Amec Foster Wheeler, Inc. July, 2015 - Present. Construction Manager / SSHO. Muniz Air National Guard, Puerto
Rico. The summary of work on this TO consist in the installation of a new offloading skid, with new canopy / product
recovery tank, waste tank / additive injection system / 4 new filter separators / new complete loading system at fill
stands / installed new canopy over fill stands / replace and installed new 4,000–gallon, double wall UL 2085 ConVault
style tank for MOGAS, 4,000 gallon, double wall UL 2085 ConVault tank for diesel / repair concrete cracks, joints at
truck parking contaiment area / replace flexible asphalt pavement with PCC in POL Ops and Upgrade Exterior Lighting
at POL Operations.
Industrial Power System, Inc. Nov, 2014 – June, 2015. Quality Control Manager. Naval Fleet Logistics Center,
Jacksonville, Florida. The summary of work on this TO consist in the installation of 3 runs of 12” seamless Carbon
Steel Pipe aboveground on concrete pipe supports with each run totaling approximately 2,000 LF for a total of
approximately 6,000 LF. There will be 3 expansion loops built into this pipe run as well as 4 road crossings. All piping
below grade (in the road crossings) is to be Stainless Steel. There will also be a pig launcher area built near Pumphouse
48 and a pig receiving area built near the pier. All pipe fittings between the launcher and the receiver are to be 3R
fittings to allow for unimpeded travel of the pigs through the pipeline. The electrical scope associated with this contract
includes various aspects of permanent disconnection and demolition at Pumphouse 48, and relocation of MOVs at
Pumphouse 48. The relocation of a concrete camera pole and the replacement of a NEMA 4X junction box currently
located on that camera pole is required. And finally the installation of four sump pumps, one inside each of the new
road crossings, and bonding and grounding of the newly installed 12” pipeline. Between Pumphouse 48 and the pig
receiving area there will be a total of 98 concrete pipe supports installed not including those inside the road crossings.
Once the new aboveground fuel lines have been installed, tested, and commissioned, we began the process of
demolishing the existing underground fuel lines.
Industrial Power System, Inc. May, 2014 – Nov, 2014. Quality Control Manager / SSHO. Thule Air Base,
Greenland. The summary of work on this TO consist of fabricating and installing new access platforms and catwalks
around each of the 12 bulk storage tanks. The new access platforms will be constructed of galvanized structural steel
framing and will support galvanized steel grating. Additionally, new 55 gallon stainless steel PST Tanks will be installed
at each of the 12 bulk fuel tanks, complete with heat traced stainless steel piping connected to each bulk tank and a
product return pump to pump fuel back into the bulk tank. Also the replacement of damaged spill containment liner,
protective fabric and gravel at the top of each containment area to provide for fully function dike containment areas on
Facility’s 30020 and 30076. On facility Facility 614 and 617 the work consists of the construction of concrete secondary
containment pads, joint and crack sealant work to maintain secondary containment, and the installation of
miscellaneous metal stairs and platforms for the access of the containment dike and return to bulk piping and valves.
In order to drain the containment dike, a new sump pump with stainless steel discharge piping will also be installed in
each of the containment areas.
Toltest, Inc. March, 2014 - April, 2014. Quality Control Manager / SSHO. Fort McArthur San Pedro, California.
Manage repairs of existing south-east slope stabilization to prevent future erosion and landslides from Air Force
property onto the city of Los Angeles Harbor Department roadway. Also managed the landscaping and planting of
more than 1,880 trees, shrubs and installation of more than 400 yards of temporary drip irrigation system.
Toltest, Inc. January, 2014 – February, 2014. SSHO Pier Victor, US Naval Base Guantanamo Bay Cuba.
Structural and Cosmetic Repairs to Pier Victor. 1000' Pier used for mooring vessels ready for Maintenance. Scope
includes 168 Concrete spall repairs, wood piles, concrete piles, and steel H-piles. Work includes repairing east side
fender, new concrete bulkhead, and new potable water line under the deck.
Toltest, Inc. October, 2013 – December, 2013. SSHO Renovate Building M-207, US Naval Base Guantanamo Bay
Cuba. Completed renovation of 22,000SF abandoned barracks building, original construction was 1940s. Renovation
includes asbestos and LBP abatement, selective demolition, structural repairs, new roofing, new siding, new
mechanical, electrical, plumbing and finishes. Scope also includes exterior improvements with new PCC parking lot,
sidewalks, landscaping, and fencing.
Toltest, Inc. June, 2013 September, 2013. Site Superintendent / SSHO, Various Repairs to POL Facilities, Pease
ANG, NH and Bangor ANG, ME. The work associated with this project is to repair existing security fencing and gates
around the POL facility. Repairs to loading and unloading systems, including replacement of pumps and valves in their
Type 3 hydrant system. Also repair and replacement of concrete, asphalt roadways, parking areas and containment
areas. There will be electrical upgrades to both control systems and an existing backup generator. This will involve full
replacement of the existing generator.
Toltest, Inc. May, 2013 Site Superintendent / SSHO, NEX Gas Station Pipe Replacement, US Naval Base
Guantanamo Bay Cuba. The summary of work on this project included the replacement of an existing underground
MoGas fuel line, installation of new dispenser sumps, and installation of new leak detection monitoring system. A new
3. fiberglass transition sump with weather-proof lid was installed near the aboveground tank. A new dedicated alarm panel
will be mounted in the attendant building to provide continuous and automatic self-checking of sensors. New conduit
and wire was installed and terminated in accordance with the applicable electrical classification location.
Toltest, Inc. January, 2013 – April, 2013. Site Superintendent / SSHO, Various Repairs to Petroleum, Oils and
Lubricants (POL) Facilities, Peterson Air force Base, Colorado Springs, CO. Scope of work at Facility 00668
includes upgrades to the electrical supply system by the installation of a 480/277V electrical service, installation of a
step down transformer to power the remaining existing 208/120V loads, removal of loading hoses and replacement
with four bottom loading pantographs at four bulk JP-8 loading positions, and the installation of flow switches in the
discharge lines of the four bulk loading pumps installed at the Hydrant System Bulk Fuel Area. Scope of work at Facility
03455 includes resurfacing existing asphalt in the fuels storage facility area, installation of block heater power plugs at
nine parking positions in the refueler parking area, and replacement of existing roll-over curbs surrounding the
secondary containment areas with lower profile curbs in the driving lanes of the loading, offloading, and refueler parking
containment areas. Scope of work at Facility 03463 includes demolition of the four existing bulk JP-8 offloading positions
and installation of two new offloading skids: Each skid will include four hose connections with sampling points, a pump,
flow switch, automatic air elimination, offloading flow control valve, and offloading meter. Scope of work at Facility
00668 includes installation of approximately 1,700 feet of barbed wire on fencing around fuel storage area.
Toltest, Inc. October, 2012 – December, 2012. Site Superintendent / SSHO, Clean, Inspect and Repair Tanks 18,
20,21,23,25,27,28,48 and 50. Repair Oil Water Separator Complex, French Drain Installation at FLC Puget Sound,
Manchester, Washington State. Managed the cleaning, inspection, and repair of nine underground storage tanks
(USTs) at the bulk fuel storage facility. Project activities included tank cleaning; fluid disposal; tank inspection; tank
repair and coating; pipe modifications; preparation of certification reports; site management; and environmental health
and safety oversight.
Toltest, Inc. September 2011 – September 2012. Site Superintendent / SSHO, Build Fuel Storage Tank at
Guantanamo Bay, Cuba. Perform various excavation, concrete placement, and new construction efforts to fielderect
a 62,115-bbl welded steel JP-5 fuel storage tank with all necessary appurtenances, a back-up generator, site lighting,
perimeter access road, secondary containment, and utility distribution lines. The project design has been completed by
Austin Brockenbrough & Associates, and will be supplemented by TolTest with incidental tank, mechanical and
electrical scope of work services. New construction activities associated with the project include; site excavation,
concrete foundation and containment wall construction, new 89’ in diameter by 56’ high fuel storage tank erection,
cathodic protection and geotextile liner installation, interior and exterior coatings, underground pipeline installation, new
pump house type 3 hydrant system, electrical distribution and lighting, tank controls integration, and complete system
start up and commissioning.
Toltest, Inc. June 2010 – August 2011. Site Superintendent / SSHO, Repairs to Fuel Line at the Desalinization
Plant at Guantanamo Bay, Cuba. The summary of work for this project included performing various demolition and
new construction efforts to replace approximately 5,000 linear feet of diesel fuel pipeline for the operation of the
Desalinization Plant. Demolition of the existing aboveground and underground diesel fuel pipeline included; pipeline
pigging and cleaning, asbestos wrap and lead coatings abatement, concrete support demolition, and pipeline removal
and abandonment. New construction activities associated with the project included; new off-load manifold construction,
approximately 6,000 linear feet of aboveground pipeline installation, concrete pipe support construction, application of
mil-spec approved exterior coatings, cathodic protection installation, excavation, concrete placement for road crossings,
complete system start up and commissioning.
TolTest, Inc. August 2009 – May 2010. Site Superintendent / SSHO, Repair Tank 127 at Guantanamo Bay, Cuba.
The summary of work for this project involved repairs and upgrades to the 17,000 BBLS vertical aboveground riveted
steel mogas storage tank, and limited repairs to the tank piping. Major scope of work included the installation of a new
insert shell plate where an existing shell plate has been cut out from the tank. Interior tank repair work included the
replacement of various API deficient floor patch/reinforcing plates, replacement of the existing interior floating roof
periphery seal, and the sandblasting and coatings on the entire tank bottom as well as 3 feet up the tank shell.
TolTest, Inc. November 2008 – July 2009. Site Superintendent / SSHO, Replace Pier Quebec, Guantanamo Bay,
Cuba. Supervised the addition of a pipeline onto Pier Quebec. Work included installation of potable water, emergency
shower, JP-5 fuel line, diesel fuel marine piping, stripper drain piping, fire protection piping, fuel containment areas and
new pump station / hydrant system.
Leslie Controls and CPC Cryolab, Inc., Tampa, FL, November, 2001 – October, 2008. Welding Supervisor.
Supervise welder on numerous classified projects for the US Navy, Air Force and NASA. Other work included welding
for cryogenic valves for storage tanks, transportation trailers and vacuum-jacketed piping systems. Experience includes
work with stainless steel, aluminum, brass, carbon steel, nickel, aluminum, bronze, stellite, titanium, copper, chrome,
and mild steel. Responsible for daily reports and maintaining a safe work environment.
