3. PEMRA ( PAKISTAN ELECTRONIC MEDIA REGULATORY AUTHORITY)
Improve the standards of information , education and entertainment.
Enlarge the choice available to the people of Pakistan in the media
news, current affairs , religious knowledge, art , culture , science ,
technology , economic development , social sector concerns , music
, sports , drama and other subjects of public and national interest.
Facilitate the devolution of responsibility and power to the grass-
roots by improving the access of the people to mass media at local
and community level.
Ensure accountability, transparency and good governance by
optimizing the free flow of information.
4. PEMRA CODES FOR BROADCASTERS AND CABLE OPERATORS
The category of PEMRA codes is divided in two categories
(I) Programs ( NEWS , Current affairs and Entertainment)
(II) Advertisements
5. 1. No program shall be aired which
(a) Passes derogatory remarks about any religion or sect or community or words contemptuous of
religious sects and ethnic groups or which promoted sectarian attitudes or disharmony.
(b) Contains anything pornographic , obscene or indecent or is likely to deprave , corrupt or injure
the public morality
(c) contains an abusive comment that when taken in content , tends to or is likely to expose an
individual or a group or a class of individuals to hatred or contempt on the basis of race ,caste ,
national , ethnic or linguistic origin sex or sexual orientation , age or mental physical disability.
(d) contains anything defamatory or knowing false
(e) is likely to engage and incite violence that goes against the maintenance of laws and order or
which promotes anti-state attitudes.
(f) contains any thing amounting to contempt of court.
(g) anything which tends to glorify crime or the criminals.
(h) contains material which may be detrimental to the relations of Pakistan with other countries.
(i) contains material which is against the ideology of Pakistan or Islamic values.

2 particular care should be taken to ensure that programs meant for children
do not contain objectionable language or are dis respectful to their parents
or elders.
3 programs must be directed against the sanctity of home , family and
material harmony.
4 while reporting the proceedings of the parliament or the provincial
assemblies , such portions of the proceedings as the chairman or the
speaker may have ordered to be expunged shall not be broadcast or
distributed and shall be made to release a fair account of the proceedings
of the parliaments or provincial assemblies.
7. CODE OF ETHICS GIVEN BY PEMRA FOR ADVERTISING
Advertisings distributed by a broadcast or cable TV station shall be
designed in such manner that if it confirms to the laws of the country and
it is not offensive to morality decency and religious sects of the people of
Pakistan.
No advertising that will be base upon the un ethical based contents or
violets the morality the basic values.
The goods or services shall not suffers from any defects which are harmful
to human health , misleading claims about the goods shall not be made.
No advertising which is likely to be seen by the children in large numbers
should urge children directly to purchase goods of a particular brand or
take permission from their parents to do so.
All ads must be clearly distinguishable as such and be separate from the
programs and shall not in any manner take the form of news or
documentary.
8. LICENSE TO BROADCAST OR OPERATE
(1) License will be provided by the authority in order to broadcast a
program under some rules and regulations
(2) no person shall engage in any broadcast media or distribution service
except after obtaining a license issued under this ordinance.
(3) every license shall be subject to such terms and conditions as may be
prescribed.
(4) the authority shall have the power to determine number of licenses to
be issued in each category or sub-category and charge fees at such rates as
the authority may fix from time to time for the grant of a license and for its
annual renewal.
(5) the authority shall devise a code of conduct for programs and
advertisements for compliance by the licensees.
9. TERMS AND CONDITIONS OF LICENSE
(a) ensure preservation of the sovereignty , security and integrity of the Islamic Republic of
Pakistan.
(b) ensure the preservation of the national , cultural ,social and religious values and the
principles of public policy as enshrined in the constitution of the Islamic Republic of Pakistan.
(c) ensure that all programmes and advertisements do not contain or encourage violence ,
terrorism , racial , ethic or any religious discrimination , pornography and other material
offensive to commonly accepted standards of decency.
(d) comply with rules made under this ordinance.
(e) broadcast , if permissible under the terms of its license , programs in the public interest
specified by the federal Government or , as in the case may be , the authority provided the
duration of such mandatory programmes do not exceeds ten percent of the total duration of
broadcast.
(f) ensure that the programs and the ads that are made must approved by the authority.
(g) obtain NOC from the authority before import of any transmitting apparatus for
broadcasting , distribution or teleporting operation.
(i) not sell , transfer or assign any of the rights conferred by the license without
before written permission of the Authority.
