This document provides an agenda for a two-day workshop on legal challenges for the State Appeals Commission on Public Procurement and the Public Procurement Bureau in Skopje, Macedonia from December 11-12, 2014. The workshop will cover utilities, framework agreements, and the remedy of ineffectiveness through presentations and case studies. Day one will focus on utilities procedures, purchasing tools, and case studies in the morning and frameworks coverage, structure and case studies in the afternoon. Day two will continue the framework case study in the morning and cover the remedy of ineffectiveness in the latter part of the day.

Objective
SIGMA has designed a further series of three practical workshops for members of the State Appeals Commission and Public Procurement Bureau aimed at developing the practical skills needed for handling procurement cases: analysing cases and preparing decisions. The workshops, built around EU case- studies, will be focused on practical aspects of the work of procurement review bodies.
The following agenda may be adapted on the day to reflect the needs of the participants at the event.
