. He is Director at
Large of Planning Management Institute, PA, USA (Islamabad Chapter). He is Secretary

He worked for 10 years as Director General, Directorate of Planning & Projects Coordination,
Chairman Secretariat, PAEC-HQs. He was Focal Person for all PAEC Projects. He prepared
coordinated, implemented & monitored 85 open projects of Agriculture, Biotechnology,
Energy, Engineering, Medical and S&T worth about 9800 billion with an annual release of
about 53 billion/year, including power projects of C-3, C-4 & K-2, K-3. As PAEC-SPD Focal
Person coordinated about 90 classified projects worth about 82 billion. He also monitored
and evaluated more than 60 research projects of S&T, PCSIR, PSF and PMRC. Passionate with
skills to achieve goals he developed “Project Monitoring & Evaluation Cell” at PAEC through
PSDP funding for monitoring & evaluation of PAEC Projects.
Dr. Javaid has specialized skills of Project Development, Implementation, Management,

Dr. Javaid worked for 7 years as Director Biosciences, PAEC. He was responsible for
managerial guidance of research, planning, development & administrative matters of 13
Biosciences Institutes. He has developed National Cancer Control Program for Planning

Pakistan. By virtue of his hectic efforts he obtained land and developed 9 new cancer hospitals
during his tenure. He worked as Chief Coordinator of Pakistan Farmer Participatory Saline
Agriculture Project, As Technical Consultant 1989 he developed First Pakistan Radiation
Sterilization Services (PARAS) Lahore, for Single Use Medical Products and helped in preparing
feasibility report in 2004 for 03 Food Irradiation facilities proposed at Lahore, Karachi &
Peshawar. In 1978 developed Quality Control & Assurance facilities for Radiopharmaceutical.
He was a member of Inter-ministerial committee Biological Weapon Control, MoFA,
Government of Pakistan. Presented Pakistan 4 times as technical expert of delegation to UN
on Biological Weapon Control (BWC) meetings. Participated 3 times as member of State Party
to UN on BWC meeting and helped GoP in making the legislation on dual use products.
Served as member of PAEC Review Committee on Pakistan Nuclear Regulatory Authority
(PNRA) rules & regulation on Health, Member of Life Sciences Core Group, COMSTECH. As
an Environmental Coordinator for 3 years & General Secretary, Pakistan Association for Life
Sciences on Research Committee of Pakistan Biological Association.
Research: Dr. Javaid’s research activities are mainly concentrated on health related topics,
such as Development of Bioscanning & Therapeutic Important Complexes. Provided guidance
& supervision to M.Phil/PhD students of different Universities. His passionate research and
