- I cannot do justice to all that has happened in the HOPE community, but by offering you these small gifts, given to me by Scotland Yard and now to you, as a more fit recipient, and with this medal, a lifetime achievement award from the Open Source Intelligence network—one of only twelve to be issued—I thank you for allowing me to be a part of this. Now we all move on to the next phase, openly and non-violently taking back both our government and our planet.

- I was told you’d be asking if I did not include this, so here it is. I am not your normal bear. Very much an odd duck, one reason I feel so good being with hackers and bloggers. PAUSE.
- Over the past two years 24 co-founders have come together to create the Earth Intelligence Network, including a social, technical, and financial plan for harnessing the distributed intelligence of the Whole Earth, something I have been working on for 20 years.
- This is our high-level overview, delivered for the first time ever to the finest group of hackers, iconoclasts, libertarians, and the odd biafran. It has been a privilege for me to speak at each HOPE conference and to absorb just a tiny fraction of your insights and independence of mind.
- These are the key negative trends. I will answer any and all questions for four hours beginning at 2359 tomorrow. PAUSE.
- Fortunately, there are positive countervailing trends. Unfortunately, we are coming off 600 years of negative (pre-1491 was positive in the Americas) and the forces of evil are entrenched. Retaking our government and our planet will require Extreme Hacking.
- Good News: regardless of who “wins” this staged corrupt presidential race, the people are restless and emergent. Bad News: no one in the US Government understands that the next ten years are not about us, they are about what we can do to constructively influence the Big Eight Demographic Challengers.
- It would be funny if not so tragic and true. This mess is costing the US taxpayer $60 billion a year or more, and delivers only the 4% of the information we can steal.
- I won’t belabor this, it was true in 1994 and it is still true today.
- Believe it or not, the US Government still does not have a single network or system for processing all information in all languages all the time. That’s what we need to build, only it must be a distributed system with the sense-making at the edges.
- You can read this one directly. PAUSE I am NOT making this up. The intelligence community and the policy communities are both in the business of lying to each other and to the public. Lies kill one’s comrades. It’s time we got back in touch with the truth.
- This is probably obvious to all of you, as it has been to me for some years now, but “believe it or not” the US military is—at best—in the 4th Generation, while the civilian part of the government—witness Katrina—is at best in 2nd generation and very possibly still in 1st generation.
- Steve Arnold of Arnold IT, for over a decade my most reliable source on IT trends and tribulations, created this slide, less the Google portion. I will answer any and all questions about Google, Microsoft, IBM, Oracle, and other actors, tomorrow night.
- Nova Spivak has his own chart, which I admire, but he and many others continues to overstate machine learning and substituting technology for thinking. Only human brains, with relatively simple tools for information sharing and multi-lingual multi-media sense-making, can scale fast enough and go deep enough long enough to address the challenges we inherit from the cretins before us, in the short-term time that we have available to us.
- With that as an introduction, I will now present the Earth Intelligence Network. You can read these for yourself. PAUSE We are the ultimate open source meme, and we own nothing, control nothing, earn nothing. It’s up to you. I will answer detailed questions tomorrow night.
- This is our strategic vision—incidentally, there is a ten page PDF with all this in booklet form at our web site. We have allowed our government to ignore reality; our corporations to externalize costs; our media to be stupid; and our churches to cheat and molest instead of healing. Gandhi had it right. Peace is cheaper than war, and a lot more fun. More on that as we go on.
- A great deal of thought went into this, which is the intellectual underpinning for our technical architecture. PAUSE You can study it later.
- Before I display the next visual, I want to prepare you with a simple review of public interest math 101. We the People in the USA can beat the crap out of both political parties if we simply mobilize $20 from each of 25 million individuals. Now imagine 50 million for $1 trillion a year to wage peace and assure prosperity for 7 billion people! This model will scale. Peer to peer loans are here now, it is time for peer to peer kick-ass self-governance.
- Here is a high-level view of our IT platform which is—as Project Managers like to say—85% complete. A single-purpose first generation version succeeded beyond our wildest imagination, and was sold for tens of millions on the high end. You can study this later as well. The key point is that we are going to connect real-time reality with social networks, mobilize peer to peer funding, online reality-based budgeting, and kick-ass self-governance in every domain, not just the political.
- CIA knew it needed these eighteen analytic functionalities in 1986. We do not have them today because Microsoft used first rate marketing to sell second rate crap, and also mutated and migrated its Application Program Interfaces to keep third parties from innovating on their own. That ends now. We are committed to integrating open source software, open source intelligence, and open spectrum, all three Of, By, and For We the People.
- While the previous slide is the “nice to have” analytic toolkit, this is the one we actually have and use, and when you put enough brains on it, to paraphrase our Free/Open Source Software older brothers and sisters, no problem is unsolvable, no bug is invisible, and no asshole is invulnerable.
- I’d love to see several hundred of you download TOOZL and put it on steroids. If you do, please get in touch, we are creating a global cadre of multi-lingual volunteer analysts, our form of Team B, with the intent of liberating us all from government lies and corporate as well as organized crime, using truth as it should be used: in the public interest.
- I have known the bright people who created this for over a decade in the case of Dick Klein and Brad Ashford, the top two science & technology analysts in the USA if not the world. - I have owned .net, .org, and .com for close to decade now, and prepaid for the next decade, and we have an educational partner in the advanced stages of obtaining .edu. We are betting that free human brains that voluntarily share information and help one another make sense, will beat the crap out of both machine learning and computational mathematics.
- LtGen Dr Brent Scowcroft, USAF (Ret) was the US member of the United Nations High-Level Threat Panel that produced, a list of the ten threats to humanity in priority order. It was this report that inspired a redirection of our efforts from helping governments leverage open sources of information, to creating a global virtual network that created public intelligence in the public interest and independent of all organizations.
- Although the ten high level threats can be addressed predominantly with open source information, most governments, less Singapore, the Nordics, and the Netherlands, have refused to combine the proven process of intelligence—decision support—with global open source information acquisition and exploitation. In the USA, Homeland Security focuses only on terrorism and proliferation, not on the other eight vastly broader threats.
- Similarly there are twelve action areas that can be addressed at the strategic, operational (regional), tactical, and technical levels using only open sources & methods. I believe that if We the Peoplecan develop a global strategy for prioritizing needs in the twelve action areas as related to the ten high-level threats to humanity, that we can mobilize, influence, and even direct $1 trillion per year in charitable giving, and another $1 trillion per year now spent on war instead of peace. - As a former spy, and as one of the founders of the Marine Corps Intelligence Command, I am often frustrated by the obsession that we have with secrecy, and with intelligence. I will tell you what I have learned in the past sixteen years. I have learned that 90% of what we call intelligence is not secret; and I have learned that at least 70% of what we need to know and need to share is not intelligence. These pie charts depict my view of what is share-able among the seven tribes without any attention to restricted, private, or secret information. We are not going for the green, and we need to.
- After we got a grip on the need to respect the ten threats in priority order, rather than yield to ideologically and idiotically pre-selected obsessions, and on the need for a “Whole of America” (not just Whole of Government) approach to the twelve core policies, we realized that the only constructive influence the USA and EUR can have will be upon those that “own” the future: the eight demographic powerhouses listed here.
- This is what our analytic model looks like when it is all put together. This one graphic makes clear both the idiocy of the past eight years; and the piss-ant platitudes of both of the current presidential candidates, neither of whom have such a framework, neither of whom can produce a balancde budget in advance of Election Day that does this. We will do it for them, and present it in Chicago on Lincoln’s Birthday in 2009.
- Neither presidential candidate has a clue how to address any issue holistically. Here is a simple example of what a serious analyst can do with the health challenge. I will also note that we have solved the Medicare deficit by finding alternative global sources for every one of the top 75 drugs, at between 1% and 5% of what is now charged to the US government. Just to drive this point home, on the next slide is the organization of a book I am putting together on health intelligence.
- I know nothing of the health industry, but devised both of these slides in less than an hour after discussing the health industry with three diverse individuals. This is the kind of holistic thinking we need in every policy domain, against every threat, at every level of governance.
- Here we depict how public intelligence—shared information and multicultural sense-making can—in the context of our analytic model and the EarthGame™ being devised by Medard Gabel—provide the eight challengers with compelling truthful and useful policy and budget support. We can help them achieve our previous standards of living without destroying the planet. Our gift of life must be the gift of an Earth Intelligence Network Of, By, and For ALL OF THE PEOPLE ALL OF THE TIME.
- All information in all languages all the time. In real-time where needed, with cell phone templates, photos, and GIS. Online budgets like the National Budget Simulation will be embedded so that individuals identified only by zip code and political preference can identify true costs, discuss trade-offs, and agree on reality-based budgets at any level of governance. So there you have it.
- We have been lied to and ruled by secrecy since time immemorial. War is a racket, as Marine General Smedley Butler so famously declared. This depiction is from Medard Gabel, whose book Seven Billion Billionaires, should be out one day soon. He is not alone. E. O. Wilson and Lester Brown have both published similar numbers. The Cold War was an ideologically-inspired rip-off, and we have wasted the so-called Peace Dividend. We cannot allow our government to lie and cheat and sell us out any longer.
- I see real signs of both emergence and convergence. It is unfortunate that key personalities at Amazon, CISCO, Google, and Wikimedia do not seem to play well together. All this is swirling around us. With a tip of the hat to Nat at O’Reilly, Open Source is Darwinism while proprietary malware and secrecy are Intelligent Design that is not so intelligent. We need open standards and open metrics. Openness is resilience, sustainability, strength.
- We have the advantage. Regardless of who is in office, We the People are now paying attention and demanding citizen-centered democracy and moral capitalism. I am quite certain that Non-Partisanship and Electoral Reform can restore the Republic with dignity, liberty, and justice for all.
- The future is here now, and it is about bottom-up multi-cultural decisions that are based primarily on shared open sources of information, not secrets, and that focus specifically on achieving sustainable long-term agreement. Paul Hawkin and his colleagues at the Natural Capital Institute have nailed it. I believe the highest calling for any hacker is the research and posting of “true cost” information about any product or service.
- I’ve read Richard Stallman’s book and listened to him speak at HOPE. He is the embodiment of what Yochai Benkler writes about in Wealth of Networks and the harnessing of the social capital that all of you represent. Microsoft is part of the problem. They have done some truly great things for industrial-era productivity, but VISTA is scary and they may be losing out to Amazon and CISCO. First-rate marketing is no longer good enough to sell second-rate products, and if Microsoft cannot match Open Office with a full range of Open Tools, then we part company now.
- The governments’ traditional tools for winning the information game are the secret disciplines. HUMINT tries to recruit a player to predict where the ball will go, and send someone to catch it—or not. SIGINT plants a listening device in the dug-out, trying to overhear plans and intentions. IMINT takes an overhead photo of the field every three days and tries to call the game that way. MASINT sniffs for the ball, and the gloves and when that does not work, asks for ten billion more. OSINT changes the rules: any catch by a member of the crowd is an out, and we offer to buy the ball back at very low cost. That’s how we handle the information explosion—everyone gets to play, and they know we will pay cash or kind when they send us the ball they caught. It is a universal unstructured winning order of battle. It is also adaptable and resilient—an open network.
- We the People need to own and control both our personal data, and the last mile.
- In my view, the greatest value of open money is that it can reflect community and social values that respect sustainability, true cost, and long-term localized investment. Why should we allow corporations to loot any commonwealth and transfer assets that are inherently in the commons? Transparency of all existing budgets, in combination with open money, should end fraud, waste, and abuse. Hackers and bloggers have a vital role to play here.
- For twenty years I have been working toward the concept of public intelligence in the public interest. Today bloggers and citizen journalists are finally wrestling the truth into the open and the lies into hiding.
- Self-Rule by Non-Partisan Transparency is “Our Deal,” and I believe that we can restore We the People as sovereign, and in doing so, achieve all four of these reforms. Electoral Reform now is the only big issue in 2008, everything else follows from re-engaging America. Yet neither of the two candidates, both serving in the Senate, has the guts to come out and propose Electoral Reform.
- You are all, as are Bloggers, pushing the edge of the envelope. You have the right stuff. We need more of it. In my view, up to this point you have been the militia, lurking in the woods and working often alone. The time has come to organize. I challenge you to do for public intelligence what LINUX has for open source software.
