2. The AIM

CRESPAI has been formed with the aim of:
- bringing together the Renewable Energy Service
Providers (RESPs), Industries and other stakeholders.
- representing as an industry body for promoting the
goal and mission of the Government’s Renewable
Energy Policy .
- facilitating the development of RESP through public
awareness.
- serving as an R &D center in the sector.
CRESPAI is committed to work in propagation, promotion
and advocating for development of clean energy. We aim
to make India an ideal destination for investment into the
renewable energy.

Database, Training and Imparting Skills.

contribute towards self-reliance to meet the growing need of

• To strive for the advancement of Application, Services capabilities of
global standards in India.
• To Lobby before the Policy Maker for the clean energy
• To establish as platform to collectively facilitate the development of
RESP related activities and make recommendations to related
ministries and Government of India.
• To create public awareness about the emerging and next generation
trends in Renewable Energy and adoption of cutting edge
technologies.
• To serve as a R&D center in the sector to develop and Innovative and
Cost Effective Technology and Product.
• To help address problems of members of CRESPAIs relating to
operational, regulatory, financial, or licensing through interaction with
the government.

13. The Make in India Drive
o Special Emphasis has been given to the sector.
o Thrust is to domestic manufacture, Duty
exemption to reduce cost
o As such Imports is dissuaded, Anti-dumping on
cheap imports from China.
o Additional SEZ are in pipeline.
o Tax exemption on 80JJA, 80IA (under Income Tax
Act, 1961)
14. What is holding RE back ?
ü The absence of a comprehensive and coherent
national framework for RE in either legislation or
policy .
ü The absence of a long-term vision as well as policy-
certainty is holding back much-needed investment in
infrastructure and RE generation .
ü Policies that does exist is limited by weak
enforcement or low ambition, poor design or
uncertainty.
ü Poor cost capturing for Conventional electricity, is it
really cheap if the, given the environment restoration
cost ?
ü Not just law but enforcement and governance key.
15. Systematic Flaw (What
is Holding Back)
• Strong will power needs reflection in action. The Renewable Energy Act
is a bare minimum in the direction.
• CSR is only in Directors report. No mechanism to evaluation and analysis.
• Easy Benefits Transfer mechanism (Conflicting , ambiguity in policies
needs to be removed)

corresponding Customs circular/ notification

16. Core Principles for Over
coming Barriers to RE
1. Treat RE as a resource of national and strategic
importance.
2. Mandate RE as a significant component of the
power sector.
3. Take an integrated approach to power sector
planning, including generation, transmission, and
distribution
4. Encourage investments in RE Sector
5. Give small-scale/distributed RE, close to end-users,
priority equal to large-scale/centralized RE

available for comments.
ü Integration of Power, Coal and MNRE is a green
step of kind. Emphasis is on synchronization.

19. Limitations /constraints
being faced
- Both the industry and the Government faces
limitations/ constraints while developing or
generating or extracting the RE.
- Hence there is a need of a common agency to
overcome all the challenges that come across.
- Every stakeholders should come forward at
strategy level.
21. Under FEMA (FDI)
• FDI up to 100 pc under Automatic Route
• Infrastructure has been defined to cover include Energy
Generation/
• Distribution/Transmission to allow ECB
Under Income Tax
• Accelerated Depreciation (AD) of 80% on solar and/or Windmill
projects
• 100% tax holiday period for 10 years / 15 years u/s 80IA
• 30% deduction for three years of additional wages in excess of 50
workmen for new employment u/s 80JJAA
• 5 years exemption of profits from Waste Energy, Bio-Fertilisers,
Bio-Fuels etc. u/s 80JJA

Under Indirect Tax (aimed at reducing cost)
• CVD exemption benefits can be extended under the amended
notification no. 12/2012-CE subject to fulfilment of condition number
36 in the notification [O.M. TRU dated 27.07.2016]
• Exemption of Excise Duty: Goods specified in List 9, for the
manufacture of rotor blades for wind operated electricity generator
subject to condition no. 36. List 8 items exempt without condition.
(12/2012-CE).
• Concessional Duty of Customs @ 5% to WOEG, Components, Spares,
Parts, Blades, Raw materials of Blades(12/2012-CE) (List 9 and List 8)

powering thermal power stations to-

25. Good News……
• From barely 20 MW in 2011, India’s installed solar
capacity has increased to 7805 MW as on
31.07.2016.
• India has vast untapped renewable energy resources
- wind energy has installed capacity of 27.15 GW and
an estimated potential of nearly 103 GW at 80
meter hub height and nearly 300 GW at 100 meter
hub height.
• Bio-power (including biomass and bagasse co-
generation) has an installed capacity of nearly 5 GW
as opposed to an estimated potential of 22.5 GW.
26. Good News……
• Solar power has installed capacity of 7.8 GW with
the potential of 748 GW.
• The Solar Policy of Rajasthan notified in 2011
envisages the setting up of solar manufacturing
facilities at proposed solar parks.
• The Gujarat Solar Park also makes special provisions
for encouraging on-site manufacturing facilities to
provide equipment to projects coming up within the
park as well as adequate repairs, maintenance and
skilled manpower to service projects within the park.
27. Good News……
• DAL ENERGY Gulf of Kutch Tidal power plant is
strongly pushed for construction by the western
Gujrat at the Gulf of cambay.
• India has a good potential for tidal power generation
in sundarbans, WB.
• The country’s 1st tidal plant has been proposed to
be set up in Durgaduani creek of sundarbans.
• Govt. targeting to electrify 18,000 villages in 1,000
days. RE has its share of joy in the mission.

bigger market is the environment and
