  1. I was asked to talk about Real Time Information or RTI in terms of the substance of governance.
  2. The slides as well as the planned words are at Steele23 using tinyurl.com as the path.
  3. Here’s an example of a Twitter Mob created almost instantly by a celebrity post. The NYPD was not following twitter then, now it does.
  4. When Bill Clinton needed to know if we had hit the Libyan intelligence headquarters, CIA could not tell him. He called CNN’s CEO who called the bureau chief in Jordan who called a photographer in Tripoli who lived across the street from the headquarters. Today Twitter makes possible a two-way emergency warning system as a well as the harnessing of the collective intelligence or a group, or a single observer at a specific time and place. A World Brain now exists in rudimentary form.
  5. The Obama IT vision has certainly been influenced by his privileged knowledge of what Google is up to, but that has not migrated across government and we are all here in part to help make that happen. These are three new memes that I believe will lead to a revolution in government information affairs over the next decade.
  6. This is the graphic I use to show ++ the limitations of the existing internal data mining approach; ++ the vital importance of treating the cell phone with RapidSMS as a two-way decision device; ++ the urgency of getting in touch with external information; and ++ the Holy Grail, Whole of Government information sharing and sense-making.
  7. This is a photograph of the first Inter-Cloud meeting on 4 September, which was by invitation only. You can see Vint Cerf of Google in his traditional vest. This is what is replacing Semantic Web as the new new thing. A “cloud of clouds” is developing outside the government space that is very relevant to bringing the government into the 21st Century at an affordable cost in short time. These guys can tell you what is coming at you a year or more in advance of its release.
  8. Service anarchy is a kind term for what we have today in the government. Legacy systems cannot be destroyed, they can only be repurposed. In combination, cloud technology, cell phone technology, and mash-up technology offer a leap frog opportunity to the government.
  9. Government is vital to our weathering the perfect storm that is upon us, as entire industries are swept up in creative destruction. Just today there is focus on the bankruptcy of Hertz, Sprint, and other providers of services to the government. In the past the government has been able to ignore the wealth of information outside its stovepipes. That is no longer possible, and fortunately, there are solutions available.
  10. Government needs to plan now for the day when RFID and cell phones are ubiquitous, at the same time that it plans for real-time processing and visualization so as to deliver real-time intelligence to the handset anywhere anytime.
  11. This slide and the next three slides are included in my posted briefing but I can only give you one sentence each. Government needs to sense ten high-level threats and harmonize twelve policies in Near Real Time at every level from local to global, with Whole of Government coherence.
  12. With changes to the Earth that used to take 10,000 years now taking three, Real Time Science is emergent; we need Real Time Government to develop in tandem. True Cost data, and open source everything, are going to be the twin pillars of government effectiveness in the 21st Century…..in my humble opinion (IMHO).
  13. Government needs to plan for accessing all information in all languages all the time. From History to Faith, context and time-based responsiveness are now the bookends for achieving government intelligence. Government must anticipate across every functional area; share information across every political and other boundary; and adapt to the unthinkable as it happens.
  14. To succeed, government must figure out how to harness and integrate the distribute intelligence of the Nation, and then of the Whole Earth.
